About this file

This is a Commercial Only One Source/Brand Name Justification document submitted by NAVSUP Fleet Logistics Centers under Federal Acquisition Regulation (FAR) 12.102(a) for a simplified acquisition below the threshold.

The Navy requires procurement of twenty (20) modified Shore Power Cable Jumper Assemblies (part number SPC1525MOD, Viking Plug x Blank End 25' THOF500E #3349027) to support fleet maintenance during a drydock availability. These specialized cables restore shore power connections from the pier to ships in port, with the existing pigtails damaged and requiring replacement for safe and reliable electrical supply. Competition has been restricted solely to Jo-Kell Inc., located at 628 Innovation Drive, Chesapeake, VA 23320, acting as the authorized distributor for these proprietary configuration assemblies. The justification for single-source procurement is based on three primary factors: (1) Non-Standard Engineering & Proprietary Design—the electrical design falls outside standard military specifications (MIL-DTL-24368/1C-MOD), and Jo-Kell has engineered a customized modified version with over 30 years of specialized experience in developing modified Mil-Spec cable assemblies for unique maritime environments, with technical data, engineering tolerances, and customized drawings proprietary to Jo-Kell; (2) Immediate Component Availability and Critical Staging Urgency—the material must be on hand and staged on-site no later than late October to support the initial shipyard docking sequence, and Jo-Kell has confirmed it currently holds the necessary proprietary sub-components in inventory to build and complete these assemblies; and (3) Favorable Supplier Risk Profile—Jo-Kell Inc. (CAGE: 5V049) maintains an active status with an outstanding Supplier Risk Score of Purple (361.03), significantly above the DoD average of 280.78, satisfying FAR 9.104-1 and DFARS 209.104 requirements for responsible sourcing of mission-essential equipment.

NAVSUP FLEET LOGISTICS CENTERS (FLC) COMMERCIAL ONLY ONE SOURCE/BRAND

NAME JUSTIFICATION (NTE SAT) IN ACCORDANCE WITH FAR 12.102(a)

Description of Supply/Service

The requiring activity has a critical, urgent requirement for the procurement of twenty (20) modified

Shore Power Cable Jumper Assemblies to support fleet maintenance for the

Specifically, this procurement consists of the following commercial supply:

• Item Description: SPC1525MOD Shore Power Cable Jumper Assemblies (Viking Plug x Blank End 25' THOF500E #3349027, including W/PC&H). This part number represents a specialized, modified configuration equal to MIL-

DTL-24368/1C-MOD.

These specialized jumper cables are required to restore the ship’s shore power connection, supplying electrical power from the pier to the ship while in port. The existing pigtails are damaged and must be replaced to ensure safe and reliable electrical shore power during the drydock availability.

Competition Will be Restricted to the Following Source

• Name of Manufacturer: Jo-Kell Inc. (acting as the authorized distributor/supplier for these proprietary configuration assemblies)

• Manufacture Address: 628 Innovation Dr, Chesapeake, VA 23320

Basis For Decision That Only One Source Is Available

In accordance with FAR 13.106-1(b)(1)(i), purchases under the Simplified Acquisition Threshold (SAT) may be solicited from a single source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. This procurement is conducted under the commercial procedures of FAR Part 12 (in accordance with FAR

12.102(a)).

The restriction of competition to Jo-Kell Inc. is justified based on the following combined technical, regulatory, and urgency factors:

1. Non-Standard Engineering & Proprietary LPD Design (MIL-DTL-24368/1C-MOD)

The electrical design requested by falls outside standard military specifications (Mil-Spec). To support this highly specialized shipboard application, Jo-Kell has engineered a customized, modified version of the Mil-Spec design under part number SPC1525MOD (equal to MIL-DTL-24368/1C-MOD).
