Statement of Work (SOW)

1. BACKGROUND:

1.1. The Department of Homeland Security (DHS), Customs and Border Protection (CBP) has a requirement for the procurement of complete AR platform rifles in 5.56 cal., as well as all parts associated with the upper and lower receivers.

1.2. Relevant components within and outside of DHS may include but are not limited to the following listed in Table 1.2, below. This contract will be awarded and administered by U.S. Customs and Border Protection

(CBP).

2. SCOPE:

2.1. The intent of CBP is to contract for a family of AR platform rifles, replacement parts, and armorer training. This statement of work delineates the required performance and technical specifications for these items.

2.2. The contract shall provide various configurations of complete rifles, complete upper assemblies, complete lower assemblies in both select fire and semi-auto configurations, and all individual parts that make up these items. All parts and components shall also be available as individual contract line items.

2.3. Schedule of Supplies shall include a comprehensive list of all parts that comprise each complete rifle.

2.4. Armorer training shall be included on an annual basis throughout the contract.

2.5. Vendor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping, and handling (FOB destination), and invoicing/payment support.

2.6. Vendor shall provide manufacturer’s performance and technical specifications of items required for submission. Specifications shall address all technical requirements listed within this document.

3. APPLICABLE DOCUMENTS:

3.1. CBP Use of Force Policy, Guidelines and Procedures Handbook

3.2. Standard Practice for Magnetic Particle Testing (ASTM E1444)

4. TECHNICAL REQUIREMENTS:

4.1. Complete Rifles

Rifles shall be fully assembled, headspaced, and test fired. Upper and lower receivers shall be hardcoat anodized (Type III, class 2).

All parts requiring finishing/coating shall be finished/coated independently prior to assembly. Barrel nut shall be tightened to between 30 and 80 ft. /lbs. of torque. The general appearance of all upper receiver assemblies shall be:

• uniform in color (black)

• free of blemishes and excessive tool marks

4.1.1. Short Barreled Rifle (SBR) Select Fire

4.1.1.1. Complete guns shall include the following:

• Upper receiver 11.5” assembly (SOW Section 4.2.1)

• Lower receiver assembly (SOW Section 4.4.1)

• Assembled full-auto AR-style bolt carrier group (SOW Section 4.3.1)

• Charging handle (SOW Section 4.3.4)

4.1.2. Short Barreled Rifle (SBR) Semi-Auto

4.1.2.1. Complete guns shall include the following:

• Upper receiver 11.5” assembly (SOW Section 4.2.1)

• Lower receiver assembly (SOW Section 4.4.2)

• Assembled full-auto AR-style bolt carrier group (SOW

4.1.3. Standard Patrol Rifle (SPR) Select Fire

4.1.3.1. Complete guns shall include the following:

• Upper receiver 14.5” assembly (SOW Section 4.2.2)

• Lower receiver assembly (SOW Section 4.4.1)

• Assembled full-auto AR-style bolt carrier group (SOW

4.1.4. Standard Patrol Rifle (SPR) Semi-Auto

4.1.4.1. Complete guns shall include the following:

• Upper receiver 14.5” assembly (SOW Section 4.2.2)

• Assembled full-auto AR-style bolt carrier group (SOW

4.1.5. Designated Marksman Rifle (DMR) Semi-Auto

4.1.5.1. Complete guns shall include the following:

• Upper receiver DMR assembly (SOW Section 4.2.3)

• Lower receiver assembly (SOW Section 4.4.2)

• Assembled full-auto AR-style bolt carrier group (SOW

4.2. Complete Upper Receiver Assemblies

Upper receiver assemblies shall be fully assembled, headspaced, and test fired. Assemblies shall be compatible with standard AR style lower receiver and standard AR style full-auto bolt and carrier group. Assemblies do not include bolt and carrier group. Upper receiver shall be hardcoat anodized (Type III, class 2). All parts requiring finishing/coating shall be finished/coated independently prior to assembly. Handguard measurements shall be taken along the continuous Picatinny top rail section. Barrel nut shall be tightened to between 30 and 80 ft. /lbs. of torque. The general appearance of all upper receiver assemblies shall be:

• uniform in color (black)

• No sights shall be included

4.2.1. Short Barreled Rifle (SBR) Upper Receiver Assembly

4.2.1.1. Short Barreled Rifle (SBR) upper receiver assembly

shall consist of M4 Flat Top Upper Receiver machined for use with M4 barrel extension. Upper receiver assembly shall be assembled with forward assist, and ejection port cover. Forward assist shall include heat treated tool steel pawl, with press fit and pinned cap. Ejection port cover shall be made of steel with black oxide or parkerized finish. Receiver shall have Mil-Std 1913 T-marked rail for mounting optics and accessories. Receiver shall be forged, hardcoat anodized aluminum.

