About this file
This is a Memorandum to the File justifying the use of other than full and open competition for a simplified acquisition under unusual and compelling urgency. The USS MARYLAND, currently located at NSB Kings Bay, GA, requires an urgent service to remove approximately 40,000 gallons of waste diesel fuel from its Normal Fuel Oil (NFO) tank, which was recently discovered to be contaminated with seawater. The ship has a maintenance window scheduled for August 25-29, 2025, and any delays could be detrimental to the Navy's mission and national security.
The government estimates the cost of this service at $25,000 and intends to issue a firm fixed-price contract to Atlantic Marine Cleaning, LLC (AMC), the preferred vendor. The Contracting Officer conducted market research on Sam.gov and GSA eBuy on July 23, 2025, and after both notices closed on July 28, 2025, no other vendors expressed interest. The urgency is based on preventing schedule delays that could cost the Navy millions of dollars in contractor work delays, with the specific requirement being to defuel and offload the contaminated diesel fuel before the ship's scheduled sandblasting in September 2025.
