PERFORMANCE WORK STATEMENT FOR
U.S. NAVAL FORCES SOUTHERN COMMAND/U.S. FOURTH FLEET
INFORMATION TECHNOLOGY, KNOWLEDGEMANAGEMENT, ADMINISTRATIVE &
MAINTENANCE LOGISTICS SUPPORT SERVICES
NAVAL STATION MAYPORT, FL
1.0 SCOPE
The requirement is to provide Information Technology, Knowledge Management, Administrative and Maintenance Management staff support services to the US Naval Forces Southern Command/U.S. Fourth Fleet Staff located at Naval Station Mayport, FL. This Performance Work Statement (PWS) is subject to change and is used for market research purposes only.
2.0 BACKGROUND
US Naval Forces Southern Command/U.S. Fourth Fleet requires Information Technology, Knowledge Management, Administrative and Maintenance Management support services in order to conduct day to day operations and staff functions. This contract will provide these required services to the staff.

4.0 REQUIREMENTS: The Contractor shall provide qualified personnel to perform the following support tasks:
4.1 Lead Information Assurance Systems Administrator/Network Engineer Support:
The Contractor shall:
a. Provide Lead IA Systems Administrator and Network Engineer support to USNAVSO/FOURTHFLT.
Provide Network Engineer services from the designated IA space during normal work hours of 0730-1600.
b. Per DoD guidance, operate, secure, maintain, and repair network infrastructure such as switches, hubs, routers, and firewalls, among other network devices. Networks could include DoD C41 Systems, JWICS, CENTRIXS, and additional networks per operational requirements.
c. Primarily serves as a USNAVSO/FOURTHFLT Lead Systems Administrator and secondarily as a network engineer.
d. Provide system administrator support as required for C4I systems including but not limited to ENMS Lite, DCGS-N Increment 1 Block 2 (SIPR and JWICS), ADSI v15, GCCS-J 4.3 U1, Radiant Mercury (RADMERC) and Video Teleconference (VTC) Systems.
e. Perform scans, patch, document, and submit reports per DoD Information Assurance and Computer Network Defense guidelines.
f. Create applicable Standard Operating Procedures as required.
g. Design network architectures per applicable DoD guidance.
h. Coordinate and document changes to network configuration and topology.
i. Install and maintain software and hardware, control current versions and future releases of applications software, and document the physical configuration of information systems.
j. Optimize the functionality of networks and systems, diagnose and recover failed systems.
k. Install, configure, test, and implement vendor-supplied modifications to existing systems software while applying and implementing applicable federal network security standards.
l. Help maintain accountability of IT equipment assigned to the USNAVSO/FOURTHFLT.
m. Advise and assist customers; troubleshoot complex problems; and provide support in a manner that minimizes interruptions in customers' ability to carry out critical business activities.
n. Design, engineer and install network infrastructure; engineer and implement equipment reallocations;
provide PC maintenance and IT hardware maintenance; provide interim system communications assistance.
Lead IA Network Engineering and System Administrator Support experience required for this position:
Minimum 10 years’ experience in Information IA technology or related area 10+ years of experience maintaining and securing supported operating systems.
Obtain and maintain MCSA certification within the first 6 months of reporting.

4.2 Lead Information Assurance Network Engineer/Systems Administrator Support:
a. Provide Lead IA Network Engineering and System Administrator support to USNAVSO/FOURTHFLT.