SBR upper receiver shall have an 11.5” cold hammer forged barrel, with carbine length gas system, 1:7 twist rate, chrome lined bore and chamber, M4 feed ramped barrel extension, 5.56 NATO chamber, Manganese Phosphate barrel finish, and a government profile, ½”x28 threaded barrel. Barrel shall be free of flaws as determined by ASTM E1444 testing. Performance shall be equal to or better than BCM BFH 11.5” Carbine Barrel part # BCM-BRL-S-11 BFH.

SBR upper assembly shall have a 10” nominal free float handguard with a minimal length of 9.50” and maximum length of 10.6” and shall be constructed of an aluminum or aluminum alloy. Handguard shall weigh less than 7.0 ounces without mounting hardware. Handguard shall have a continuous Mil-Std picatinny rail at the 12 o’clock (top) position and offer M-LOK accessory mounting system minimally at the 3, 6, and 9 o’clock positions. Handguard shall have a maximum outside horizontal diameter (flat to flat) dimension of 1.6”.

Handguard shall include an integral QD sling attachment point located at the 3 and 9 o’clock positions or come with a low-profile modular M-LOK compatible QD sling adaptor made of hardcoat carbon steel and black in color.

Handguard shall come with a 3” Picatinny Rail Section, Aluminum, M-LOC compatible. Performance shall be equal to or better than BCM-MCMR-10-556-BLK.

SBR assembly shall use a low-profile gas block with set screw or pinned mounting. Gas block shall be made of steel (or equivalent) with phosphate finish or better.

Assembly shall have pinned carbine length gas tube.

Assembly shall have ½”x28 threaded A2 style flash hider and crush washer.

4.2.2. Standard Patrol Rifle (SPR) Upper Receiver Assembly

4.2.2.1. Standard Patrol Rifle (SPR) upper receiver assembly

shall consist of M4 Flat Top Upper Receiver machined for use with M4 barrel extension. Upper receiver assembly shall be assembled with forward assist, and ejection port cover. Forward assist shall include heat treated tool steel pawl, with press fit and pinned cap. Ejection port cover shall be made of steel with black oxide or parkerized finish. Receiver shall have Mil-Std 1913 T-marked rail for mounting optics and accessories. Receiver shall be forged, hardcoat anodized aluminum.

SPR upper receiver shall have a 14.5” cold hammer forged barrel, with Mid length gas system, 1:7 twist rate, chrome lined bore and chamber, M4 feed ramped barrel extension, 5.56 NATO chamber, Manganese Phosphate barrel finish, and a government profile, ½”x28 threaded barrel. Barrel shall be free of flaws as determined by ASTM E1444 testing. Performance shall be equal to or better than BCM BFH 14.5” Mid Length Barrel part #

BCM-BRL-S-MID-14 BFH.

SPR upper assembly shall have a nominal 13” free float handguard with a minimal length of 12.50” and maximum length of 13.6” and shall be constructed of an aluminum or aluminum alloy. Handguard shall weigh less than 8.5 ounces without mounting hardware. Handguard shall have a continuous Mil-Std picatinny rail at the 12 o’clock (top) position and offer M-LOK accessory mounting system minimally at the 3, 6, and 9 o’clock positions. Handguard shall have a maximum outside horizontal diameter (flat to flat) dimension of 1.6”.

Handguard shall include an integral QD sling attachment point located at the 3 and 9 o’clock positions or come with a low-profile modular M-LOK compatible QD sling adaptor made of hardcoat carbon steel and black in color. Handguard shall come with a 3” Picatinny Rail Section, Aluminum, M-LOC compatible. Performance shall be equal to or better than BCM-MCMR-13-556-

BLK.

SPR assembly shall use a low-profile gas block with set screw or pinned mounting. Gas block shall be made of steel (or equivalent) with phosphate finish or better.

Assembly shall have pinned mid length gas tube.

4.2.3. Designated Marksman Rifle (DMR) Upper Receiver Assembly

4.2.3.1. Designated Marksman Rifle (DMR) upper receiver

assembly shall consist of M4 Flat Top Upper Receiver machined for use with M4 barrel extension. Upper receiver assembly shall be assembled with forward assist, and ejection port cover. Forward assist shall include heat treated tool steel pawl, with press fit and pinned cap.

Ejection port cover shall be made of steel with black oxide or parkerized finish. Receiver shall have Mil-Std 1913 T-marked rail for mounting optics and accessories.

Receiver shall be forged, hardcoat anodized aluminum.

DMR upper assembly shall have an 18”-20” cold hammer forged barrel, with rifle length gas system, 1:7 or 1:8 twist rate, chrome lined bore and chamber, M4 feed ramped barrel extension, 5.56 NATO chamber, Manganese Phosphate barrel finish, and a government profile, ½”x28 threaded barrel. Barrel shall be free of flaws as determined by ASTM E1444 testing.

DMR upper assembly shall have a nominal 15” free float handguard with a minimal length of 14.5” and maximum length of 15.6” and shall be constructed of an aluminum or aluminum alloy. Handguard shall weigh less than 9.5 ounces without mounting hardware. Handguard shall have a continuous Mil-Std picatinny rail at the 12 o’clock (top) position and offer M-LOK accessory mounting system minimally at the 3, 6, and 9 o’clock positions. Handguard shall have a maximum outside horizontal diameter (flat to flat) dimension of 1.6”.

Handguard shall include an integral QD sling attachment point located at the 3 and 9 o’clock positions or come with a low-profile modular M-LOK compatible QD sling adaptor made of hardcoat carbon steel and black in color.

Handguard shall come with a 3” Picatinny Rail Section, Aluminum, M-LOC compatible. Performance shall be equal to or better than BCM-MCMR-15-556-BLK.

DMR assembly shall use a low-profile gas block with set screw or pinned mounting. Gas block shall be made of steel (or equivalent) with phosphate finish or better. Assembly shall have pinned rifle length gas tube.

4.3. Upper Receiver Individual Parts

The general appearance of all upper receiver individual parts shall be free of blemishes and excessive tool marks.

4.3.1. Assembled full-auto AR-style bolt carrier group. Bolt carrier group shall be constructed of finished steel and comprise of bolt (free of flaws as determined by ASTM E1444 testing), chrome lined bolt carrier (auto), chrome lined and hardened gas key with hardened fasteners (staked USGI-style), steel extractor, extractor spring with insert, ejector, ejector spring, firing pin, firing pin retaining pin, cam pin, and three gas rings. This single bolt carrier group assembly shall function properly in all upper configurations (regardless of length) contained in the statement of work.

4.3.2. SBR Handguard (Large I.D.) shall have a nominal 10” free float handguard with a minimal length of 9.50” and maximum length of 10.75” and shall be constructed of an aluminum or aluminum alloy. Handguard shall weigh less than 9.0 ounces without mounting hardware.

Handguard shall have a continuous Mil-Std picatinny rail at the 12 o’clock (top) position and offer M-LOK accessory mounting system minimally at the 3, 6, and 9 o’clock positions. Handguard shall have a minimum inside horizontal diameter (flat to flat) dimension of 1.5” and minimum inside vertical diameter of 1.8”. Handguard shall include an integral QD sling attachment point located at the 3 and 9 o’clock positions or come with a low-profile modular M-LOK compatible QD sling adaptor made of hardcoat steel and black in color.

4.3.3. SPR Handguard (Large I.D.) shall have a nominal 13” free float handguard. with a minimal length of 12.50” and maximum length of 13.7” and shall be constructed of an aluminum or aluminum alloy.

Handguard shall weigh less than 10.5 ounces without mounting hardware. Handguard shall have a continuous Mil-Std picatinny rail at the 12 o’clock (top) position and offer M-LOK accessory mounting system minimally at the 3, 6, and 9 o’clock positions. Handguard shall have a minimum inside horizontal diameter (flat to flat) dimension of 1.5” and minimum inside vertical diameter of 1.8”. Handguard shall include an integral QD sling attachment point located at the 3 and 9 o’clock positions or come with a low-profile modular M-LOK compatible QD sling adaptor made of hardcoat steel and black in color.

4.3.4. Charging handle (standard) shall be forged from 7075 T6 aluminum, hard coat anodized (Type III, class 2). Charging handle latch shall extend past the main body of the charging handle at least 0.90”, but not more than 1.00”. Performance shall be equal to or better than BCMGUNFIGHTER Charging Handle (5.56/.223) Mod 4B (medium) Latch part # BCM-GFH-MOD-4B-556.

4.3.5. Charging handle (Ambidextrous) shall be forged from 7075 T6 aluminum, hard coat anodized (Type III, class 2). Charging handle shall be ambidextrous and latch shall extend past the main body of the charging handle at least 0.90”, but not more than 1.00”. Performance shall be equal to or better than BCMGUNFIGHTER Ambidextrous Charging Handle (5.56/.223) Mod 4X4 (medium) Latch part # BCM- GFH-556-Mod-4X4.

4.3.6. Muzzle device shall be constructed of heat-treated stainless steel bar stock. Muzzle device shall provide flash reduction, reduce muzzle rise, and serve as a mounting adapter. Muzzle device shall be compatible with Surefire SOCOM suppressors. Performance shall be equal to or better than Surefire SOCOM muzzle brake, part

#WARCOMP-556-1/2-28.

4.3.7. Muzzle device shall be constructed of heat-treated stainless steel and coated with a durable black finish. A non-NFA device that directs blast concussion forward and away from the left and right of shooters position. Device shall Fast-Attach to Surefire SOCOM adaptor mounts.

Performance shall be equal to or better than Surefire Warden Muzzle Device, fast-attach blast regulator.

4.3.8. Any additional parts, not currently listed, for the proper function of the rifle.

4.4. Complete Lower Receiver Assemblies

Lower receiver shall be fully assembled. Assemblies shall be compatible with all mil-spec AR15 parts. Lower receiver shall be machined from 7075-T6 forged aluminum hardcoat anodized (Type III, class 2). All parts requiring finishing/coating shall be finished/coated independently prior to assembly. The general appearance of all lower receiver assemblies shall be:

• uniform in color, black

4.4.1. Select Fire Lower Receiver

4.4.1.1. Lower receiver shall have Safe, Semi, and Auto

markings.

