About this file

This document is a Description of Requirements (DOR) for procuring portable communications equipment for the Equipment Operator "A" School at Fort Leonard Wood. The procurement involves 24 XL-185P portable UHF radios and associated auxiliary equipment, including specialized features such as FIPS 140-2 operation, P25 over-the-air rekeying, encryption capabilities, and immersible radio operation. DESCRIPTION OF REQUIREMENTS

Training Area Communications Equipment

INTRODUCTION

The Equipment Operator “A” School, operating under the Center for Seabees and Facilities Engineering (CSFE) Detachment Fort Leonard Wood, is tasked with the technical training of newly accessed Sailors. This instruction is conducted under the oversight of the Interservice Training Review Organization (ITRO), providing essential equipment operations and preventative maintenance training to an annual throughput of approximately 2,300 students across the Navy, Marine Corps, Army, Air Force, and Coast Guard.

The current hand-held radios in use at EO “A” School are maintained and serviced by the Fort Leonard Wood Communications Department (G6). To support interservice training requirements and maintain continuity across all ITRO partners, the XL-185P portable radio has been selected as the standard communications platform by the G6 in coordination with ITRO stakeholders.

However, the present radio inventory is insufficient to support all required schoolhouses and field training environments. Additional units are critical to sustaining effective and safe communication across training sites. Standardizing on the XL-185P radio ensures seamless interoperability, facilitates consistent training on radio operations and maintenance, and enables unified programming and technical support through the G6.

The acquisition of additional XL-185P radios is necessary to maintain a secure and operationally consistent training environment, uphold joint-service interoperability standards, and ensure uninterrupted support from G6 for equipment serviceability and programming.

This is to procure the following items to support CSFE DET FLW EO “A” School:
