Summary: Statement of Work - Security System Installation, Calexico Border Patrol Station
This Statement of Work (SOW) issued by the U.S. Department of Homeland Security, Customs and Border Protection, describes a design-build security system installation project at the Calexico Border Patrol Station located at 536 Barbara Worth Road, Calexico, CA 92231. The contractor must design, replace, and install a complete HSPD-12 and FIPS 201 compliant security system for exterior entrance points, specifically exterior security gates. The system must incorporate cryptographic smart cards (PIV cards), secure database management, and tamper-resistant hardware to control physical access to facilities and logical access to IT networks, aligning with FICAM standards. Key equipment specifications include the C305430 High Security t11 Multitech Reader Black, Door License (2A8943), Gooseneck Stand Tandem Adapter (GSTA2), network cable (OSP4P24L6BLK-PN), cable tray (TRAY2C14), plus associated labor, trenching, conduit installation, and asphalt/concrete saw cutting. Personnel performing design, selection of control modules, video recorder, and headend equipment must be certified by the product manufacturer.
The contractor is responsible for all labor, supervision, tools, materials, parts, equipment, transportation, licenses, permits, certifications, and project management. The performance period is 90 calendar days from the Notice to Proceed. All work must comply with the CBP Security Policy and Procedures Handbook (CBP HB 1400-02B, dated August 13, 2009), current NFPA 70 and National Electrical Code standards, and all Federal, State, and Local laws. The contractor must provide a 1-year parts and labor warranty with service response within 4 hours for emergency calls and 24 hours for routine calls. Certified final drawings and schematics in PDF format must be delivered prior to government acceptance. All contractor and subcontractor personnel require a limited DHS background investigation clearance, with personnel information submitted one week prior to facility access. The work is classified as sensitive but unclassified (SBU).

CUSTOMS AND BORDER PROTECTION
STATEMENT OF WORK
Security System Installation- Calexico Border Patrol Station
1.0 Background
The approval and procurement of this Gallagher Security System would greatly assist in the security of the Calexico Station and its agent cadre. Due to recent events targeting law enforcement facilities, the station is vulnerable due to relying on archaic “punch” code system.
The Calexico Station requires proxy card access into and out of facilities for access control and safety. The intent of this SOW is the planning and installation of a new Gallagher Security System and its associated infrastructure.
2.0 Scope
The Contractor shall provide all labor, supervision, tools, materials, parts, equipment, transportation, licenses, permits, certifications and management necessary to carry out and complete, in every detail, the work included in this SOW.
The following is a summary of the tasks to be performed under this Statement of Work (SOW).
2.1 Design, replace and install a complete security system for the Calexico Station exterior entrance points. (exterior security gates)
The designed and installed security system shall be U. S. Customs and Border Protection (CBP) Homeland Security Presidential Directive 12 (HSPD 12) and Federal Information Processing Standards (FIPS 201) compliant and shall include no less than electronic access control. An HSPD-12 and FIPS 201 compliant security system (which aligns with FICAM standards) requires the integration of cryptographic smart cards (PIV cards), secure database management, and tamper-resistant hardware to strictly manage both physical access to facilities and logical access to IT networks.
3. CONTRACTOR REQUIREMENTS
3.1. Commercial standards shall be used wherever practicable.
3.2. Unless otherwise specified, all items to be delivered under this contract shall be preserved and packaged in accordance with normal commercial practices to meet the packing requirements of the carrier and ensure safe delivery at destination. Preservation, packaging and packing shall provide adequate protection against physical damage.
3.3. Contractor shall comply with all required Federal, State and Local laws, licenses and regulations. It is the responsibility of the contractor to be in compliance and current with all applicable laws and licensing requirements.