4.4.1.2. Consist of Mil-spec lower parts kit to include:

4.4.1.3. AR style Mil-spec receiver extension tube shall be

compatible with carbine style, collapsible buttstocks. Shall be made of hardcoat anodized aluminum, with matte black finish. Tube shall be 7.25” in overall length (+/- 0.05), approximately 1.14” (+/- 0.05) outside diameter and threads shall be compatible with AR style lower receivers.

Shall have minimum of six positions for buttstock adjustment and include a drainage hole located at enclosed end of the tube.

4.4.1.4. AR style receiver end plate shall be compatible with receiver extension tube listed in SOW Section 4.4.1.3. It shall be made of steel with black oxide or parkerized finish. Plate shall include an engagement tab required to align the buttstock and buffer tube with the lower receiver.

Plate shall be basic design and not contain any additional mount, or sling attachment points.

4.4.1.5. AR style castle nut shall be compatible with receiver extension tube listed in SOW Section 4.4.1.3. It shall be made of steel with black oxide or parkerized finish. Shall have four wrench notches and three staking notches on opposite side.

4.4.1.6. AR style carbine buffer shall be compatible with

receiver extension tube listed in SOW Section 4.4.1.3.

Buffer shall be made of aluminum and have a minimum weight of 4.5 ounces (H2).

4.4.1.7. AR style carbine buffer spring shall be compatible

with receiver extension tube listed in SOW Section

4.4.1.3. Spring shall be made of stainless steel.

4.4.1.8. Trigger Assembly (SOW Section 4.5.3.1)

4.4.1.9. Grip (SOW Section 4.5.4.1)

4.4.1.10. Buttstock (SOW Section 4.5.2.2)

4.4.1.11. Enlarged trigger guard, either with an integrated

trigger guard or pinned in aftermarket. If submitting a pinned trigger guard, performance shall be equal to or better than Magpul MOE Enhanced Trigger Guard, Polymer – AR15/M4, part # MAG1186 – Black.

4.4.1.12. Any additional parts, not currently listed, that are required for the proper function of the rifle.

4.4.2. Semi-Auto Lower Receiver

4.4.2.1. Lower receiver shall have Safe, Semi markings.

4.4.2.2. Consist of Mil-spec lower parts kit to include:

4.4.2.3. AR style Mil-spec receiver extension tube shall be

compatible with carbine style, collapsible buttstocks. Shall be made of hardcoat anodized aluminum, with matte black finish. Tube shall be approximately 7.25” in overall length (+/- 0.05), approximately 1.14” outside diameter (+/- 0.05) and threads shall be compatible with AR style lower receivers. 4.4.2.6. AR style carbine buffer shall be compatible with

receiver extension tube listed in SOW Section 4.4.2.3.

Buffer shall be made of aluminum and have a minimum weight of 4.5 ounces (H2).

4.4.2.7. AR style carbine buffer spring shall be compatible

with receiver extension tube listed in SOW Section

4.4.2.3. Spring shall be made of stainless steel.

4.4.2.8. Trigger Assembly (SOW Section 4.5.3.3)

4.4.2.9. Grip (SOW Section 4.5.4.1)

4.4.2.10. Buttstock (SOW Section 4.5.2.2)

4.4.2.11. Enlarged trigger guard, either with an integrated

trigger guard or pinned in aftermarket. If submitting a pinned trigger guard, performance shall be equal to or better than Magpul MOE Enhanced Trigger Guard, Polymer – AR15/M4, part # MAG1186 – Black.

4.4.2.12. Any additional parts, not currently listed, for the proper function of the rifle.

4.5. Lower Receiver Individual Parts

The general appearance of all lower receiver individual parts shall be free of blemishes and excessive tool marks.

4.5.1. QD Sling Swivel

4.5.1.1. Heavy-duty loop sling swivel made from durable

hardcoat carbon steel, black in color that fits QD swivel receptacles. Shall have 1 ¼” loop to accept tactical sling types and push-button for quick attachment and release.

4.5.2. Buttstock

4.5.2.1. AR style collapsible carbine buttstock shall be

compatible with buffer extension tube listed in 4.5.1.1.

Buttstock shall be made of impact resistant nylon polymer and black in color. Buttstock shall include ambidextrous push button/QD sling mounts and additional web sling attachment points. Buttstock shall have synthetic rubber buttpad. Buttstock length of pull adjustments shall be greater than 3.25”, a weight of less than 10.0 ounces, and a maximum length of 7.5”, when measure from the 12 o’clock position, to include buttpad. Buttstock shall include a secondary locking mechanism to prevent unintentional stock adjustments. Performance shall be equal to or better than Magpul CTR Carbine Stock-Mil- Spec, part # MAG310.

4.5.2.2. AR style collapsible carbine buttstock shall be

compatible with buffer extension tube listed in 4.5.1.1.

Buttstock shall be made of impact resistant nylon polymer and black in color. Buttstock shall include ambidextrous push button/QD sling mounts and additional web sling attachment points. Buttstock shall have synthetic rubber buttpad. Buttstock shall incorporate modular, snag free design. Buttstock shall have a texturized actuating lever measuring a minimum of 3.0” in length, to adjust the distance between the modular buttstock assembly and the lower receiver. Buttstock shall have a maximum length of 7.0”, when measure from the 12 o’clock position, to include buttpad and weigh less than 10.0 ounces.

Performance shall be equal to or better than BCMGUNFIGHTER Stock Assembly – Black (Mod 0) part # BCM-GFS-MOD-0-BLK.

4.5.3. Trigger Assembly (Complete)

4.5.3.1. AR style non-adjustable, combat style, single-stage

trigger that allows precise trigger control for automatic receivers. Trigger and hammer shall be a precision machined Mil-Spec AISI8620 investment casting per the USGI TDP (Mil-Spec) for M16/M4 family of weapons and shall be Nickel-Teflon coated. Semi-automatic mode shall have an average trigger pull weight with a minimum of 4.5 lbs., maximum of 8.0 lbs., with an optimum of 5.5 lbs.

Full-automatic mode shall have an average trigger pull weight with a minimum of 7.5 lbs., maximum of 11.0 lbs., with an optimum of 9.0 lbs. Both functions shall have a standard deviation of less than 6.0 with an optimum of

1.0. The trigger assembly shall function as intended

throughout the durability/reliability testing. Performance shall be equal to or better than BCM PNT Trigger Assembly, part # BCM-LP-3-AUTO.

4.5.3.2. AR style non-adjustable, enhanced, combat style, two-stage trigger that allows precise trigger control in semi-automatic mode, while having a single stage smooth, continuous trigger pull in full-automatic mode.

Semi-automatic mode shall have a first stage trigger weight of 2.5 lbs. (+/-.50), second stage trigger weight of

2.0 lbs. for a total pull weight of 4.5 lbs. (+/-.50), and a full-automatic single stage pull weight of 5.0 lbs. (+/-.25).

Performance shall be equal to or better than Geissele

Super Select-Fire SOPMOD (SSF) Trigger item # 05- 102.

4.5.3.3. AR style non-adjustable, combat style, single-stage

trigger that allows precise trigger control for semi-automatic receivers. Trigger and hammer shall be a precision machined Mil-Spec AISI8620 investment casting per the USGI TDP (Mil-Spec) for M16/M4 family of weapons and shall be Nickel-Teflon coated. Semi-automatic trigger shall have an average trigger pull weight with a minimum of 4.5 lbs., maximum of 8.0 lbs., with an optimum of 5.5 lbs. and shall have a standard deviation of less than 6.0 with an optimum of 1.0. The trigger assembly shall function as intended throughout the durability/reliability testing. Performance shall be equal to or better than BCM PNT Trigger Assembly AR15, part #

BCM-PNT-TA1.

4.5.4. Grip (Complete)

4.5.4.1. AR style pistol grip shall be made of one-piece

reinforced polymer and black in color. Grip shall contain anti-slip texturing and reduced angle for improved ergonomics. Finger grooves on front strap, rubber coating, curved beavertail backstrap (tang), and palm shelf are NOT acceptable. Grip length shall be a minimum of 3.8” from bottom side of receiver and a grip thickness not to exceed 1.25”. Grip internal storage is acceptable but not required. Grip shall include grip screw and star washer. Performance shall be equal to or better than BCMGUNGIGHTER Grip Mod 0-Black.

4.5.5. Safety Selector

4.5.5.1. Ambidextrous Safety Selector – Auto shall be a Mil-

spec part for Select Fire lower receivers. Performance shall be equal to or better than BCM Ambidextrous Safety Selector - Auto part # BCM-Selector-Safety- Ambi-Auto.

4.5.5.2. Ambidextrous Safety Selector – Semi shall be a Mil-

spec part for Semi Auto lower receivers. Performance shall be equal to or better than BCM Ambidextrous Safety Selector - SEMI part # Selector-Safety-Ambi-

SEMI.

4.5.6. Magazine

4.5.6.1. USGI AR-15/M16 M4 30 round magazine built with a

welded aluminum body, heat-treated with a hard-anodized finish, black or gray in color. Magazine shall have anti-tilt follower and stainless-steel spring.

4.6. Training

4.6.1. Vendor shall provide one advanced depot level armorer training class, each pricing period for the entire period of the contract, for up to 25 participants, the training shall be at no additional cost to the Government.

4.6.2. The location of the training shall be within CONUS at a location to be determined by the government. The date and time of the training shall be mutually agreed upon in writing, but shall not occur more than two weeks after the government’s written request unless authorized by the COR.

4.6.3. The course shall cover all firearms included in the statement of work.

4.6.4. Vendor shall provide to each participant, at no additional cost to the government, all specialty tools needed for rifle assembly/disassembly.

4.6.5. Depot level armorer maintenance overhaul/rebuild manual.

4.6.6. Exploded diagram with nomenclature description of all parts

4.7. Performance Standards

The following performance standards will be assessed during initial source selection. Performance standards shall also be maintained throughout the life of the contract and shall be subject to random verification by the government.

4.7.1. Trigger Weight

Rifle assemblies SBR (SOW Section 4.1.1), SPR (SOW Section 4.1.3), and DMR (SOW Section 4.1.5) shall have their trigger pull weight measured and recorded.

4.7.1.1. Unloaded rifle shall be mounted on an AR lower

receiver magazine well vise block secured in a vise.

4.7.1.2. Trigger weight shall be measured and recorded using

Lyman Digital Trigger Pull Gauge.

4.7.1.3. The firearm barrel axis will be parallel to the Lyman Trigger Pull Gauge. The trigger pull gauge will be inserted into the trigger mechanism, such that it rests against the inside curve on the trigger. The portion of the trigger pull gauge in contact with the trigger will be constructed from a freely spinning mechanism. This will allow the test setup to adjust for the “arc” pattern typical amongst most trigger mechanisms. As the trigger is pulled and progresses along its arc pattern, the trigger tool will be able to move freely along the trigger ensuring the force applied to the trigger is always parallel with the barrel of the weapon.

This process will be continued until the weapon “dry-fires”.

At this point the trigger pull testing will be concluded. The final load applied to achieve “dry-fire”, in pounds, shall be recorded.

4.7.1.4. Trigger weight will be measured a total of ten times for both semi and auto function and recorded. Each ten trigger pulls weights per function will be averaged separately and those average weights shall be recorded for scoring purposes.

4.7.1.5. Standard Deviation will be calculated per each

function and recorded for scoring purposes.

4.7.2. Precision Grouping (Initial and Post)

Rifle assemblies SBR (SOW Section 4.1.1), SPR (SOW Section 4.1.3), and DMR (SOW Section 4.1.5) shall be shot for accuracy grouping.

4.7.2.1. Initial precision grouping shall be conducted prior to reliability/durability testing.

4.7.2.2. Post precision grouping shall be conducted after

conclusion of reliability/durability testing.

4.7.2.3. Rifle shall be cleaned and lubricated in accordance

with the owner’s manual.

4.7.2.4. Rifle upper receiver shall be secured into a Bill

Weisman and Co. (wisemanballistics.com) AR receiver fixture, attached to a windage and elevation table, bolted to the concrete floor. All accuracy testing will be fired using duty ammunition, Federal Ammunition Z223SP 62 grain rifle cartridges.

4.7.2.5. “Settling shots”, not to exceed 5, may be fired prior to shooting for record.

4.7.2.6. Five 5 - shot groups will be fired at a distance of 100 yards.

4.7.2.7. The best four of the five 5-shot groups will be used to obtain a final average group size per rifle.

4.7.2.8. Accuracy shall be measured utilizing paper witness

targets, adhered to a semi-rigid material, mounted in a rigid test fixture. Measurements shall be taken from outer edge to outer edge of the further most holes, and then subtract the bullet diameter to obtain a “center to center” final calculation.

4.7.2.9. Barrel will be cooled to ambient temperature (+/- 10 degree) between groups.

4.7.2.10. The average initial precision grouping per rifle shall not exceed 3.00 inches with an optimal grouping of 1.50 inches.

4.7.2.11. The average post precision grouping per rifle shall not exceed 5.00 inches with an optimal grouping of 2.50 inches.

4.7.3. Reliability/Durability

4.7.4. Rifle assemblies SBR (SOW Section 4.1.1) and SPR (SOW

Section 4.1.3) shall fire 10,000 rounds of Military 55gr. FMJ ammunition. Rifle assembly DMR (SOW Section 4.1.5) shall fire 5,000 rounds of Military 55gr. FMJ ammunition. Firearms shall be fired using 3 points of contact.

4.7.5. Test shall begin with the rifle cleaned and lubricated in accordance with the owner’s manual.

4.7.6. Firing cycle will consist of 120 rounds.

4.7.7. The first 60 rounds fired at a rate of approximately 1 round per second, the second 60 rounds being fired in full auto in bursts of 3-5 rounds.

4.7.8. After each 120 round firing cycle the weapon will be allowed to cool for 10 minutes.

4.7.9. After every 240 rounds the weapon will be cooled to where the barrel can be held in a bare hand indefinitely.

4.7.10. After every 600 rounds the weapon will be wiped and

lubricated without disassembly.

4.7.11. After every 1200 rounds, the weapon will be disassembled, cleaned, inspected, and lubricated.

4.7.12. The number and class of stoppages, as well as parts

breakages will be evaluated and recorded.

4.7.13. Magpul PMAG magazines will be utilized for testing.

Malfunctions of the magazines will NOT be charged to the weapon.

