About this file

This document is a Sole Source Justification (SSJ) for a simplified acquisition under the Simplified Acquisition Threshold (SAT) for the U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE) to procure breaching equipment on a sole source basis from Noble Supply & Logistics.

The SSJ justifies the sole source award of a firm-fixed price contract not to exceed $66,439.85 for breaching equipment based on the determination that Noble Supply & Logistics is the only source reasonably available. ICE conducted market research and testing of various breaching tools, and determined that the GDR200 ST EVO 3 tool offered by Noble Supply & Logistics is the only product that meets the specific requirements of the Homeland Security Investigations (HSI) Special Response Team (SRT). The pricing for the GDR200 ST EVO 3 tool was determined to be fair and reasonable based on comparison to similar tools. The related federal contract opportunity notice indicates that the contract was awarded to an unknown vendor for an unknown amount on September 25, 2024.

Rationale:

Homeland Security Investigations (HSI) Special Response Team (SRT) certified breachers conducted extensive market research to include hands on testing of multiple hydraulic tools in varying configurations in order to identify the product that best fit with HSI SRTs requirements. The evaluations of all the tools considered setup time, portability, weight, sound and deployment. These tools were from varying manufacturers including Holmatro, SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

Hydro Noa, Ogura, Rapid Assault Tools and SAN. Alternative breaching tool offerings currently available in the commercial marketplace cannot offer the same level of ease of use or spreading force. The GDR200 ST EVO 3 is rated at 5000 more pound/feet of pressure than any other tool. In addition, based on current tool capability, HSI SRT requires the tool to have at least an eleven inch spreading stroke.

The GDR200 ST EVO 3 is a powerful, easy to set, easy to operate, and extended and retracted very quickly. The head of the tool has five “teeth” with ridges cut into their backside, allowing the tool to gain and maintain good purchase on the door/frame during breaching operations. This ability to maintain good purchase was very apparent when the tool was used to breach outward opening doors.

4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2). (Check one and provide short description of action taken.)

☐ Contracting Officer’s personal knowledge.

☐ Other.

Short description of how price was determined fair and reasonable:

Based on the tools tested, the GDR200 ST EVO 3 and the Rapid Assault Tools Electro- Hydraulic Breaching Kit GEN4 are comparable tools in differing configurations and have a comparable Manufacturer suggested price of $14,675. The quote from Noble with additional batteries and a charger included is $12,431.88 per unit.
