About this file
This Request for Information (RFI) seeks market research from potential vendors for teleradiology digital imaging services for the ICE Health Service Corps (IHSC). The primary focus is on providing single view chest X-ray imaging to screen detainees for pulmonary tuberculosis across eleven IHSC facilities, with the ability to conduct radiographic imaging for other body parts as needed. The government is seeking vendors' capabilities, transition plans, technical expertise, and pricing information for a potential 12-month base contract with four 12-month option periods.
Key submission requirements include a capability statement, cost estimate, and responses to 19 specific questions covering topics such as industry metrics, transition processes, training methods, federal government experience, procurement vehicles, and technical capabilities. Responses must be submitted in Word or PDF format via email to Genna Braden and Caden Haney by November 10, 2025, at 12:00 pm ET, limited to 10 pages inclusive of a cover letter. The RFI emphasizes that this is a market research tool and does not guarantee a future solicitation, with all submission costs borne by the interested parties.

REQUEST FOR INFORMATION (RFI)
IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE)
ICE HEALTH SERVICE CORPS (IHSC)
TELERADIOLOGY SERVICES
PURPOSE OF REQUEST FOR INFORMATION
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The U.S. Immigration and Customs Enforcement (ICE) Enforcement is conducting market research for teleradiology digital imaging services. See draft Statement of Work (SOW) and below for more details. As part of its market research, ICE is issuing this RFI to determine the estimated number of interested vendors capable of providing the requirements listed below. The government may use the responses to this RFI for information and planning purposes.
BACKGROUND
The ICE Health Service Corps (IHSC) provides and arranges for health care services for undocumented immigrants detained by ICE. As ICE’s medical authority for detainee health care, IHSC provides health care delivery and oversight to individuals in ICE custody that may be housed in Service Processing Centers (SPC), Contract Detention Facilities (CDF) and Staging Facilities located throughout the country. Eighteen (18) IHSC facilities are staffed with Public Health Service Commissioned Officers, Federal employees and contractors.
These facilities are directly under the supervision of IHSC. Eleven (11) of the IHSC facilities require teleradiology services under this requirement.
Provision of health care to this population is critical to the law enforcement mission of ICE.
Of utmost importance is the rapid detection and treatment of communicable diseases, including pulmonary tuberculosis (TB), to prevent cases of these diseases from being transmitted to staff, other detainees or be released to the citizens of the United States. It is also an essential provision for providing a safe and humane environment for the detained aliens.
2 | P a g e
The majority of teleradiology images will be single view chest X-ray images to screen detainees for pulmonary TB; however, plain radiographic imaging of any body part will be utilized as needed in the management of illness and injury.