4.7.14. Any operator induced error, or malfunction caused by non-contract parts shall not be counted against this malfunction rate.

4.7.15. Rifle shall meet the following performance standards.

4.7.15.1. Rifle shall NOT experience any CLASS 3

MALFUNCTIONS (Parts failure or breakage which requires parts replacement to return functionality).

4.7.15.2. Rifle may not experience greater than 0.25% CLASS

2 MALFUNCTIONS (Non-catastrophic malfunction that cannot be cleared by immediate action drill).

4.7.15.3. Rifle may not experience greater than 1.00% CLASS

1 MALFUNCTIONS (Clearable by immediate action drill).

5. ADMINISTRATIVE REQUIREMENTS

5.1. Quality Control and Quality Assurance

5.1.1. The vendor shall be certified by an authorized registrar that offers third-party audit services to the ISO 900X series standards, namely the International Standards of Quality Control as described in International Standard ISO 900X (Quality Systems - Model for quality assurance in design, development, production, installation, and servicing).

5.1.2. No changes in design of any device or accessory shall take place without the prior approval of the COR and the CO.

5.1.3. Devices and accessories which fail any portion of the vendor’s (including manufacturers) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a device or accessory which has failed any portion of the QC testing, for purposes of delivery.

5.1.4. The Government may conduct periodic random Quality

Assurance (QA) testing of devices and/or accessories produced, to ensure items meet performance requirements for which the contract was awarded.

5.1.5. QA may or may not be conducted by Government personnel at a government owned facility.

5.1.6. Devices and/or accessories which fail QA testing may be sent back to the vendor, at no cost to the Government, and replaced with an equal amount of new supplies. If a second or subsequent failure (for the same test) occurs within the same batch, this will be considered a lot failure. The vendor shall be notified by the COR, in writing, of the nature of the failure, defect, or deficiency and the vendor shall replace the entire lot at no cost to the government.

5.1.7. Vendor shall take corrective action within seven (7) calendar days of written notification of any non-conformance. Corrective action shall include shipping of replacements for all defective, deficient, or suspect devices and/or accessories. The vendor shall also provide a written failure analysis plan to the COR within 7 calendar days of written notification. A completed failure analysis report, to include preventative measures, shall be submitted to the COR within 60 calendar days of notification of non-conformance.

5.2. Government Access of Contractor’s Facility

5.2.1. The vendor shall permit the Government to conduct quality control inspections of the vendor’s facility (including production facilities) to ensure consistency of manufacture and quality of products ordered and delivered.

5.2.2. The authorized inspection team shall be identified in writing by the COR or the CO.

5.2.3. The minimum advance notice of inspection shall be three business days.

5.2.4. Inspections may include all aspects of manufacturing, testing, quality control, and packaging.

5.3. Distribution Authorization

5.3.1. With proposal submission, the vendor (if not the manufacturer) shall provide a letter from the manufacturer indicating it is an authorized distributor/retailer of the device and its accompanying accessories.

Unauthorized distributors and retailers are unacceptable and will not be considered.

5.4. Warranty

5.4.1. Vendor shall warrant all products contained in this contract to be free of defects within one year of acceptance by the Government.

Vendor further warrants that the product conforms to all applicable requirements as outlined within this Statement of Work and guarantees that the product will maintain useful shelf life under reasonable storage conditions (both CONUS and OCONUS) for a period of five (5) years from the date of product acceptance.

5.4.2. Vendor shall provide a warranty letter which delineates all warranty coverage and timeframes.

5.4.3. The vendor shall provide to the COR a single point of contact (including name, phone number, and email address) who will handle all warranty claims occurring under this contract.

5.4.4. The vendor shall utilize FEDEX, UPS, or other trackable shipping service for all warranty shipments to the government. Ground service may be used for return shipping. Exemptions may be authorized by the COR on a case-by-case basis. All shipping charges associated with warranty claims (both to and from the Government) shall be the vendor’s responsibility.

5.4.5. The vendor shall provide a return authorization number for all warranty claims.

5.4.6. Vendor shall acknowledge receipt of warranty claims to the government appointed COR within two business days of being notified.

5.5. Packaging/Labeling

5.5.1. Material shall be packaged, packed, and marked for shipment in such a manner that will ensure acceptance by common carriers and safe delivery at destination.

5.5.2. Pallets and associated packaging, when used for shipping, shall be fully enclosed and shall be stackable, allowing for a second complete pallet to be placed on top of a first complete pallet without structural problems or damage to the contents of either pallet.

5.5.3. Packages shall be clearly identified on the outer box or wrapping with the contract number and delivery/task order number, if applicable.

5.5.4. Shipment specific packing slips shall contain the delivery order/task order number, and a numerically ordered list of serial numbers identified by make/model for all serialized devices included in that shipment. The packing slips shall also contain the name and address of the original purchaser, in addition to the actual shipping address (as these may vary). Direct shipment of product from a manufacturer does not exempt the vendor from these requirements.

5.5.5. All serialized items shall display identical serial numbers on exterior individual packaging of each device. This packaging serial number shall not contain any additional alpha or numeric characters.

Serial number location placement shall be consistent within individual make/models.

5.5.6. Individual and bulk parts packaging shall be labeled, to include part number, part name, and quantity.

5.6. Shipping

5.6.1. All items are to be shipped Freight on Board (FOB) Destination.

5.6.2. Shipping locations may be centralized or may include individual locations throughout CONUS, Alaska, Hawaii, US Virgin Islands and Puerto Rico.

5.6.3. Ground shipping shall be the default method of shipping unless otherwise specified by the government. Large orders may, with COR pre-approval, be shipped via common carrier freight. On rare occasions, the government may require the use of overnight shipping due to urgent, exigent circumstances.

5.6.4. All shipments shall be trackable. Tracking information shall be provided to the COR (or designate) upon request.

5.6.5. Vendor shall provide advanced notice of anticipated shipping a minimum of three business days, to the COR or COR’s designate.

5.7. Vendor Performance Conferences

5.7.1. Within 30 calendar days of contract award, the vendor shall host a pre-production meeting either in person or telephonically (at the governments discretion).

5.7.2. CBP and the vendor may meet in person once per year, commencing six months after production begins and continuing approximately every year thereafter. These performance conferences are to discuss contract issues, review technical and financial status of the contract, discuss vendor and Government performance, and to resolve any issues or problems as they may arise.

5.7.3. Government attendees may include the Contracting Officer, Contract Specialist, COR, representatives from the CBP components, and LESC subject matter experts.

5.8. Production requirements

5.8.1. Government requires that the vendor maintain the capacity to manufacture or acquire 1,000 complete rifles per month.

5.9. Reporting Requirements

5.9.1. A delivery order report should be sent to the COR of the contract on a quarterly basis. The report should include a cumulative line-item Excel spreadsheet of all delivery orders and include the following:

5.9.1.1. Name of purchasing agency/group

5.9.1.2. Delivery order number

5.9.1.3. Unit cost

5.9.1.4. Quantity of units on the delivery order

5.9.1.5. Value of delivery order

5.9.1.6. Current quantity of units shipped

5.9.1.7. Remaining number of units to be shipped; and

5.9.1.8. Total dollar amount spent against the contract to date

5.9.2. Warranty Work Report should be sent to the COR of the

contract on a quarterly basis (31 December, 31 March, 30 June, 30 September). The report should include a line-item summary of all warranty activity as well as the numerical totals of claims received, total completed, and the average number of days required for completion. It shall be categorized by agency, purchasing group, or ordered chronologically by the date the vendor received notification.

Each line in the report shall contain the following information:

5.9.2.1. Return merchandise authorization (RMA) #

5.9.2.2. Date vendor was notified

5.9.2.3. Date corrected item was shipped to vendor

5.9.2.4. Brief statement of problem

5.9.2.5. Brief statement of solution; and

5.9.2.6. Date shipped back to the Government

5.10. Media Statements

5.10.1. All press statements and releases related to the contract shall receive advanced written approval by the Contracting Officer and COR.

6. DELIVERABLES AND DELIVERY SCHEDULE

6.1. Orders shall be delivered to the addresses per the delivery location spreadsheet that will be provided at the award of the contract/delivery order. Items shall be shipped within 60 calendar days after receipt of order (ARO), unless otherwise specified in the delivery order.

6.2. For shipments containing serialized items, each box shall contain a printout of the serial numbers with barcodes of only the devices in the box. Boxes shall be visibly numbered for identification purposes (i.e., #1, #2, etc.). This is in addition to any standardized shipping documents showing contents and quantities.

6.2.1. For accountability purposes, the vendor shall provide a list of serial numbers with barcodes for each delivery order in which serialized items are shipped. This list shall be separated by box number with serial numbers contained in each box listed in numerical order. The document shall also include vendor’s name and address, delivery order number, invoice number, sales order number (if separate), make and model of the launchers, unit cost, quantity, and total cost. This list shall be emailed, in a workable format such as Word or Excel, to the COR or designate at the time of shipment.

7. PERIOD OF PERFORMANCE

7.1. The ensuing contract will have a five (5) year period of performance from date of award of contract.

8. SECURITY

8.1. All work under this SOW is unclassified but may require secure handling of information designated as “For Official Use Only” (FOUO) and/or personally identifiable information (PII).

8.2. Vendor personnel who will perform work on the contract may be required to execute a non-disclosure agreement which must be delivered to the COR prior to commencing work in accordance with DHS policy for safeguarding FOUO information.

9. SPECIAL CONSIDERATIONS

9.1. Vendor shall provide exploded schematic of a rifle to include individual part identification and part numbers for all individual parts. Vendor shall provide additional, separate, exploded schematics for each complete upper and lower receiver to include individual part identification and part numbers. This shall be provided in PDF format.
