About this file

This is a Request for Information (RFI) issued by U.S. Immigration and Customs Enforcement (ICE) Office of Professional Responsibility (OPR) seeking market research on Credit Reporting capabilities for small businesses. The RFI is scheduled for 15 April 2025 and aims to identify potential small business vendors capable of providing Tri-Bureau Credit Report solutions with integration capabilities for Experian, Equifax, and TransUnion, along with Public Records and Consent Based Social Security Verification (CBSV).

Interested vendors must submit a 3-page maximum response by Tuesday, 22 April 2025 at 5pm ET to Kelsey.D.Nelson@ice.dhs.gov. The RFI asks vendors to demonstrate experience with credit reporting solutions, describe their technical capabilities, explain data protection methods, confirm GSA Schedule listings, and specify small business classification (e.g., WOSB, SDVOSB, 8(a), HUBZone). This RFI is solely for market research and does not guarantee a future solicitation, though non-response could potentially impact procurement decisions for future opportunities.

REQUEST FOR INFORMATION (RFI)

Immigration and Customs Enforcement (ICE) Office of Professional Responsibility (OPR) Credit Reporting

15 April 2025

A. BACKGROUND/PROGRAM DESCRIPTION

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Professional Responsibility (OPR), has a requirement for Credit Reporting.

B. PURPOSE OF REQUEST FOR INFORMATION

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research, planning and information purposes only and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Request for Quote (RFQ), etc.). This RFI does not commit the Government to contract for any supply or service. ICE is not seeking quotes at this time. Further, ICE will not accept unsolicited quotes in response to this RFI. Participants in this market research are advised that the Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Responses to this RFI will be used to identify potential sources, vehicles and set asides for specific small business classifications. Therefore, while not responding to this RFI does not directly preclude a vendor from participating in a future solicitation, not responding to this RFI could impact procurement decisions that affect a vendor’s ability to participate in future solicitation(s) as a prime.

The purpose of this Request for Information (RFI) is to assess the capabilities of small businesses that possess the necessary knowledge, skills, and expertise to fulfill the requirements detailed in the attached Statement of Work (SOW). Specifically, this RFI seeks to identify small business entities that can effectively provide Credit Reporting.