4.3 Training Program Manager and Command Historian:
a. Provide Training Management support to USNAVSO/FOURTHFLT in designated N7 space during normal work hours of 0730-1600.
b. Serve as Command Training Coordinator direct liaison to SOUTHCOM J7/9-2 and attend coordinator meetings to support the annual SOUTHCOM Command Training program planning and execution.
c. Consolidate and gain approval for USNAVSO/FOURTHFLT staff participation of SOUTHCOM funded courses.
d. Serve as the command Joint Training Information Management System (JTIMS) administrator and coordinate with Defense Readiness Reporting System (DRRS) program manager for mission essential training tasks. Monitor and evaluate actions during exercises to assess effectiveness of training objectives.
e. Serve as principle Joint Knowledge Online (JKO) Training Coordinator. Maintain command personnel JKO profiles and assist with JKO related matters and issues. Provide JKO support to subordinate commands.
f. Ensure personnel complete Theater Entry Training Requirements in accordance with the Foreign Clearance Guide (FCG) to maintain short-notice deployable status.
g. Serve as General Military Training (GMT) and Navy E-learning program coordinator. Track the training status for the command and submit routine reports to command leadership.
h. Maintain Fleet Training Management and Planning System (FLTMPS) and Total Workforce Management System (TWMS) Training Coordinator profiles in support of training administration.
i. Serve as principle liaison to United States Agency for International Development (USAID)/Office of Foreign Disaster Assistance (OFDA), coordinate USAID/OFDA training events as required.
j. Coordinate and reserve training spaces on base to include the Afloat Training Group Mayport (ATG-M) auditorium and NAVSTA Mayport HQ (Bldg. 1) meeting rooms.
k. Serve as Operational Planning Team (OPT) member for any/all operations/exercises pertaining to Training.
l. Coordinate, plan, and execute formal and informal command training support programs that have a direct impact on staff training and readiness.
m. Establish and maintain access to the Medical Readiness and Reporting System (MRRS) to monitor medical and dental readiness.
n. Develop command exercise Mission Essential Task List training objectives and enter into JTIMS.
o. Provide training management support to lower echelon commands and assigned reserve units.
p. Complete all command and DoD required training in accordance with DoD, Navy and command instructions.
q. Maintain and catalogue command history in accordance with SECNAVINST 5750.4(series) and coordinate with Naval History and Heritage Command (NHHC).
r. Prepare and submit annual Command Operations Report to Naval History and Heritage Command in accordance with OPNAVINST 5757.1 no later than March 1st each year for previous calendar year.
s. Manage the request, procurement and sustainment of historical artifacts on loan from NHHC.
t. Support MOC operations in the information environment, a.k.a. information operations, planning and coordination for exercises and real-world events.
u. Coordinate with J39 teams and information related capabilities (IRCs) at SOUTHCOM, JIATF-S and
MARFORSOUTH to synchronize information operations efforts across the SOUTHCOM enterprise.
v. Provide MISO and DISO expertize to the MOC staff in support of planning.
Training Program Manager and Historian experience required for this position:
Bachelor’s Degree required, Master’s Degree preferred.
Training delivery/facilitation experience in an in-person environment.
Special Qualifications required: JQO, MSOC, JPME I, JPME II, AJPME, or MOPC.
Minimum 10 years’ experience training military, civilians and foreign national military.
Minimum 5 years of component and CCMD level exercise planning.
Minimum 5 years in direct support of a Maritime Operations Center.
Comprehensive understanding of training design, development and delivery.
Extensive experience with JKO, FLTMPS, JTIMS, TWMS, CeTARS and Navy elearning.
Experience with Navy historical program and Secretary of the Navy Instruction 5750.4E for the management of the program.
Exceptional written and oral skills sufficient to develop training guidance.
Proficient at all MS Office programs to include SharePoint.
Possess superior management and organizational skills.

4.4 Knowledge Manager, Records Manager and SharePoint Developer:
a. Provide Knowledge Management (KM), Records Management (RM), Information Management (IM), SharePoint Technical, Administrative and Web Development support to USNAVSO/FOURTHFLT in a designated KM space during normal work hours of 0730-1600.
b. Assist the Commander and staff in the development of knowledge value chain and supporting technologies to facilitate staff operations and command missions within a Navy, Joint and Allied/Partner/Coalition environment, including experimentation, exercises and operational missions in both classified and classified domains.
c. Plan, organize and direct local analysis and documentation of staff procedures, IT toolsets, Decision Support systems, implementations, risk management and ILS.
d. Plan, organize and direct experimentation efforts in support of command missions and make recommendations for improvements therein.
e. Establish and maintain a Knowledge Management program and process required by a Maritime Operations Center and Numbered Fleet Staff.
f. Utilize information technology to enable knowledge processes.
g. Support development of Communities of Practice.
h. Develop collaborative best practices and implement collaboration/IM tools.
i. Support development of knowledge portal/enterprise document management.
j. Develop and sustain the KM posture and culture at USNAVSO/FOURTHFLT.
k. Provide training to KM/IM customers on new KM/IM processes, technologies and data repositories at various venues, meetings, experiments, exercises and conferences.
l. Attend USNAVSO/FOURTHFLT at KM/IM meetings, conferences and workshops as required.
m. Administer the Records Management Program.
n. Execute the requirements of higher headquarters Records Management directives.
o. Draft and/or update local Records Management instructions.
p. Provide training, guidance and assistance in Records Management programs to ensure full compliance with applicable laws and regulations.
q. Evaluate the effectiveness of the Records Management program at least annually and in accordance higher directives.
r. Develop and manage the internal and external information sharing process.
s. Develop information management initiatives and content integration solutions and provide recommendations on ways to improve information sharing in support of operations and efficiency.
t. Perform daily administration of all portals/Websites including internal, external, collaboration at sea, and collaboration/information sharing tools.
u. Provide training to the staff on all information and content management tools and solutions to facilitate adoption and best practice acceptance.
v. Develop and manage technical solutions that ensure relevant information is accessible to all personnel.
Align the information sharing strategy with command guidelines.
w. Build, deploy, administer, troubleshoot, and provide day-to-day support to various SharePoint sites. This is a broad position that entails all aspects of setting up, configuration, administration and application deployments in current version of SharePoint MS Office.
x. Work closely with external Information and Knowledge Management personnel to ensure successful information management and sharing.
y. Design, develop and maintain SharePoint Templates, workflows and Web parts using various programming languages such as JavaScript, VBScript and HTML.
z. Perform tasks related to delegating SharePoint content administrator roles to appropriate users.
aa. Oversee the site request process: review submittals, ensure site creation.
bb. Resolves issues relating to the content creation and publishing of web properties in SharePoint.
cc. Monitor SharePoint logs, activities, events and assets.
dd. Perform end user administration as necessary, including managing SharePoint user accounts and troubleshooting user access problems.
KM, RM and SharePoint Developer experience required for this position:
IT experience: network, software, website management.
Knowledge of and experience in Records Management within a military command.
Military or civilian executive level staff/office experience; program management experience.
Completed training on American Forces Public Information Management Services (AFPIMS) to manage command public website.
Expert understanding of Knowledge Management.
Comprehensive knowledge of ASP.NET, HTML, XML, XML Schema, IIS Web Services and Database design and data normalization.
Expert knowledge of SharePoint Portal Administration.
SQL Server Experience.
Windows Server Experience.
Basic Graphic Design using Photoshop and other graphic applications.
Strong Knowledge of Active Directory, DNS, Networking Security Principles.
Knowledge of Web Services and .NET Framework.
Basic Scripting abilities in VBScript and JavaScript.

4+ years experience developing and maintaining sites in the SharePoint environment, including system administration duties.

4.5 Travel Management Specialist:
a. Perform the necessary duties in support of the USNAVSO/FOURTHFLT travel program during normal work hours of 0730-1600.
b. Provide Travel/Admin support to the Organizational Defense Travel Administrator (ODTA).
c. Participate in overall travel functions of USNAVSO/FOURTHFLT to include establishment of the organizations and sub-organizations.
d. Establish and maintain personnel DTS profiles.
e. In/out process staff personnel. Gain new personnel DTS accounts and release upon transfer.
f. Assist the ODTA with creating and maintaining routing lists.
g. Assist the ODTA with creating, assigning and maintaining group access.
h. Assist the ODTA with creating groups to view documents of detached and cross org members for file accuracy and obligation.
i. Provide DTS and CITIBANK user training to staff members.
j. Review travel authorizations and travel vouchers for compliance with JTR.
k. Process cross org authorization. Assist with Routing List creation and assign LOA labels.
l. Inform travelers of USNAVSO/FOURTHFLT policy and changes to JTR regulations.
m. Assist the Centrally Billed Account (CBA) administrator to resolve discrepancies and match invoices for payment.
n. Serve as an Agency Program Coordinator of the Government Travel Charge Card Program.
o. Generate and monitor Citibank travel program reports IAW DoDI 5154.31, Volume 4.
p. Notify travelers of delinquent account status and follow up to ensure delinquencies are cleared.
q. Provide monthly reports to the Department Director and Deputy, and make immediate notifications of improper use of government travel card.
r. Update activation and deactivation dates in staff accounts.
s. Open and close cardholder accounts based on member status
t. Recommend increase or decrease cardholder account limits.
u. Request new or replacement travel cards.
v. Access APC and cardholder accounts and process applications.
w. Assist APCs to resolve Citibank account access issues.
x. Assist APCs with reporting lost/stolen cards and cancelled accounts.
y. Investigate and rectify insufficient funds and inactive GTCC, from Commercial Travel Office (CTO)
Rejection and Merchants.
z. Investigate and rectify large credit balances and/or overpayments.
aa. Receive notification from Citibank for account with large credit balance. Send notification to the individual for action.
bb. Create duplicate profiles for assigned Reservist personnel to ensure NRO’s process.
cc. TOPS administrator for Travel Office.
dd. Assist the ODTA with maintaining Lines of Accounting (LOA) and assign them to the correct organization and corresponding budget label.
ee. Assist the ODTA with creating, editing and removing information in the Budget module.
ff. Analyze travel documents and reports available in DTS and resolve problems.
gg. Enter established travel budgets and track funding in DTS.
hh. Perform financial management analyst functions to include analyzing travel data for reporting purposes, validating travel obligations in financial systems and entering travel and other financial data for system reconciliation including STARS-FL, CFMS, and DTS.
ii. Review STARS-FL transactions for accuracy and deobligation for cancelled trips.
jj. Follow-up with travel claims for liquidation of travel orders or close of accounts for cancelled requirements.
kk. Track and verify DTS travel orders for timely obligation to the official accounting system.
ll. Obligate and verify non-DTS travel orders in the official accounting system.
mm. Assist with reconciling the command’s travel program.
nn. Assist assigned staff with Passport and Visa application process and coordinate submissions with Mayport Personnel Support Detachment (PSD) Passport Agent.
Travel Management Specialist experience required for this position:
Minimum 5 years’ experience with the Defense Travel System (DTS) STARS-FL Access/Training (OJT) Knowledge of Appropriations Laws CITIBANK Custom Reporting System (Basic and Advanced) DTS Centrally Billed Accounts Training Comprehensive knowledge of DoD FMR & JTR General knowledge and execution of funds to include: Service Operations and Maintenance (O&M), Official Representation Funds (ORF), Traditional Commander’s Activities (TCA) funds, Community Relations (COMREL) funds, Service Increment Funds (SIF), Humanitarian and Civic Assistance (HCA), Developing Country Combined Exercise Program (DCCEP), Combatant Commander Exercise Engagement (CE2), Joint Exercise Transportation Program.
