About this file

This is a Brand Name Justification (BNJ) document issued by the U.S. Secret Service (USSS), Office of Procurement, for a sole-source procurement of emergency vehicle lighting and siren equipment.

The Department of Homeland Security, U.S. Secret Service proposes to award an order to equip the Emergency Response Team (ERT) and Special Operations Division (SOD) law enforcement vehicles with SoundOff emergency lighting and siren components under FAR 8.4 and GSAM/R 538.7104-4 (FAR Class Deviation 25-20), which permits procurement of items peculiar to one manufacturer. The acquisition encompasses emergency lighting modules (lightheads, lightbars, perimeter warning devices), siren amplifiers, tone-generation modules, integrated control units, proprietary wiring harnesses, sync cables, mounting brackets, and system-level configuration and diagnostic support. The justification establishes that the fleet's existing multiplexed vehicle control architecture relies exclusively on SoundOff manufacturer-specific communication protocols, proprietary software, and dedicated synchronization circuitry. Alternative manufacturers cannot interface with the installed control modules or be programmed within the current software environment without requiring removal of existing control nodes, complete rewiring of vehicles, and system reconstruction. The document cites four critical restrictions to sole-source procurement: interoperability failure, loss of safety-critical synchronization needed for officer safety and motorist perception, incompatibility with vehicle form and fit requiring separate diagnostic tools and supply chains, and mission-readiness impact due to operational inconsistency. The Contracting Officer certifies the justification as accurate and complete pursuant to HSAM 3008.401-71(b)(1).

Brand Name Justification (BNJ)

11.07.2025 v.2.0

PR Number:

Brand Name Justification

1. Agency and Contracting Activity.

The Department of Homeland Security, U.S. Secret Service (USSS), Office of Procurement, proposes to award an order, on behalf of the Emergency Response Team (ERT)/Special Operatins Division(SOD, pursuant to FAR 8.4, GSAM/R 538.7104-4 (FAR Class Deviation 25- 20), Items peculiar to one manufacturer.

2. Nature and/or description of the action being approved.

USSS intends to limit the Federal Supply Schedule (FSS) contractors solicited to a particular brand name product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

The action requested is a sole-source, brand-specific procurement of emergency lighting and siren equipment for installation on U.S. Secret Service Special Operations Division (SOD) / Emergency Response Team (ERT) law enforcement vehicles. This acquisition encompasses emergency warning lightheads, lightbars, siren amplifiers, control modules, wiring interfaces, associated hardware, and all necessary integration components required to outfit mission-critical tactical vehicles.

The procurement covers SoundOff emergency vehicle lighting and siren components—including lightheads, lightbars, siren amplifiers, control modules, and integrated wiring hardware— required to equip and synchronize mission-critical law enforcement vehicles. SoundOff equipment interfaces directly with the fleet’s installed multiplexed vehicle control architecture, which governs lighting, audible warning systems, and select secondary vehicle functions. The requirement ensures the continuation of fleet-wide operational uniformity, existing vehicle automation, and safety-critical performance characteristics.

3. Description of Supplies/Services.

This purchase consists of SoundOff’s fully integrated emergency warning system for ERT vehicles, comprising SoundOff lighting modules, siren equipment, control interfaces, and supporting wiring designed to operate within the fleet’s existing multiplexed vehicle architecture.

SoundOff equipment is compatible with the fleet’s installed emergency-warning control platform. The fleet’s multiplexed control architecture relies on SoundOff communication protocols, synchronization circuitry, and software.

This procurement includes:

• Vehicle-mounted emergency lighting modules (lightheads, lightbars, perimeter warning devices).

• Siren amplifiers, tone-generation modules, and integrated control units.

• Proprietary wiring harnesses, sync cables, mounting brackets, and system interface hardware engineered for the currently installed control platform.

• System-level programable, configuration, and diagnostic support to ensure lighting synchronization, proper multiplex network communication, and integration with vehicle safety sensors.

4. Basis for restricting consideration to an item peculiar to one manufacturer.

The installed emergency vehicle control system uses manufacturer-specific communication protocols, proprietary software, and dedicated synchronization circuitry. All lighting and audible warning devices communicate through a centralized multiplex controller. Introducing mixed-manufacturer components would result in:

1. Interoperability Failure

Alternative brands cannot interface with the existing control module or be programmed within the current software environment. Any attempt to integrate non-native components would require removal of the fleet’s installed control nodes, replacement of wiring harnesses, and full rewiring of affected vehicles—effectively dismantling existing automation and requiring a complete system rebuild.

2. Loss of Safety-Critical Synchronization Emergency lighting synchronization is essential for officer safety and motorist perception. Mixed-brand modules cannot sync through the installed architecture, producing unsynchronized flash patterns that elevate the risk of motorist disorientation, reduce scene clarity, and create hazardous photic-effect conditions during nighttime operations.

3. Incompatibility with Vehicle Form, Fit, and Existing Infrastructure The current ERT fleet is fully outfitted with pre-measured harnesses, proprietary connectors, mounting points, and programming workflows engineered for the existing manufacturer. Incorporating a second brand would require separate diagnostic tools, software licenses, replacement-part inventories, technician cross-training, and parallel supply chains—doubling sustainment burden and increasing lifecycle cost to the government.

4. Mission-Readiness Impact Standardizing a single warning system across SOD, ERT, and K-9 vehicles ensures consistent operator interface, uniform control behavior, and immediate usability during time-sensitive operations. Intermixing equipment manufacturers would reduce operational predictability, extend troubleshooting time, and increase vehicle downtime.

Conclusion:

Only the currently used brand can meet the technical, interoperability, and safety requirements of the SOD/ERT fleet. No other manufacturer can integrate with the installed multiplex architecture without substantial reconstruction, increased lifecycle cost, and measurable degradation of mission readiness.
