About this file

This document is a Request for Information (RFI) for Cloud Hosting services issued by the Federal Emergency Management Agency (FEMA). The RFI seeks a Blanket Purchase Agreement (BPA) for reseller services to access multiple FedRAMP certified Cloud Service Providers (CSPs), specifically targeting Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) solutions. The scope is administrative in nature, focusing on providing access and payment mechanisms for on-demand cloud services to support FEMA's Continuous Integration/Continuous Deployment (CI/CD) DevOps IT systems development model.

The RFI explicitly excludes development, migration, and managed service provider services from the procurement. The BPA will enable FEMA to access new CSPs as they become FedRAMP certified, with the reseller providing administrative support during service outages or issues. The procurement is designed to create a flexible mechanism for FEMA to consume cloud services through a centralized, pre-approved purchasing vehicle that can adapt to emerging cloud technology certifications and offerings.
