About this file
This Limited Source Justification (J&A Number: 25-230-0009) documents a single-source procurement of Splunk Enterprise Operational Intelligence software for the Naval Postgraduate School (NPS). The procurement is for a one-year contract valued under the Department of Defense Enterprise Software Initiative (ESI) Blanket Purchase Agreement N66001-20-A-0022, with an estimated contract value from 02/20/2020 through 07/14/2029. The specific requirement is for five Splunk Enterprise Term Licenses with Standard Success Plan (100GB/day), one Splunk Enterprise Security Term License, and one Splunk Enterprise for DNS & NetFlow Data Term License.
The justification emphasizes that Splunk is the only solution capable of meeting NPS's cybersecurity operations center requirements, including Security Incident and Event Management (SIEM) tool needs, data collection, and analytics capabilities. Market research confirmed no alternative vendors can provide a compatible system with minimal modifications. The procurement will be competed among seven vendors holding the DoD ESI BPA, with future requirements to be evaluated for potential competitive alternatives as information technology evolves. The technical requirements are highly specialized, requiring proprietary software with unique capabilities for collecting, indexing, and analyzing complex data from various sources.

6. Determination of Fair and Reasonable Cost
The Contracting Officer will determine that costs are fair and reasonable prior to making contract award by:
Adequate price competition Historical pricing Comparison with competitive published price lists Comparison of prices with independent government estimates
7. Market Research
Market research was conducted in accordance with FAR 10.002 Procedures. Market Research included review of historical acquisition strategy, commerciality determination, information gathering on current market capability and vendor products, extent of resellers, efforts to maximize offers, and category management solution review. Currently, this requirement is being filled under contract N00244-24-F-0480, as a Firm Fixed Price (FFP), for a one-year duration ending on September 24, 2025. The contract was competed between the six (6) authorized resellers under DoD ESI BPA N66001-20-A-0022. Since the award of this contract, Iron Bow was added to the agreement in January 2025.
Further Market Research indicates the requirement is a commercial service on the marketplace, and meets the FAR 2.101 Definitions for Commercial Items. Neither of the federal governments mandatory sources of AbilityOne or UNICOR provide for the Splunk requirement. Splunk software is sold on the non-mandatory source Government-Wide Acquisition Contract (GWAC), Indefinite Delivery, Indefinite Quantity (IDIQ) under National Aeronautics & Space Administration (NASA) Solutions Enterprise-Wide Procurement (SEWP). There are several authorized dealers that can satisfy the request in NASA SEWP.
However, the requirement for Splunk Software is also available under DoD ESI under Blanket Purchase Agreement N66001-20-A-0022. The ESI BPA is a mandatory source for all DoD commands in accordance with DFARS 208.7402(a) which states Departments and agencies shall fulfill requirements for commercial software and commercial software services, such as software maintenance, in accordance with the DoD Enterprise Software Initiative (ESI) (see https://www.esi.mil). ESI promotes the use of enterprise software agreements (ESAs) with contractors that allow DoD to obtain favorable terms and pricing for commercial software and commercial software services. Currently, DoD ESI Blanket Purchase Agreement N66001-20- A-0022 contains seven (7) vendors Carahsoft Technology Corporation, ClearShark LLC, August Schell, Blackwood, Iron Bow, Worldwide Technology (WWT) and Red River Technology LLC. As a result of being available under the mandatory Department of Defense regulations agreement, the software will be solicited on DoD ESI under Blanket Purchase Agreement N66001-20-A-0022.
Additional efforts were made to obtain as many offers as practical began with a review of the agencys requirements since the requirement statement included several aspects that limited competition. After review, the needs were unable to be restated or removed from the requirement due to the existing government needs.
The Technical POCs at Naval Postgraduate School, who have extensive historical expertise in this area for technologies and familiarly with market capabilities within the software industry, determined the requirement to be a specialized item with proprietary rights that make the supplies and services available from only one source. Currently, no other provider meets all of the necessary areas for the requirement. Lack of experience with these technologies prevents vendors from being able to readily provide a compatible system that needs only minor modifications. Further, all additional platforms were found to require significant alterations to meet the requirement necessary for supporting NPSs Information Technology and Communication Services.
8. Actions to Remove Barriers to Future Competition
This requirement will be competed among seven (7) vendors holding DoD ESI BPA N66001-20-A-0022.
All future requirements will be evaluated to determine whether an alternate brand can be used. As information technology evolves, alternative companies may become available for future acquisitions. If another compatible source emerges, the requiring activity may assess whether full and open competition for future requirements is feasible.
