About this file
This is an Exception to Fair Opportunity (J&A or Justification and Approval) document filed by the Center for EOD and Diving for a sole-source contract award.
The contracting activity involves NAVSUP FLCI awarding a contract on a sole-source basis to Lenel (via Allied Universal Techcorp) for maintenance and service of the Naval School Explosives Ordnance Disposal (NAVSCOLDEOD) Lenel Controlled Access Security Systems. The systems include CAC-enabled vehicle gates, CAC-enabled doors, CCTV monitoring systems, and building intercom systems integrated across three NAVSCOLDEOD training sites (Eglin Main, D-51, and C-87). The contract spans four years: Base Year (October 26–September 27, FY26), Option Year 1 (October 27–September 28, FY27), Option Year 2 (October 28–September 29, FY28), Option Year 3 (October 29–September 30, FY29), and Option Year 4 (October 30–September 31, FY30). The required delivery/performance period runs from October 1, 2026 through September 30, 2027.
The justification for sole-source award is based on restrictive rights held by Lenel, as the original equipment manufacturer and authorized distributor. Although other Value-Added Resellers (VARs) exist, they lack technical support and cannot provide timely follow-on warranty and repair services. The contracting officer determined that only Lenel has the capability to meet the Government's needs. The document includes technical and requirements certifications dated September 9, 2026, contracting officer certification dated September 10, 2026, and Level Above certification also dated September 10, 2026.
