About this file
This document is a Sole Source Justification and Approval form for a naval contract. The U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) in Sasebo is requesting urgent technical representative services from Fairbanks Morse Defense (FMD) to repair and overhaul tie rod ends and bearings of the #3 and #5 Ship Service Diesel Generators (SSDGs) aboard a U.S. LHA Class Naval Vessel. The contract will be a firm fixed-price supply type, sole source award, with the government projecting an award date of August 27th, 2025, using fiscal year 2025 Operations and Maintenance, Navy funds.
Market research confirmed FMD is the only company capable of meeting the government's needs, as they are the Original Equipment Manufacturer (OEM) with proprietary information about the diesel generators. The repairs are critical to maintaining mission readiness, as the naval vessel currently has two inoperable diesel generators. No other contractors will be solicited, and NAVSUP Puget Sound has no immediate plans to compete future contracts for this type of requirement, though they will assess competition if another potential source emerges.
