About this file
This is a Contracting Officer File Documentation for a single-source procurement justification.
The U.S. Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS) proposes to award a non-competitive order to Quadient, Inc. (478 Wheelers Farms Road, Milford, Connecticut 06461-9139) for DS700iQ add-on hardware, Dynamic Envelope Printer (DEP) integration systems, proprietary software, and OEM-certified maintenance and technical support services. The procurement will be executed under Quadient's GSA Multiple Award Schedule (MAS) contract 47QSMA20D08QV. The specific deliverables include two DS700iQ Add-On Systems for existing inserter environments, two IX-9 Mail Systems integrated into the DS700iQ production line, two Dynamic Envelope Printer systems for inline recipient address printing and envelope personalization, associated software and firmware, system integration services, preventive and corrective maintenance services, and OEM technical support and lifecycle sustainment services. The total estimated contract value is $335,619.76 with a 22-month period of performance consisting of a 10-month base period (August 6, 2026 through June 5, 2027) and one optional 12-month extension period (June 6, 2027 through June 5, 2028).
The justification for single-source award is based on FAR 6.103-1, citing that only Quadient maintains exclusive ownership and control over the proprietary DS700iQ system architecture, DEP integration technology, inserter communication protocols, firmware, diagnostic utilities, and OEM-certified replacement components. The Government's market research confirmed that use of non-OEM equipment or unsupported integration services would introduce substantial operational and technical risk to mission-essential mail production and document handling operations at USCIS Western Forms Center and Eastern Forms Center. The requirement supports existing naturalization pack inserter machines previously awarded to Quadient under USCIS competitively-awarded contract 70SBUR23F00000136. The Contracting Officer will apply proposal analysis techniques under FAR 15.404-1 to establish fair and reasonable pricing. The Government anticipates that competition barriers will be removed during future recompetition of contract 70SBUR23F00000136, when the DEP add-ons will be absorbed into the overall requirement.

Simplified Acquisition Threshold, DS700iQ add-on hardware and Dynamic Envelope Printer (DEP)
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to award an order, on behalf of Office of Intake and Document Production (OIDP), Document Management Division (DMD), pursuant to FAR 12.102 (a), Restricting Competition1
2. Nature and/or description of the action.
USCIS intends to procure, on a brand-name basis, DS700iQ add-on hardware, Dynamic Envelope Printer (DEP) integration systems, proprietary software, and original equipment manufacturer (OEM) certified maintenance and technical support services manufactured and supported by Quadient. The acquisition includes: Two (2) DS700iQ Add-On Systems for existing inserter environments; Two (2) IX-9 Mail Systems integrated into the DS700iQ production line; Two (2) Dynamic Envelope Printer (DEP) systems for inline recipient address printing and envelope personalization; Associated software, firmware, and system integration services; Preventive and corrective maintenance services; and OEM technical support and lifecycle sustainment services.
If approved, this order shall be awarded to the contractor below under their GSA MAS
47QSMA20D08QV.
Quadient, Inc.
478 WHEELERS FARMS RD
MILFORD, CT 06461-9139
3. Description of Supplies/Services.
The Office of Intake and Document Production (OIDP), Document Management Division (DMD), operates high-volume document and mail production systems supporting USCIS intake, printing, document handling, and outbound mail operations Western Forms Center and Eastern Forms Center.
The existing production environment for the naturalization pack inserter machines, awarded to Quadient, Inc. under USCIS contract 70SBUR23F00000136, utilizes Quadient DS700iQ folder/inserter systems integrated with proprietary mail integrity controls, inserter management software, and inline mail processing components. USCIS requires additional OEM-certified

hardware, DEP integration capabilities, software support, and maintenance services to ensure continued operational efficiency, compatibility, and production continuity.
The total estimated amount of the proposed action is: $335,619.76.
The total Period of Performance (PoP) for this requirement is 22 months, with a 10-month base period of 08/06/2026 – 06/05/2027 and one 12-month optional period of performance of 06/06/2027 – 06/05/2028.
4. Supporting rationale.
The specific authority for providing for brand name awards under multiple award contracts is FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
This requirement will support the naturalization pack inserter machines awarded to Quadient, Inc.
under USCIS competitively-awarded contract 70SBUR23F00000136, which supports mission-essential USCIS mail production and document handling operations at Western Forms Center and Eastern Forms Center. Research that the program conducted included review of vendor capability statements, OEM information, commercially available maintenance support options, GSA contract vehicles, and outreach to potential third-party service providers. The Government also reviewed existing contract history and industry practices associated with DEP equipment maintenance and support services. Market research confirmed that Quadient, Inc. maintains exclusive ownership and control over the proprietary DS700iQ system architecture, DEP integration technology, inserter communication protocols, firmware, diagnostic utilities, and OEM-certified replacement components. Use of non-OEM equipment or unsupported integration services would introduce substantial operational and technical risk, including loss of compatibility, operational downtime, processing errors, and inability to obtain certified firmware updates or OEM technical support.
Therefore, no other vendor could provide this item in a way that supports all the operational and technical needs of the program.
Contracting Officer will utilize one or more of the available proposal analysis techniques as required in FAR 15.404-1 to determine the price as fair and reasonable.
Barriers to competition will be removed when the program recompetes the effort under 70SBUR23F00000136, as the DEP add-ons will be absorbed into the requirement overall. The program expects competition in the future for eventual recompete that would replace the existing requirement at the end of the aforementioned USCIS contract. The program continues to conduct market research and meets with vendors in the industry to stay abreast of the latest technologies and capabilities.
