DEPARTMENT OF HOMELAND SECURITY (DHS)
STATEMENT OF WORK (SOW)
Web-Based Training Program and Dam Failure and Incidents Website
1.0 GENERAL
1.1 BACKGROUND
In accordance with the Water Resources Reform and Development Act (WRRDA) of 2014 (Public Law 113-121), FEMA is responsible to support “At the request of any State that has or intends to develop a State dam safety program, the Administrator shall provide training for State dam safety staff and inspectors.” As a result, the FEMA National Dam Safety Program provides continued training and education to dam safety professionals 1) promote the training and professional development of the staffs of state regulatory agencies to ensure dam safety requirements are effectively applied and enforced. and 2) to help state, tribal and local governments obtain the knowledge, tools and support that they need to plan and implement effective dam risk management and mitigation strategies. Objective 1 of the National Dam Safety Program is to ensure that new and existing dams are safe through the development of technologically and economically feasible programs and procedures for national dam safety hazard reduction. The sharing of lessons learned and best practices regarding dam incidents and failures is an effective way toward achieving this objective.
In October 2013, FEMA authorized a project to research past dam failures and incidents and to select the most appropriate information to include in a compendium of lessons learned supported by case histories. This product was scheduled to be hosted on the DHS Lessons Learned Information Sharing (LLIS) website. In October 2014, all programs with content on LLIS received word from the DHS that the site would no longer be funded and would be decommissioned in March 2015. Under the FY 2016 Cooperating Technical Partners grant (EMW-2016-CA-00052), the Association of State Dam Safety Officials (ASDSO) agreed to host the new website and make the content available for the dam safety professional community. To continue to support this product, FEMA would like to do a long-term update and maintenance strategy is needed. Leveraging the capabilities of ASDSO’s existing Committee on Dam Failure and Incidents would be an efficient way to continue to update and make this important product available and relevant.
1.2 SCOPE
As part of its strategic mission, ASDSO administers developed a robust Technical Training Program at a minimum cost to participants. This Technical Training program consists of a wide range of educational opportunities for engineers and other professionals working in dam safety. As a part of this Technical Training ASDSO offers web-based dam safety related seminars as part of its Distance Learning Program. The Distance Learning Program gives participants the option of registering for the live broadcast or the digitally archived version of any webinar. Live broadcasts offer the valuable opportunity for real-time interaction with the instructors, who can answer questions via phone connections or the software’s live chat feature. Both versions allow registered participants to complete the quiz at the end and receive the PDH credit. ASDSO will update the Dam Failure and Incidents website and update the site by adding five (5) lessons learned and five (5) best practices case studies during the period of performance.
1.3 OBJECTIVES
1.3.1 ASDSO will provide unlimited access for State Dam Safety Officials to ASDSO’s Web-Based Training Program live webinars for the period of performance at no cost to the state dam safety program. In addition, ASDSO’s training portal will house the 70+ archived, 2-hour webinars created by ASDSO. State dam safety officials will have unlimited access to these archived webinars.
1.3.2 ASDSO will update the Dam Failure and Incidents website and update the site by adding five (5) lessons learned and five (5) best practices case studies during the twelve (12) month period of performance. The expertise of the ASDSO Dam Failure and Incidents Committee will be utilized in the identification, evaluation and drafting of the five (5) lessons learned and five (5) best practices case studies that will be posted to the Dam Failure and Incidents website.
1.4 WEBINAR INFORMATION
ASDSO will provide Dam Safety webinars similar, but not limited, to the following dam safety topics:
· Spencer Failure Investigation
· Cold Weather Impacts on Dams
· Fundamentals of Concrete Construction Inspection
· Current trends in seismic analysis
· Introduction to Spillway Gates
· Decommissioning Mining and Waste Dams
· Geotechnical Boring in Earth Dams
· Prediting and planning for the effects of climate change
· Use of remote sensing in dam safety/including drones
· Risk informed design standards and Corps’ risk assessment approach to levees
1.5 Period of Performance
The period of performance will be from date of award for twelve (12) months, plus one six (6) month Option period.
