SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

1. Agency and Contracting Activity.

The Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, proposes to enter into a contract on behalf of the Homeland Security (HSI) Gangs & Violent Crimes Unit on a basis of other than full and open competition.

2. Nature and/or description of the item/service being procured and anticipated cost.

(a) Type of action: Firm-fixed price contract

(b) Amount the current J&A is justifying (must be $250,000 or less): $49,000.00

(c) Brief Description: OAQ intends to procure, on a sole source basis, fingerprint scanners.

The vendor listed below is the only HubZone vendor located that can provide the required services.

3. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

Rationale: As per FAR 6.302-5(b)(5), this requirement will be awarded on a sole source basis to the aforementioned vendor that is identified as a HUBZone business. Additionally, the contracting officer has determined that the requirements established in FAR 19.1306(a)(1)-(5) have been met, and no other HUBZone businesses were identified in market research.

Short description of how price was determined fair and reasonable: The contracting officer researched open source information, such as internet searches, and a search on GSA Advantage. The pricing received from the HUBZone business is less than pursuing the GSA Schedule route.
