The period of performance includes a base year (4/1/25-3/31/26) and four one-year options through 3/31/30. CBP will provide all training equipment including Safety Officer, ammunition, firearms, targets, and safety equipment.

STATEMENT OF WORK (SOW)
FOR FIREARMS FACILITY SERVICES
U.S. Customs and Border Protection (CBP)
United States Border Patrol (USBP)
EL CENTRO SECTOR (ELC) HEADQUARTERS
1. BACKGROUND:
U.S. Department of Homeland Security / Customs and Border Protection / United States Border Patrol, El Centro Sector, requires the use of an outdoor range for firearms quarterly qualifications for approximately one-thousand-two-hundred-four (1,204) Agents. It is mandatory that all CBP officers authorized and permitted to carry firearms participate in annual low-light qualification and familiarization shooting. Currently the CBP El Centro Sector Border Patrol does not have a Government owned firearms facility and must contract with private firearms facilities in order to fulfill firearms training requirements.
Quarterly qualifications are conducted the following quarters:
Quarter 1: January 1 – March 31 Quarter 2: April 1 – June 30 Quarter 3: July 1 – September 30 Quarter 4: October 1 – December 31
2. SCOPE:
The purpose of this procurement is to secure a commercial firing range facility that will effectively support the U.S.
Customs and Border Protection (USCBP) firearms training and recertification program.
3. SPECIFIC TASKS:
The Contractor shall take all actions necessary to provide an outdoor firing range meeting the following requirements:
a. Location: The outdoor firing range must be within no more than twenty (20) miles driving distance (using measurements from Google Maps) from the following address: 211 W. Aten Road, Imperial, CA 92251.
b. Days/Times of Operation: outdoor firing range shall be available for CBP use to perform quarterly firearms qualifications, Monday through Friday, during the hours of 6:00 a.m. to 4:00 p.m. During Quarter 3, July 1
– September 30, operational times required is 4:00 a.m. to 4:00 p.m.
c. Firing Range must accommodate up to thirty (30) Agents each training session, with thirty (30) Agents shooting at a time in the tactical shooting range.
d. Contractor must notify Government point of contact when training days and/or classroom during period of performance are unavailable.
e. Firing Range must allow the discharge of 9mm, utilizing either full metal jacket hollow points or round nose bullets. Firing range must also allow the discharge of .223 Remington (no armor piercing rounds) from M4 rifles and 12-gauge rifled slugs from a shotgun.
4. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:
The El Centro Defensive Tactics & Firearms Unit will supply all necessary equipment and supplies as required for training. This includes, but is not limited to: Safety Officer, ammunition, firearms, first aid and safety equipment, targets and targets backing, and removal of all expended and used brass (shells) and trash.
5. PLACE OF PERFORMANCE:
The place of performance shall be at the Contractor’s outdoor firing range facility.
6. PERIOD OF PERFORMANCE:
The period of performance of this contract shall be for a term of one base-year with four (4) separate follow-on one-year option years (OYs) as follows:
Base-Year: 4.1.25 - 3.31.26
OY 1: 4.1.26 - 3.31.27
OY 2: 4.1.27 - 3.31.28
OY 3: 4.1.28 - 3.31.29
OY 4: 4.1.29 - 3.31.30
Exercising of option periods is at the sole discretion of the Government based on continuing need and requirements.
7. SPECIAL CONSIDERATIONS:
7.1 Changes to the SOW
No changes to the SOW or cost increases shall be incurred without prior written approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
7.2 Travel
No travel is required by the Contractor in support of this requirement.
