Other information to support a sole source or brand name buy:
We have discovered an issue regarding the CCTV camera system that was originally installed by the shipyard when the APL-67 was constructed.
The cameras and storage NVR (network video recorder) are branded Zenitel however, they were manufactured by HikVision. The desktop client computer also uses
Hikvision software to record and playback camera video.
The 2019 National Defense Authorization Act list Hikvision as one of the manufactures who’s equipment and services are banned for use by US gov’t agencies and contractors.
Verbiage from 2019 NDAA -
This interim rule revises the FAR to implement section 889(a)(1 )(A) of the NOAA for FY 2019 (Pub. L. 115-232 (https://www.govinfo.gov/link/plaw/115/public/232)). Section 889(a)(1 )(A) prohibits agencies from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as a critical technology as part of any system, on or after August 13, 2019.
