PERFORMANCE WORK STATEMENT
SECURITY CAMERAS
NAVSUP FLCPS
BREMERTON, WA
1. General:
This is a non-personnel services contract to provide and install new security cameras at U.S. Naval Bases in Bremerton, WA. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to install security cameras as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Objective:
Naval Supply Fleet Logistics Center Puget Sound (NAVSUPFLCPS) requests the purchasing, installing, and ensuring the operational efficiency of all security hardware at the Bremerton site, as specified by the Government. This includes the procurement of cameras, monitoring stations, recording hardware, and the necessary equipment to support proper installation and functionality and run cable from the existing Network Video Recorder (NVR) on the third floor to Security Office located on U.S. Naval Bases in Bremerton, WA.
Contractor to provide consultation and coordination with the Government Security Officer (GSO) for the design and install of security equipment in room 2-44. Feed will be sent out to the Security Director Office and Command Suite.
1.3 Scope Of Work:
The contractor shall provide all necessary labor, materials, and equipment to install and ensure the operational efficiency of security hardware at Building 467, Naval Base Kitsap, Bremerton, WA. This includes, but is not limited to:
• Procurement and installation of security cameras, monitoring stations, recording hardware, and supporting infrastructure.
• Running cable from the existing Network Video Recorder (NVR) on the third floor to the Security Office.
• Installation of security equipment in Room 2-44, with video feed integration to the Security Director’s Office and Command Suite.
• Coordination with the Government Security Officer to ensure compliance with security standards and operational requirements.
3.3 The contractor will be responsible for confining the crew and work to the designated project areas. The contractor will also be responsible for ensuring that the installation personnel are identifiable.
3.4 Immediately after installation, the contractor shall test all components to ensure the system is fully operational and functional.
4. Place Of Performance:
4.1 Work is to be performed at:

Hours of Operation: Mon-Fri 0630 - 1500
4.2 Performance of Work on Government Premises:
Current rules and regulations applicable to the premises, where the work will be performed, shall apply to the contractor and its employees. These regulations include, but are not limited to, presenting valid identification for entrance to the base, smoking restriction and safety procedures as outlined in the site regulations
4.3 Contractor Identification:
The Contractor shall ensure all personnel be identified as a Contractor to distinguish themselves (e.g., badge, company logo, or uniform) from Government employees. The Contractor shall ensure all correspondence and reports produced are marked as Contractor products or that Contractor participation is disclosed.
4.4 Physical Security:
The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
5 Surveillance Of Firm-Fixed Price Services:
5.1 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: ensure the Contractor performs the technical requirements of the contract. Perform inspections necessary in connection with contract performance. Maintain written and oral communications with the Contractor concerning technical aspects of the contract. Issue written interpretations of technical requirements, including Government drawings, designs, specifications. Monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies. Coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

b. When pe1fo1mance is at a Government site, the Contractor's representative shall contact the Government representative named above upon anival at and departure from the work site. If access to a security area is required, continuous esc011 se1vice for contractor's representative will be provided by the designated Government representative.
c. It is emphasized that only the Contracting Officer has authority to modify the te1ms of this contract;
therefore, in no event will any understanding, agreement, modification, change order, or other matter deviating from the te1ms of the basic contract between the contractor and any other person be effective or binding on the Government. When or if, in the opinion of the contractor, an effo11 outside of the existing scope of the contract is requested, the Contractor shall promptly notify the Contracting Officer in w1iting.
No action shall be taken by the contractor under such direction until the Contracting Officer has issued a modification to the contract or has othe1wise resolved the issue.
6 Period Of Performance: Installation to be completed within thiity (30) calendar days of contract award.