SECRET Security Clearance
4.6 Security and Administrative Specialist:
a. Provide personnel security services per DoD guidance, operate, secure, maintain, and supervise Command security clearances, e-QIP investigations, command visit requests and all security access badges.
b. Maintain currency and inspection readiness for two Secure Compartmentalized Information Facilities
(SCIFs) for bi-ennial Defense Intelligence Agency Accreditation.
c. Track all command security training, to include annual basic SCI refresher training and annual ORCON, unauthorized disclosure, and classification marking training. This includes any additional command security training as required by the Command Security Manager, DoN, DoD or SSO Navy.
d. Maintain and issue command courier cards.
e. Provide foreign area travel advisory briefings for command personnel traveling overseas.
f. Maintain and update all security access lists for each of the command buildings.
g. Coordinate with the Physical Security Officer as the backup point of contact on issues concerning alarm resets, malfunctions or lock installation for the command.
h. Coordinate with the Information Assurance Manager for readiness on Command Cyber Inspections.
i. Maintain current Command Intelligence Oversight, Operational Security and Security Standard Operating
Procedures.

7.0 WORK HOURS:
The Contractor shall develop personnel work schedules to ensure task described in the PWS are performed. The below information is provided as historical information only to provide insight on existing work schedule. Work hours shall normally be between the hours of 0700-1630 Monday through Friday, except federal holidays. A typical work day consists of 8 hours. The COR may adjust hours as required due to operational commitments, but work will not exceed a 40 hours per week or involve any work that requires overtime or shift differential pay.

7.2 When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the proceeding Friday is observed as a legal holiday. This list of holidays relates to Government duty days and is not intended to supplement or otherwise alter the provisions of any Wage Determination regarding applicable paid holidays.
7.3 It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not be a reason for an additional period of performance, or entitlement of compensation except as set forth within the contract. In the event the Contractor’s personnel work during the holiday, the Contractor may reimburse them; however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked, unless stipulated otherwise. This provision does not preclude reimbursement for authorized overtime work if applicable.
8.0 PLACE OF PERFORMANCE:
The normal place of performance will be at US Naval Forces Southern Command/US Fourth Fleet, BLDG 1878, Naval Station Mayport, Jacksonville, FL 32228
9.0 WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Task consists of and not limited to, working in an office environment which may include frequent typing, walking, and transporting of paper work within the building and lifting of items less than 50 pounds. Additional work may involve warehouse operations for supply logistics.
10.0 SECURITY REQUIREMENTS:
Contract Security Classification Specification: The Department of Defense Contract Security Classification Specification (DD Form 254) itemizes the security classification requirements for this contract. The work to be performed under this contract requires access to, and handling of classified information up to and including TOP SECRET. The Contractor shall obtain facility and personnel clearances as may be required by the Department of Defense Industrial Security Program prior to starting work on this contract.
11.0 SECURITY CLEARANCE:
TOP SECRET Clearance: The Contractor shall have a Facility Clearance at TOP SECRET level. All Contractor employees on Task 4.1, Task 4.2, Task 4.3, Task 4.4, and Task 4.6 shall have a TOP SECRET clearance; task requirement 4.5 will be at the SECRET Level. Contractor employees who require access to classified information shall be investigated and cleared under the National Industrial Security Program (NISP).
A Visit Request, DD Form 254 or DoD Letter of Consent-NISP Form, shall be submitted to the COR and servicing Command Security Manager validating the clearance level. Contractor employees who require access to sensitive unclassified information or computer systems are required to have a favorable National Agency Check (NAC) IAW SECNAV INST 5510.30 series and SECVNAVINST 5510.36 series. The employee roster provided to the COR will be used by the Command Security Manager to accomplish this check under the Facilities Access Determination Program. The Government retains the right to exclude any Contractor employee from performance of duties under this PWS if that employee is a security risk or is unable to obtain a security clearance. The exclusion of an employee for security reasons shall not relieve the Contractor from performance of the services required under this contract. DD Form 254 contains additional information regarding specific higher-level security clearances. Periodic updates to past investigations are mandatory and employee participation in providing information and completing forms is required. Personnel requiring a security clearance must have, at minimum, an interim clearance granted prior to beginning these tasks.
Additional security checks required for access to computer systems will be identified by the COR.
12. ADDITIONAL SECURITY REQUIREMENTS: Work under this project requires access to personally identifiable information (PII) and information protected by the Privacy Act of 1974. In addition to the security requirements listed, contractors performing work under this effort must meet the following criteria: Per SECNAV M-5510.30, all individuals with access to PII or Privacy Act information must be US Citizens; therefore, US Citizenship is a requirement. In all cases contract employees must meet eligibility requirements for a position of trust at a minimum. The Contractor shall comply with all applicable DoD security regulations and procedures during the performance of this work. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, sensitive but unclassified (SBU) information, classified information, and all government personnel work products that are obtained or generated in the performance of this action. Contractor employees are required to have National Agency Check, Local Agency Check and Local Credit Check (NACLC) investigation at a minimum in accordance with DoD Instruction 8500.2. Local Agency Check and Local Credit Check must be submitted and results received prior to commencement of work. A security clearance will be required to perform work under this contract.
AN “UNFAVORABLE” OR “NO DETERMINATION” ADJUDICATION OF THE CONTRACTOR
EMPLOYEES INVESTIGATION WILL RESULT IN IMMEDIATE TERMINATION OF ACCESS TO
THE WORKSPACE AND RECORDS.
Purpose: Reference is hereby made to Navy awarded contracts requiring Contractor access to Navy information systems, SBU information, areas critical to the operations of the command, and/or classified information.
Although these contracts may not be classified, Contractor employees are required to have obtained a favorably adjudicated National Agency Check with Local Agency and Credit Checks (NACLC) determination at a minimum. The Department of the Navy (DoN) has determined that all DoN Information systems are sensitive regardless of whether the information is classified or unclassified. A Contractor whose work involves access to sensitive unclassified information warrants a judgment of an employee's trustworthiness. Therefore, all personnel accessing DoN Computer systems must undergo investigation for a position of trust to verify their trustworthiness. Also, Commands will include Facility Access Determination (FAD) program requirements in the contract specifications when determinations for facility access only will be required on the Contractor employees. The following addresses those requirements for Security.
NO FOREIGN NATIONAL WILL BE EMPLOYED ON THIS GOVERNMENT CONTRACT.
This clause does not apply to employees hired overseas In accordance with Status of Forces Agreements, Diplomatic (memorandums) of understanding or other Host Nation Agreements. Employees hired under these agreements are subject to local pre-employment checks.

All contractors, working within DoN Spaces must be entered into the Joint Personnel Adjudication System (JPAS), and then owned by their contracting company facility security officer (FSO). The receiving command Security Manager will then service those individuals in JPAS for tracking and monitoring of their investigation status.
If no previous investigation exists, the Contractor personnel shall complete the requirement for a Tier 3 security investigation.
Tier 3 security investigations for positions of trust will be processed through the receiving command Security Manager.
Investigative requirements for DoN Contractor personnel requiring access to classified information are managed under the National Industrial Security Program (NISP). Requests for investigation of Contractor personnel for security clearance eligibility are processed by the Office of Personnel Management (OPM) and adjudicated by Defense Industrial Security Clearance Office (DISCO). When Sensitive Compartmented Information (SCI) access is at issue, the Department of the Navy Central Adjudication Facility (DoNCAF) is the adjudicative authority for all DoN Contractor personnel requiring SCI access eligibility.
The Contractor shall ensure that a complete security package, (SF-85, SF-85P, SF-86 and FD258 2 copies) are submitted to the Command Security Officer receiving the contracted services in order for the Security Officer to conduct a suitability review of the submitted investigative forms.
The Contractor FSO or security representative shall ensure that individuals assigned to the command are U.S.
citizens and will ensure completion of the SF-85P or SF-86. The SF-85P or SF-86 along with the original signed release statements and two applicant fingerprint cards (FD 258) will be forwarded to the receiving command Security Manager at least one week prior to reporting for duty.
Personnel cannot be properly processed and provided system access prior to their reporting date without receiving the investigative paperwork one week prior.
For contracts requiring a position of trust the Command Security Officer will submit the forms for a position of trust. For classified contracts the Contractor FSO will submit the SF-86 to OPM for processing and eventual adjudication by DISCO.
The completed SF-85P or SF-86 will be reviewed by the receiving command Security Manager for completeness, accuracy and suitability prior to the submission. If the Contractor appears suitable after the questionnaire has been reviewed, the request will be forwarded to OPM.
The completed SF-85P or SF-86 along with attachments will be forwarded to the Office of Personnel Management (OPM) who will conduct the NACI investigation or equivalent. All contract personnel will in-process with the receiving command Security Manager and Information Assurance Manager upon arrival to the command and will out-process prior to their departure.
Please note: When processing a Questionnaire for National Security Positions, the applicants can only access the e-QIP system if they have been instructed to do so by an appropriate official at sponsoring agency. Individuals cannot pre-apply for a security clearance, nor update their security questionnaire, unless granted access by an appropriate agency official. The e-QIP software can be accessed at the Office of Personnel Management (OPM) website http://www.opm.gov/e-qip/index.asp or http://www.dss.mil the Contractor shall provide the completed Questionnaire for Public Trust Positions, or Questionnaire for National Security Positions with the original signed release statements and two applicant fingerprint cards (FD 258) to the receiving command Security Manager for suitability determination. The receiving command Security Manager will review the form for completeness, accuracy and suitability issues, and forward to OPM as detailed on the OPM website. Applicants can obtain an SF-86 or SF-85P by visiting the Office of Personnel Management (OPM) website located at:
http://www.opm.gov/forms/html/sf.asp. The responsibility for providing the fingerprint cards rests with the Contractor.
The Department of the Navy Central Adjudication Facility will provide the completed investigation to the receiving command Security Manager for the determination in cases where a favorable determination cannot be reached due to the discovery of potentially derogatory information. The command will provide written notification to the Contractor advising whether or not the Contractor employee will be admitted to command areas or be provided access to unclassified but sensitive business information. Determinations are the sole prerogative of the commanding officer of the sponsor activity. If the commanding officer determines, upon review of the investigation, that allowing a person to perform certain duties or access to certain areas, would pose an unacceptable risk, that decision is final. No due process procedures are required.
The Contractor employee shall take all lawful steps available to ensure that information provided or generated pursuant to this arrangement is protected from further disclosure unless the agency provides written consent to such disclosure. Security clearance requirements are defined in the DD-254 of the basic contract for those contracts that will require employees to handle classified information.
The FSO will ensure that the SAAR-N is forwarded to the receiving command Security Manager for receipt at least one week prior to the start date for the individual.

Pre-employment Clearance Action: Employees requiring access to classified information, upon reporting to their position, will be read into access by the local command security representative. A local classified material handling indoctrination will take place at that time.
The I-9 form lists acceptable forms of identification that can be provided to prove U.S. citizenship. Dual citizens are required to renounce their secondary citizenship in order to work for the U.S. government. Citizenship can be renounced by turning in the foreign national passport to a government security officer for destruction or to the originating embassy of the passport. Individuals should request a signed affidavit from their embassy recognizing the renouncing of their citizenship.
Acceptable Proof of Citizenship:
a. For individuals born in the United States, a birth certificate is the primary and preferred means of citizenship verification. Acceptable certificates must show that the birth record was filed shortly after birth and it must be certified with the registrar's signature. It must bear the raised, impressed, or multicolored seal of the registrar's office. The only exception is if a state or other jurisdiction does not issue such seals as a matter of policy.
Uncertified copies of birth certificates are not acceptable. A delayed birth certificate is one created when a record was filed more than one year after the date of birth. Such a certificate is acceptable if it shows that the report of birth was supported by acceptable secondary evidence of birth. Secondary evidence may include:
baptismal or circumcision certificates, hospital birth records, or affidavits of persons having personal knowledge about the facts of birth. Other documentary evidence can be early census, school, or family bible records, newspaper files, or insurance papers. All documents submitted as evidence of birth in the U.S. shall be original or certified documents.
b. If the individual claims citizenship by naturalization, a certificate of naturalization is acceptable proof of citizenship.
c. A Passport, current or expired, is acceptable proof of citizenship.
d. A Record of Military Processing-Armed Forces of the United States (DD Form 1966) is acceptable proof of citizenship, provided it reflects U.S. citizenship.
e. If Citizenship is from the Island of Puerto Rico; see Puerto Rico Birth Certificates Law 191of 2009,at web site http://www.prfaa.com/birthcertificates/.
f. If citizenship was acquired by birth abroad to a U.S. citizen parent or parents, the following are acceptable evidence:
(1) A Certificate of Citizenship issued by the Department of Homeland Security, U.S.
Citizenship and Immigration Services (USCIS) or its predecessor organization.
(2) A Report of Birth Abroad of a Citizen of the United States of America
(3) A Certificate of Birth.
Some office work is expected to be unclassified or unclassified sensitive data including Personally
Identifiable Information (PII). The Contractor shall meet all requirements of the Privacy Act; DOD 5239 & 8570 instructions.
13.0 EMPLOYMENT OF FEDERAL EMPLOYEES: The Contractor shall not employ or enter into a contract with any person to perform work under this contract who is an employee of the United States Government, either military or civilian, unless such person receives approval IAW applicable Federal, Navy and DOD regulations.
14.0 LANGUAGE REQUIREMENTS: All Contractor personnel shall be sufficiently competent in reading, writing, speaking, and understanding English to perform the work.
15.0 PERSONNEL CONDUCT: The selection, assignment, reassignment, transfer, supervision, management, of Contractor personnel employed to perform tasks specified herein shall be the responsibility of the Contractor. The Contractor shall be responsible for the performance and conduct of Contractor and subcontractor employees at all times. Personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the installation shall abide by the security regulations listed in the contract and shall be subject to such checks by the Government as deemed necessary. The Contractor shall not employ for performance under this contract any person whose employment would result in a conflict of interest with the Government’s standards of conduct.
16.0 PERSONNEL COMPLIANCE: The Contractor shall ensure that Contractor employees observe and comply with all local and higher authority policies, regulations, and procedures concerning fire, safety, environmental protection, sanitation, security, traffic, parking, energy conservation, flag courtesy, “off limits” areas, and possession of firearms or other lethal weapons. When two or more directives or instructions apply, the Contractor shall comply with the more stringent of the directives or instructions.
17.1 TRAINING: Contractor employees shall comply with command guidance and directives regarding required training for civilian employees, both Government and Contractor. This training is typically computer based and may be completed during normal working hours. The Government will not bear the cost of to supply minimum Contractor training required to execute this PWS.
18.0 PERSONNEL REMOVAL: Government rules, regulations, laws, directives, and requirements that are issued during the term of the performance period relating to law and order, installation administration, and security shall be applicable to all Contractor employees and representatives who enter the installation. Violation of such rules, regulations, laws, directives, or requirements shall be grounds for removal (permanently or temporarily as the Government determines) from the work site or installation. Removal of employees does not relieve the Contractor from the responsibility for the work defined in this contract. The Contractor is expected to provide 24/7 support services despite personnel removal or other unforeseen condition.
18.1 Removal by Installation Commander: The Installation Commander may, at his/her discretion, bar an individual from the installation under the authority of 18 USC 1382 (1972), for conduct that is determined to be contrary to good order, discipline, or installation security and safety.
