STATEMENT OF REQUIREMENTS

Electronic Storage Detection Canines (ESD K9s)

1.0 Purpose:

The purpose of this Statement of Requirements is to procure certified electronic storage detection canines for students attending the United States Secret Service Office of Investigation’s National Computer Forensics Institute (NCFI).

The NCFI provides training to state, local, tribal, and territorial law enforcement, prosecutors, and judges in many areas of digital forensics and cyber investigations.

As part of these trainings, NCFI provides equipment and software necessary for students to locate electronic evidence and perform digital evidence investigations and examinations.

Nationwide, criminals will often utilize tiny covert cameras in privacy areas for video voyeurism and the production of child and adult pornography. Additionally, storage form factors such as a microSD card can hold tens of thousands of images and videos of child sexual assault material on a storage device smaller than a square inch, making them very hard to locate during search warrants. Finally, victims of these sexually motivated crimes often experience emotional trauma, shame, and embarrassment because of these crimes.

To address these frequent challenges, the NCFI will instruct state, local, tribal, and territorial law enforcement to utilize and become certified canine handlers in the detection of hidden electronic storage devices, cellular devices, and in providing victims therapy and comfort during law enforcement activities. These animals are trained and certified in the detection of electronic storage devices, cellular devices, and in providing emotional support and comfort to victims.

2.0 Statement of Requirements:

This equipment will be issued to law enforcement students attending NCFI’s Electronic Dog Detection course to provide capabilities for students to locate electronic devices, cellular phones, and provide therapy/comfort during victim interviews they may encounter during criminal investigations.

Based on the requirement for a trained and certified ESD K9s to be delivered to NCFI, and that the normal training time requirement for an ESD K9 to complete this certification is between 24 and 36 months on average, the lead time logistical challenges require contracting far in advance for these items.

2.1 Trained Electronic Storage Detection (ESD) K9 with Kit.

• ESD K9s are trained to locate and indicate on chemical(s) that are used in the manufacturing of electronic storage devices that will keep the device from overheating.

• ESD K9s are trained to locate electronic devices such as flash drives, SD Cards, Micro SD Cards, external hard drives, hard drives, and smart phones.

• ESD K9s are trained to locate on air tags /tiles that are placed on vehicles and in luggage/ backpacks to track the whereabouts of individuals by another person.

• ESD K9s are trained to locate hidden cameras & listening devices that are used to video persons in private locations without their knowledge. They can also locate and indicate on listening devices to record conversations without the person's knowledge.

• ESD K9s are trained to indicate and locate current and legacy cell phones, and on cell phone batteries which are often smuggled into jails and prisons.

• ESD K9s are trained as a therapy K9, spending the first 1-3 years learning to be a certified therapy / facility K9 providing support and comfort to survivors of human trafficking and assisting with these victims’ therapy.

• Vendor will provide two years of handlers’ certifications for each K9.

• ESD K9 will come with an ESD K9 Kit including:

o K9 kennel and pad o six-foot leash o retractable leash o collar o food pouch o hand towel o ID panels for harness o water bowl and jug

2.2 ESD K9 Health and Travel Certificates.

The trained ESD K9 will arrive to NCFI with a one-year health guarantee, all required vaccines, flea/tick/heartworm preventative while in training, spay/neuter, hip/elbow x-rays, and receive a travel certificate for approved air travel following NCFI course graduation.

2.3 Certified Handler Training Course.

At least three K9 instructors will provide an intensive two-week handler certification course totaling 104 hours, where the handler will be working directly with the trainer of the K9. The K9s are completely trained and certified prior to their arrival to NCFI.

Vendor will provide the handler instruction and techniques specific to the personality traits of their new K9. This EDD course will provide the NCFI Student and their assigned K9 certification as an Electronic Detection K9 Team by vendor.

2.4 ESD K9 Instructor Course Travel and K9 Shipping

Three K9 instructors will provide an intensive two-week handler certification course.

Vendor is responsible for the transportation and care of all K9s to NCFI’s training facility in Hoover, Alabama for the course.
