Department of Homeland Security U.S. Customs and Border Protection
Statement of Work Storage Units/Storage Space
1. BACKGROUND
As a component of Department of Homeland Security (DHS), U.S. Customs and Border Protection (USCBP) is responsible for protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from entering the United States, while facilitating the flow of legitimate trade and travel.
CBP is also responsible for apprehending individuals attempting to enter the U.S. illegally; stemming the flow of drugs and other contraband; protecting our agricultural and economic interests from harmful pests and diseases; protecting American business from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.
The USBP, Rio Grande Valley (RGV) Sector has a requirement for commercial storage units/storage space. The RGV Acquisitions department requires the storage space in order to manage the daily processing of incoming/outgoing government supplies, equipment and materials. RGV Sector has outgrown its current fixed square footage (SF) of storage space and must lease commercial space in order to provide security and protection of government assets.
2. SCOPE OF WORK
The storage units/space shall be located within the Mission/McAllen/Edinburg, TX for quick access by the RGV Supply department. Units should be of metal and concrete construction and free of all hazardous building material such as asbestos, mold, lead, radioactive or nuclear materials and any other material that may be harmful or hazardous to humans if inhaled or absorbed from exposure.
2.1 Period of Performance
Base Year contract with Four Option Years.
- BASE Year: 09/29/2025 TO 09/28/2026
- Option Year 01: 09/29/2026 TO 09/28/2027
- Option Year 02: 09/29/2027 TO 09/28/2028
- Option Year 03: 09/29/2028 TO 09/28/2029
- Option Year 04: 09/29/2029 TO 09/28/2030

2.3 Specific Requirements
The Contractor shall provide storage space that:
- Minimum 5,500 to Maximum 6,000 SF
- Concrete floors capable of sustaining a 5,000-lb. storage forklift
- Ceiling height of storage will be a minimum of 16 feet from the lowest point
- Electrical lighting throughout
- One manual or electric overhead door with a minimum height of 10 feet by 14-ft.
wide is required along with another single door entrance
- Accessibility to storage units / storage should accommodate loading and unloading of semi-truck and trailer either utilizing existing loading dock with dock plates or ramp to drive forklift into the storage
