About this file
This is a Statement of Work (SOW) for a Main Control Center upgrade at Naval Consolidated Brig Miramar (NCBM) in San Diego, California. The project modernizes the facility's surveillance and control environment by replacing legacy systems with ergonomic equipment and updated technology. The primary objective is to enable Main Control Center operators to maintain constant situational awareness and uninterrupted operational oversight while minimizing operator fatigue and potential for error. The vendor must supply 17 line items of Wright Line branded modular control center equipment, including 42-inch and 36-inch cores, modular wall systems, fabric inserts, trim components, uprights, CPU dockers, cable chain kits, core skins, linear lift surfaces, and worksurfaces. All equipment must be new (not used) and delivered within 30 days after contract award to Naval Consolidated Brig Miramar, 46141 Miramar Way, Suite 1, San Diego, CA 92145-2135. The government will award a firm fixed-price contract. All items must be packaged to domestic shipping standards to prevent damage during transit and maintain factory settings.
The related federal contract opportunity is a Pre-Solicitation/Request for Information (RFI) issued by the Department of the Navy Naval Supply Systems Command. The RFI explicitly requires Brand Name Wright Line products due to the existing prison security system's proprietary integration with Wright Line control surfaces. Interested vendors must provide proof of capability and/or a capability statement demonstrating their ability to fulfill the Wright Line brand requirement, along with information regarding business size and any applicable socio-economic considerations. No specific response deadlines, award dates, or pricing information are stated in these documents, as this is a pre-solicitation phase.

STATEMENT OF WORK (SOW)
MAIN CONTROL CENTER UPGRADE
NAVAL CONSOLIDATED BRIG MIRAMAR (NCBM)
GENERAL:
The Main Control Center requires comprehensive modernization of a new ergonomic desk surveillance system, the integration of new computer towers and monitors, and the complete renovation of the control center workspace.
Currently, the Main Control Center operates with legacy systems and a workspace layout that is not conducive to an ergonomic and efficient environment. This has resulted in sub-optimal operator performance and could compromise mission effectiveness. The requested items are to replace the outdated and non-ergonomic equipment and to create a modern, efficient, and fully capable control center.
The command’s mission of providing uninterrupted security and operational oversight requires that control center staff can perform their duties with maximum alertness and efficiency. The proposed modernization will provide an ergonomic and updated environment, which is critical for minimizing operator fatigue and the potential for error. All requested equipment and renovations will provide the tools needed to meet this core requirement.
Other avenues of support in this matter, including minor system upgrades and piecemeal furniture replacement, have been unsuccessful in addressing the fundamental deficiencies of the current setup.
Objectives:
Enable Main Control Center operators to maintain constant situational awareness and uninterrupted operational oversight by providing a modernized, ergonomic, and technologically advanced surveillance and control environment, as required by the command's mission objectives for security and monitoring.
Description of Main Control Center Materials:
At the minimum the vendor must provide each of the following equipment:
