About this file

This is a Request for Information (RFI) issued by the Department of Homeland Security's Immigration and Customs Enforcement (ICE) for market research purposes regarding a web-based law enforcement investigative database subscription service. The RFI is not a commitment to issue a subsequent solicitation and does not constitute a request for quotes. The government is evaluating potential NAICS code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) and PSC DH10 (Platform as a Service: Database, Mainframe, Middleware), though final classifications will be determined after market research analysis. The service is intended to support ICE's criminal investigation mission, including counterterrorism and combating transnational criminal enterprises.

Responses must be submitted by email in PDF or MS Word format to Contract Specialist Shayla Kelley at shayla.n.kelley@ice.dhs.gov no later than October 26, 2026 at 3:30 p.m. CT. The RFI requires respondents to address seven questions regarding their capability to perform required services, relevant experience, adequacy of the draft Performance Work Statement, software performance monitoring capabilities, subcontracting requirements, lead time needed from award to performance, data security requirements for CIA and SCRM initiatives, and systems engineering methodology for cybersecurity integration. Submissions must not exceed ten pages inclusive of a cover letter containing company information, SAM registration status, UEI number, business size classification, existing government contract vehicles, and contracting and technical points of contact. All submissions become government property, respondents will not be reimbursed for response costs, and proprietary information should be clearly marked or excluded from submissions.

REQUEST FOR INFORMATION (RFI)

RFI No. ICERFI10222026

Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE)

Law Enforcement Investigative Database Subscription

BACKGROUND/PROGRAM DESCRIPTION

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), has a need for a web-based law enforcement investigative database subscription service to assist U.S. Immigration, Customs and Enforcement’s (ICE) mission of conducting criminal investigations that protect the United States against terrorists and criminal organizations that threaten public safety and national security. This capability also supports ICE efforts to combat transnational criminal enterprises that seek to exploit America’s legitimate trade, travel, and financial systems. Currently, the government is considering North American Industry Classification System (NAICS) number 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services and Product Service Code (PSC) – DH10 – Platform as a Service: Database, Mainframe, Middleware. A final NAICS and PSC determination will be made after the market research is analyzed.

PURPOSE OF REQUEST FOR INFORMATION

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The RFI is solely for market research, planning and information purposes. It shall not be construed as a commitment by the government to issue a subsequent solicitation (Broad Agency Announcement, Request for Proposal, etc.). Furthermore, the government is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the government will not reimburse any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued.

The agency does not intend to award a contract because of this RFI but rather gather capabilities and market information pertinent for acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for potential requirements and may lead to the development of a solicitation.

The information provided in this RFI is subject to change and is not binding on the government. All submissions become government property and will not be returned. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Unless advised or indicated on the responses to this RFI, all information furnished will be considered non-proprietary.

The government does not intend to provide a response to submissions for this RFI, but the government reserves the right to meet with respondents, either individually or as a group, regarding this RFI. These meetings may be scheduled at the government’s discretion but are not guaranteed.

This RFI is being issued to assist the DHS/ICE in understanding our industry partners’ capabilities to meet and deliver the requirements described below.

To request a copy of the draft Performance Work Statement, email the contract specialist, Shayla Kelley, at shayla.n.kelley@ice.dhs.gov. Please include your company’s SAM Unique Entity Identifier (UEI) in the request. Access will be granted after the UEI has been verified.
