REQUEST FOR INFORMATION (RFI)

INTRODUCTION

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) is issuing this RFI as a means of conducting market research to identify qualified and experienced sources to restore a 12m Minitrack satellite antenna to an operational state at S-band and at X-band -- mechanically, electrically, electronically and in an RF-sense as described in Sections 2.0 – 4.0 of the Statement of Work (SOW).

Subject to FAR clause 52.215-3 entitled “Request for Information or Solicitation for

Planning Purposes,” this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide USNA with the satellite refurbishment described in Sections 2.0 – 4.0 of the SOW. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. Interested parties are encouraged to respond to this RFI/Sources

PLACE OF PERFORMANCE

The Contractor shall provide the services listed herein at the primary service location of the

United States Naval Academy Engineering and Weapons Division in Annapolis, Maryland.

PROGRAM BACKGROUND

In 1989, USNA acquired a 12m Minitrack satellite parabolic dish from the NASA Goddard

Network Test and Training Facility in Greenbelt, Maryland. The satellite dish was installed and refurbished by Bendix Field Services, which has since gone out of business. The 12m satellite dish includes an antenna, concrete pedestal, three racks of electronic equipment, hydraulic drive systems, and a fiber optic network connection to Rickover Hall. The 12m satellite dish has served to provide telemetry, tracking and command (TT&C) satellite operations for low-earth orbit

(LEO), medium-earth orbit (MEO) and geostationary-equatorial orbit (GEO) satellite missions as a hands-on training facility for USNA midshipmen, faculty and staff.

The USNA 12-meter satellite ground station requires refurbishment, following hurricane damage which rendered the parabolic antenna inoperable more than a decade ago. Over the past decade, several attempts to refurbish the dish internally met with low levels of success.

The 12m dish has three main systems – electronic, electrical and mechanical. The electrical system is functioning and provides power to the electronics, mechanical system, network and enclosure. The mechanical system is hydraulic, and is in working order in the X-axis, with some knowledge of the reasons for its inoperability in the Y-axis; a functioning hydraulic system reduces the refurbishment costs of the antenna system. A fiber optic connection between the 12m satellite antenna and the Space Systems Engineering Lab in Rickover Hall has 22 out of 24 working lines; the network switch has been continually updated by USNA network engineers and is in a functional state. Additional “spare parts” exist on the yard for the 12m dish, including counterweights, cabling, some electronic devices, network connections. Overall, the cost of upgrading the 12m antenna system to a functional or even operational state would be 28%- 40% of the cost of designing, building, installing, and commissioning a new system.

REQUIRED CAPABILITIES

The Contractor shall provide services in support of the areas specified in Program

Background (above). Specific tasks are outlined in the draft Statement of Work attached to this announcement (Attachment 1).

If your organization has the potential capacity to o complete a total refurbishment of the USNA

12m satellite antenna system to an operational state, please provide the following information:

1) Organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization; and 2) capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of such capability.

[Note: In accordance with FAR 10.001(b), the Government is requesting potential sources to submit only the minimum information necessary.]

ELIGIBILITY

The applicable NAICS code for this requirement is 334220, Radio and Television

Broadcasting and Wireless Communications Equipment Manufacturing with a Small

Business Size Standard of 1250 (# of employees). The Product Service Code is 7G22, IT and

Telecom – Network: Satellite and Rf Communications Products.

ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES

STATEMENT)

A draft Statement of Work (SOW) is attached for review (Attachment 1).

Capability Statement must address at a minimum the following items:

1.) What type of work has your company performed in the past in support of the same or similar requirement?

2.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, CAGE code and UEI number, etc.

3.) Respondents to this notice also must indicate whether they qualify as a Small, Small

Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small

Business Concern.

The contract type is anticipated to be Firm, Fixed-Price.

Your response to this RFI, including any capabilities statement, shall be electronically submitted to Cody Ellis by email at cody.c.ellis.civ@us.navy.mil in either Microsoft Word or Portable

Document Format (PDF).

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
