SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
NOT EXCEEDING THE SIMPLIFIED ACQUISITON THRESHOLD

1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, proposes to enter into a contract on behalf of the Homelande Security Investigations (HSI) Special Activities Unit on a basis of other than full and open competition.
2. Nature and/or description of the item/service being procured and anticipated cost.
(a) Type of action: Firm-fixed price contract
(b) Amount the current J&A is justifying (must be $250,000 or less): $89,159.60
(c) Brief Description: OAQ intends to procure, on a sole source basis, explosive breaching supplies. The vendor listed below is the only company that can provide the required supplies.

3. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

Rationale:
Due to the highly specialized requirements of Explosive breaching, no other Dual Skin packs will fulfill DHS HSI SRT Explosive Breaching requirements based on the following: (1) Performance tests results.
SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
The “Skin-Pack” currently manufactured, assembled, and distributed by Ensign Beckford is a full-service consolidated “priming system” that permits SRT Breachers the ability to streamline and expedite the “priming in” process when conducting explosive breaching. The Skin Pack, which permits silent deployment of shock tube, is a single-use unit that marries multiple priming components into a purpose-built system, designed for tactical/close quarter breaching, which eliminates tube tangles and delay both of which exacerbate the potential for compromise. The salient characteristics of the Skin Pack, which are required for HSI SRT’s utilizations when conducting on-target explosive breaching, are as follows;
• Compact ergonomic design
• Reduced weight through innovative design and materials sourcing
• Single location for all components to residence
• “Silencing” of components for enhanced noise discipline
• 100” shock tube coiled inside the main body of the skin pack to prevent tangling
• Shock tube lining which precludes “cord memory.”
• Waterproof to 200ft
• Purpose-built to fit inside cargo pockets of commonly approved tactical uniforms
• Dual-primmed for redundancy and increased performance
• Consumable components that require no long-term maintenance
The Skin Pack provides a solution, not commonly available through any other vendor/distributor/manufacturer, for a rapid deployment priming system that is all contained in a single, prepped and coiled unit, that enhances safety and decreases time on target.
In market research conducted by HSI SRT, there is no other (single product) that offers HSI SRT the solution found in Ensign Beckford’s Skin Pack. This product meets/exceeds HSI SRT’s requirement and is requested for purchase.

4. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106- 3(a)(2). (Check one and provide short description of action taken.)

Short description of how price was determined fair and reasonable:
Market Research (MR)- The COR conducted MR by using websites and contacting the manufacture to determine commercial availability. There were no vendors online that sold the SKIN-PACK®det assy,100'(30M) DT TXT. The COR reached out to the manufacture who stated they were the sole source to obtain the product and provided a sole source letter.
The CO found contacted the manufacture and determined that these items were purchased by another Federal agency (FBI) using a contract vehicle. The price listed on that contract was $390.00- $530.00 per Skin Pack. The CO was able to obtain a quote from the manufacturer, Ensign Beckford, that provided a government price of $165.27 for the SKIN-PACK®det assy, 50'(30M) ST TXT and $286.05 for the SKIN-PACK®det assy, 100'(30M) DT TXT.
which is within the range of open market pricing. Based the aforementioned analysis, the CO anticipates the pricing received for the Ensign Beckford skin packs will be fair and reasonable.
