About this file

This is a Sole Source Justification and Approval document for a Navy ship repair contract.

The Ship Repair Facility and Japan Regional Maintenance Center in Yokosuka, Japan is requesting a firm fixed price sole source contract with Timken Gears & Services, Inc. to open, inspect, and repair a Main Reduction Gear (MRG) on a U.S. Naval Vessel. The contract is being awarded under simplified procedures for certain commercial items (FAR Subpart 13.5) and projected for January 2026 award using FY 2026 Operations and Maintenance, Navy funding. The requirement stems from a vibration issue discovered during prior contract N0040626PS017 (which addressed a noise issue in the MRG). The MRG has been secured from operation due to the vibration, leaving the ship with only one usable MRG and eliminating propulsion system redundancy. Repairs must begin in February to restore full operational capability and enable the ship to support national taskings in the 7th Fleet Area of Responsibility. The government estimates the daily cost of ship non-deployment to be substantial, with potential impacts to Navy capabilities in the Pacific.

The sole source justification is based on unusual and compelling urgency, as Timken possesses proprietary drawings, specifications, and intellectual property for the MRG design that it acquired from the Original Equipment designer General Electric. Market research confirmed that only Timken can provide the required overhaul services and direct replacement parts, as even slight variations in specifications could cause catastrophic damage to the MRG. No competition efforts will be undertaken. The contracting activity is Naval Supply Fleet Logistics Puget Sound (N00406), and the document includes certifications of technical accuracy, fair and reasonable pricing (determined through market research), and legal counsel approval.

2. Description of Action:

The Ship Repair Facility and Japan Regional Maintenance Center – Yokosuka, Japan (SRF) requests a firm fixed price contract with the Original Equipment Manufacturer (OEM) Timken Gears & Services, Inc. to open and inspect the MRG onboard a US Naval Vessel to determine the cause of a vibration and perform required repairs to be returned to fully operational status. The Government projects award in January 2026. Fiscal Year (FY) 2026 Operations and Maintenance, Navy funding is anticipated to be utilized for this requirement.

While the vibration issue was discovered during performance of N0040626PS017, it is not a follow-on contract as N0040626PS017was for technical representative support to assist SRF with MRG repairs to resolve a noise issue in the MRG. This requirement is for open and inspection of the MRG to identify the cause of a vibration and repairs needed to resolve the vibration.

3. Description of Supplies/Services:

The requirement is for the open and inspection of the MRG onboard a US Naval Vessel and to perform any required repairs to the MRG. The SRF requires the OEM to open and inspect the MRG to determine the cause of the vibration, so the necessary repairs can be identified and subsequently performed. b. Reason for Authority Cited:

On 1/7/2026 in performance of N0040626PS017 (awarded 12/4/25), to resolve a C4 CASREP issued on 11/13/2025 for a noise issue in NR1 MRG, OEM As a result, the MRG was secured from operation and the ship only has one usable MRG. Due to the vibration discovered during testing, the MRG has had to stay secured from operation. The ship now lacks redundancy in its propulsion system The open and inspect listed in section 3 urgently require OEM support to open and inspect the MRG in order to identify the cause of the vibration and accomplish subsequent repairs of the MRG which is critical to support the ship’s mission. Repairs on the MRG is required to be started February to correct and restore the propulsion system to full operation and for the ship to get underway to support national taskings.

If the required repair is not completed within the period of performance there will be adverse impacts to safety of the ship, personnel, and the ship’s schedule to get underway and support operational tasking in the 7th Fleet Area of Responsibility. The urgently needed OEM services are required to correct the MRG issue which supports a critical system required to safely operate the ship’s propulsion system. This system is an essential element to support warfare mission areas

. The cost to the government each day for the ship being ashore and not underway to support its warfare mission is approximately . This would additionally reduce the ability of the US Navy to respond to threats in the Pacific area of operations.

Timken has proprietary drawings and specifications to the Main Reduction Gear as they purchased the intellectual property for the design and specifications from the Original Equipment designer (General Electric (GE)) that are needed to provide the open and inspection of the MRG to determine the cause of the vibration due to the complexity of the work and their proprietary information. Additionally, parts may be required as a result of the open and inspection and the parts are required to be direct replacement parts in order to ensure they fit properly with the other parts of the MRG, even a slight variation in form, fit or specifications can cause catastrophic damage to the MRG.

5. Efforts to Obtain Competition:

In accordance with FAR 5.202(a)(2) this action will not be synopsized.

As the value of this Justification and Approval (J&A) exceeds the Simplified Acquisition Threshold, it will be posted in accordance with FAR 13.501(a)(iii) within 30 days of award of the requirement.

6. Actions to Increase Competition:

Due to Timken Gears & Services, Inc.’s possession of proprietary drawings and specifications no efforts will be taken at this time as market research indicates only Timken can meet the requirement.

7. Market Research:

The required mandatory sources in accordance with FAR Part 8 were screened on 1/20/2025 and are not provided by AbilityOne, GSA, nor UNICOR. The required services are available in the commercial marketplace. The demand for MRG repair is recurring and supporting businesses are available in the commercial marketplace. Currently there is only one provider for the overhaul for the MRG.

Additionally, the same and similar requirements have been solicited as commercial items and awarded as Firm Fixed Price contracts with standard commercial terms and conditions, such as N0040624C0006. The market research conducted indicates that only Timken is capable of providing the required MRG repairs, as they hold proprietary rights to technical data, process, specifications and material on the MRG.

8. Actions to Remove Barriers to Future Competition For the reasons set forth in Paragraph 4 and 6, NAVSUP FLCPS has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLCPS will assess whether competition for future requirements is feasible.

9. Any Other facts supporting the use of other than full and open competition.
