About this file
This is a Statement of Work (SOW) for the Homeland Security Investigations (HSI) International Task-Force Agent Training (ITAT) program under the U.S. Department of Homeland Security. The contract requires a contractor to provide a suitable, safe, and effective training facility located in Perry, Georgia to host the three-week ITAT course for up to thirty-six (36) Transnational Criminal Investigative Units (TCIU) members per course, with the capability to execute up to eight (8) courses annually during the one-year base contract period plus four (4) one-year renewal options.
The facility must accommodate comprehensive law enforcement training including classroom instruction, practical exercises, and eight continuous case scenario phases that simulate real-world criminal investigations. Key deliverables include providing English and Spanish-speaking bilingual role players, off-center hotel lodging with three meals daily, bus and van transportation (including airport pickup/drop-off), consecutive interpreters and transcription services for multiple languages (Arabic, Thai, Romanian, Malay, Creole, Portuguese, etc.), and support for tactical operations such as surveillance, vehicle stops, building entries, undercover operations, mock trials, and evidence processing. The contractor must secure all necessary Government-furnished equipment including tactical law enforcement equipment, surveillance systems, uniforms, laptops, printers, and training supplies in a designated secure storage facility. Additional requirements include appointing a Corporate Security Officer, maintaining IT security compliance with DHS policies, submitting quarterly employee reports, obtaining background investigation clearances for all personnel with sensitive information access, and ensuring all contractor staff are U.S. citizens or Legal Permanent Residents. No contractor travel reimbursement is provided, and all training materials, products, and data generated become Government property.
