United States Coast Guard (USCG) Museum Design and Production Project TASK 004 Final: CLIN 7 (new work) & complete Fabrication of CLINs 1-6 IDIQ Contract Number: 70Z02322D09230001 Program Manager:

Contracting Officer: Keisha M. Pullen Contracting Officers Representative (COR): Michelle Taylor Date: 07/15/2026.V3

1.0 GENERAL

BACKGROUND

The final development phase for the National Coast Guard Museum (NCGM) will be procured through Task Order 4, under CLIN 7 (new work) and finishing all remaining work from CLINs 1-6 for the 100% design. The task involves managing thousands of intricate line items and dependencies to fabricate and install all exhibits. The tasks comprehensively cover all casework, artifact mounting, graphics, gallery lighting, and the integration of technology and security systems. The scope of work for CLINs 1-6 was addressed in prior task orders.

This modification to Task 004 serves two (2) primary purposes. First, it will formally price and exercise CLIN 007, which was not exercised as part of the initial task order award because it could not be effectively priced until the work in CLINs 1-6 was substantially completed. Second, this modification will update the contract's "design of record" reference document from the 2024 design to incorporate all changes that have transpired in the last two (2) years.

Their work includes shop drawing consultation and review, coordination of A/V media software production, and attendance at weekly project meetings.

Final Digital Artwork (FDA): Virtually all Museum exhibit graphics today are produced through some digital means. During the design process, many graphic mock-ups are created using FPO (For Position Only) low-resolution images and “greeked” text. Once the graphic design is approved, Final Digital Artwork (FDA) must be created using templates. FDA are digital files, typically created in Adobe Illustrator or InDesign, that include the final high-resolution images and final text. Creating the many thousands of files (one per graphic) required for a major Museum is a major undertaking. Once completed, the FDA files are provided to the clients for final review and approval. The designer will deliver all necessary FDA for review and approval, in line with Design and Production’s fabrication timeline. FDA must be delivered via an encrypted external hard drive, which must meet CG Security requirements, to be provided by designers.
