About this file
This is an Exception to Fair Opportunity document justifying the use of other than full and open competition for a federal procurement.
The South East Regional Maintenance Center (SERMC) under the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Jacksonville is procuring Blast Shield Mate maintenance parts for the USS MASON (DDG-87) in support of the ship's Maintenance Availability SSP. SERM-505-27. The required items consist of five Blast Shield components with the following quantities: 1.00 EA Blast Shield Upper (P/N J50302082-3), 1.00 EA Blast Shield Lower (P/N J50302082-2), 1.00 EA Blast Shield LH (P/N J50302074-4), 4.00 EA Blast Shield Curved (P/N J50302087-1), and 1.00 EA Blast Shield RH (P/N J50302074-3). The required delivery date is 28 February 2027. The estimated dollar value is listed as 0.00, and the procurement number is 1301380485.
The justification for other than full and open competition is based on 41 U.S.C. 1901 as implemented by FAR 13.501(a) Sole Source. The document identifies that there is only one responsible source for these items. The source possesses exclusive licensing agreements with the Original Equipment Manufacturer (OEM), as the item is only available from the OEM or authorized distributor. Reference is made to IAW Technical Manual SW323-AJ-MMA-010 and a letter dated 08 June 2026 from Jered LLC identifying Unidynamics as the sole source manufacturer. The documentation confirms there are no restrictive rights issues, no brand name conflicts, and no unusual and compelling urgency considerations.
