Justification and Approval for Other Than Full and Open Competition
This document is a J&A (Justification and Approval) for restricting competition on a sole source contract award. The U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) in Sasebo is seeking urgent technical representative services from Fairbanks Morse, LLC to replace Connecting Rod Tie Rods and bearings on three Ship Service Diesel Generators (SSDGs) aboard a U.S. Naval vessel, with operational testing required to ensure satisfactory operation following repairs. The procurement is structured as a firm fixed-price supply type purchase order, with projected award in August/September 2026 using fiscal year 2026 Operations and Maintenance, Navy funds. The contracting activity is N00406 – Naval Supply Fleet Logistics Puget Sound.
The justification for sole source competition centers on Fairbanks Morse's ownership of proprietary design information, blueprints, technical manuals, and parts necessary to conduct repairs without damaging the SSDGs. Market research confirmed that mandatory sources under FAR Part 8 (AbilityOne, GSA, UNICOR) do not provide these services, and FMD confirmed that channel partners are neither authorized nor capable of performing the work. A previous contract (N0040625C0027) for two of the same SSDGs was sole sourced to FMD with satisfactory performance, and no interested parties responded to the posted award notice. The requirement will be posted to SAM.gov to allow other firms to express capabilities for future consideration. Legal review was conducted on 8/6/2026, and fair and reasonable pricing will be determined in accordance with simplified procedures under 41 U.S.C. 1901.
