About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for U.S. Immigration and Customs Enforcement (ICE). The Office of Acquisition Management is seeking to procure a digital collection system from JSI Telecom, Inc. for the HSI Cyber and Operational Technology Division, Technical Operations Unit through a sole-source contract. The total contract value is $24,930,140.00, with a base period of 12 months and four additional 12-month option years, plus a 6-month FAR 52.217-8 extension.
Market research conducted between January and November 2024 determined JSI Telecom is the only vendor capable of meeting the agency's specific operational, legal, and security requirements. The company is a small business that exclusively provides its software products and related services directly through its headquarters in Chantilly, Virginia, without agents, dealers, or distributors. A notice of intent to sole source was posted on Sam.gov in December 2024, with no responses received. The contract will include option periods, and OAQ will continue monitoring the marketplace to assess potential future competition.
