About this file

This document is a Justification and Approval (J&A) for a sole source contract for a naval vessel component. The Naval Supply Fleet Logistics Puget Sound (NAVSUP FLC Puget Sound) is seeking to award a firm-fixed-price supply contract to Fairbanks Morse Defense (FMD) for a single upper crankshaft (Part Number: 1661070) for a 12-cycle 38ND8-1/8 opposed piston engine used in a Ship Service Diesel Generator (SSDG) on a U.S. Naval Vessel. The sole source justification is based on FMD being the original equipment manufacturer (OEM) with proprietary design information, making them the only vendor capable of fabricating the specialized crankshaft. Market research conducted on June 25, 2025, confirmed no alternative vendors or distributors can provide this critical component, and the procurement is necessary to support vessel repair operations.

4. Basis for Sole Source

a. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5:

□ Unusual and compelling urgency

□ Exclusive licensing agreements

□ Industrial mobilization

□ Brand Name (Note approval level requirements are applicable only to this portion

FAR 13.501(2)

IZI Other: Sole Source

b. Reason for Authority Cited:

Fairbanks Morse Defense LLC (FMD) is the OEM of the SSDG. This diesel generator is part of the opposed piston (FMOP) engine design manufactured by FMD who maintains proprietary information regarding the design of the SSDG parts. OEM technicians have access to proprietary blueprints and design information related to the SSDG part specifications. Due to the catastrophic nature of the engine failure, only OEM has the capabilities to fabricate and sale a crankshaft.

Vendors other than OEM are unable to sale a FMOP crankshaft as they do not have access to the proprietary information required to fabricate a crankshaft.

5. Efforts to Obtain Competition:

The Contracting Officer shall publish the notices required by FAR 5.201.

6. Actions to Increase Competition:

No actions will be taken to increase competition at this time as market research indicates only Fairbanks Morse Defense, can meet the requirement. This J&A will be posted after award and companies can indicate their interest or capability in future procurements at that time.

7. Market Research:

Market research was performed by the Project Manager on June 25, 2025 and procurement requested were found to be unavailable from the required sources of supply. Confirmed that OEM Fairbanks Morse Defense, a large business concern, has no authorized distributors or small business providers who are able to provide this part.

8. Actions to Remove Barriers to Future Competition For the reasons set forth in Paragraph 4, NAVSUP FLC Puget Sound has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLC Puget Sound will assess whether competition for future requirements is feasible.

9. Any Other facts supporting the use of other than full and open competition.
