STATEMENT OF WORK
U.S. Customs and Border Protection
Office of Field Operations, San Diego Field Office Calexico Indoor Firing Range

1. BACKGROUND:
To ensure the safety and security of law enforcement officers while conducting mission critical operations, U.S. Customs and Border Protection (CBP) mandates all weapon carrying officers to train and qualify with government issued firearms. CBP’s use of force policy requires law enforcement officers to train on a quarterly basis. There are approximately 600 law enforcement officers assigned to the Area Port of Calexico that require an indoor firing range to perform firearms qualifications and training. The Calexico Port of Entry is located approximately 140 miles from the firearms training facility utilized by San Diego Field Office.
2. SCOPE:
The purpose of this procurement is to procure a commercial space that can accommodate training and firearms qualification in a regulatory compliant, safe, and fully functional facility. The facility must be within a 30-mile radius of the following address.

The contractor shall provide all labor, materials, supervision, facilities, equipment, utilities, and personnel necessary to satisfy the requirements.
3. APPLICABLE DOCUMENTS:
Contractor shall comply with all required Federal, State and Local Laws, licenses, and regulations. It is the responsibility of the contractor to comply with all applicable laws and licensing requirements
4. SPECIFIC REQUIREMENTS:
4.1 FIRING RANGE OPERATIONS
The contractor shall provide a firing range that meets or exceeds the requirements below:
• Close the range to all other users when CBP officers/agents are using the range or offer a private room with shooting lanes for CBP use only.
• The range must be open for CBP use from 6 AM to 2 PM, Monday through Friday
• Accommodate approximately eight (8) CBP officers for qualifications.
• Possess a minimum of eight (8) firing points.
• Lighting controls on the range that allow for multiple levels of lighting ranging from complete darkness to high intensity daylight.
• Allow shooting from a minimum of twenty-five 25 yards from target.
• Accommodate the following ammunition calibers: 9mm, .40 caliber, 12 gauge shotgun rounds
(buckshot, birdshot, and slug), and 223 rounds.
• Allow both standard lead and frangible ammunition.
• Shooting lanes must accommodate dynamic shooter movements within the booths (i.e.; allow

• Allow shooters to draw their weapons from the holster and rapidly fire.
• Range must have target frames with an automatic target facing system.
• The targeting system must be computer-controlled, consisting of stationery, turning, and moving targets. Additionally, the system must have both a primary master control station and remote-control locations.
• The targeting systems shall be periodically inspected, serviced, and replaced to ensure the systems remain functional. The contractor will fix/repair any malfunctions reported by CBP within 24-72 hours.
• Must include a range officer/training instructor control booth.
• Shooting lanes must be clearly marked with numbers to identify both the firing positions and the corresponding targets.
• Tables suitable for weapons cleaning.
• Equipped with a speaker system and microphone.
4.2 CLASSROOM FACILITY
The Contractor shall provide a classroom facility for the sole use of CBP officers/agents Monday – Friday from 6AM – 2 PM. The contractor must close the classroom to the general public when CBP is utilizing the classroom. The classroom must possess the following:
- Television compatible with a laptop
- WI-FI
4.3 HEALTH AND SAFETY
The contractor shall meet or exceed the requirements of all federal, state and local laws regarding safety, health, noise, and air quality. In addition, the contractor shall comply with the following requirements:
• Contractor shall always maintain a safe and clean environment and follow OSHA health and safety standards. Any noncompliance issues reported affecting the health and/or safety of CBP officers/agents shall be corrected immediately.
• The range must possess a ventilation system that meets all existing OSHA standards to adequately remove airborne lead particles from the range.
• Air filters shall be changed periodically according to the air filters manufacturers specifications.
• Every 3 months the ventilation system must be inspected and serviced to ensure lead levels do not pose a health and/or safety risk to CBP officers/agents. If lead levels are above the recommended OSHA standards, the contractor shall fix/repair immediately.
• The range must have separate restroom facilities for men and women.
• Facility must provide access to potable drinking water outside of the firing range area.
• Range must have access to local Emergency Medical Services (EMS).
• Inside building temperature (range, classroom, and cleaning station room) during summer months shall be kept between 65 - 75 degrees.
• All surfaces within the facility, including restrooms, shall be maintained free of all lead contamination.
• The use of compressed air for the purpose of cleaning surfaces shall be prohibited.
• A container must be provided for the disposal of spent ammunition. Disposal of spent ammunition must be compliant with all federal, state and local laws.
4.4 ADMINISTRATIVE
Contractor shall provide the following:

• Parking spaces for three (3) vehicles.
• Access for CBP inspections to be conducted of the facility conditions. Inspections, done quarterly, will occur during normal business hours without prior notification. Any safety and/or health violations will be brought to the attention of the Contractor and the Contracting Officer Representative (COR) immediately.
• The contractor shall provide the Contracting Officer’s Representative (COR) with a copy of all county, OSHA, and lead level inspection reports as soon as practical.
4.5 POC/COR Designation and Inspections:
A COR will be appointed to monitor contractor performance and coordinate technical and administrative matters with the Contracting Officer (CO). The COR may conduct reviews and inspections at unannounced times. The COR will conduct a and will provide a report to the CO after each review. The COR will be identified in the contract.
5. DELIVERABLES AND DELIVERY SCHEDULE:
On an annual basis, the contractor shall provide an Airborne Lead Inspection Report. The report shall be provided to the COR within three (3) days after receiving the report.
6. GOVERNMENT FURNISED EQUIPMENT AND INFORMATION:
Contractor must provide a secure temporary storage area for CBP to store qualification-related equipment. No Contractor property or other private patron/customer property may be intermixed with Government property while it is in use or in temporary storage at the facility during qualifications.
Government property will always be kept separate from private property.
7. PLACE OF PERFORMANCE:
The range facility shall be located within the United States and shall be within thirty (30) miles of the duty station. The duty station is located at 1699 E. Carr Rd., Calexico, CA 92231.
8. PERIOD OF PERFORMANCE:
Base Year: March 15, 2026 – March 14, 2027 Option Year 1: March 15, 2027 – March 14, 2028 Option Year 2: March 15, 2028 – March 14, 2029 Option Year 3: March 15, 2029 – March 14, 2030 Option Year 4: March 15, 2030 – March 14, 2031
The contractor shall notify CBP of any pricing changes prior to option years being exercised.
9. SPECIAL CONSIDERATIONS
9.1 Changes to the SOW: No changes to this SOW or cost will be incurred without prior approval of the Contracting Officer (CO) and coordinated by the Contracting Officer’s Representative (COR). The CO is the only individual with the authority to amend this contract. Any changes or cost increases will not take effect until the CO executes a written modification.
Only the CO has the authority to represent the Government in cases where the task order requires a

9.2 Travel: Travel is not required to support the tasks identified in the SOW.
