About this file
This is a Justification & Authorization (J&A) document for noncompetitive procurement procedures under the Competition in Contracting Act. The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management is seeking to award a sole-source, firm fixed price contract to Parsons (5857 Trinity Parkway #300, Centerville, VA 20120) for Amazon web hosting services, mobile device management licenses, and labor support for the Ares suite of services. The contract period covers Q2 2026 support services for three months with estimated pricing redacted in the document. Services previously awarded under contract 70CMSD26P00000021 end on March 31, 2026. Funding is through Program Funds in Fiscal Year 2026, with no solicitation number assigned.
The justification cites RFO 6.103-1 (only one responsible source available) as the statutory authority for noncompetitive procurement. Parsons has supplied similar services to the HSI BITMAP program for several years and has demonstrated superior pricing and steady support compared to competitors. The Ares suite of services is proprietary to Parsons, with development representing a multi-year process requiring several years of development, testing, foreign deployment, and training activities that cannot be replicated without substantial cost (estimated at several million dollars and two years minimum). Market research confirmed Parsons as the sole acceptable distributor of required upgrades, devices, and support services with interconnectivity to USG databases. The document notes that continuation of device maintenance, gateway operations, and system development efforts would cease without this contract, impacting foreign partners. The contracting officer determined pricing as fair and reasonable based on historical price comparisons for similar services.
