About this file

This is a Supply Specification Sheet from the United States Naval Academy Chemistry Department for the procurement of a high-performance liquid chromatography system with mass spectrometry capabilities.

The procurement is exclusively limited to the purchase and installation of an ultra-high performance liquid chromatograph (UPLC) with a photodiode array (PDA) UV/Vis detector coupled to a multi-reflecting time-of-flight (MRT) mass analyzer. No long-term maintenance contract is expected. The system must include: ultra-high performance liquid chromatography with solvent blending capability (2 pumps supporting up to 4 solvents); a multi-reflective time-of-flight mass analyzer; mass accuracy better than 500 ppb; mass resolution of 80,000 FWHM; a PDA UV/Vis detector; an UPLC pump with flow settable from 0.001–2,000 μL/min in 1 μL/min increments, with pump flow accuracy ≤ ±1.0% at 0.5–2.0 mL/min and precision ≤ 0.075% RSD or 0.01 min SD; solvent composition settable from 0.0–100% in 0.1% increments; and an optional external solvent select valve to accommodate an additional 5 solvents for a total of nine solvents. The system must be procured from a vendor able to distribute the XEVO MRT Mass Spectrometer. This procurement is intended to build research capacity across the Chemistry Department in analytical, synthetic, and biochemical research to support faculty mentorship of midshipmen and DOD's mission of training combat-ready naval and marine corps officers.

Supply Specification Sheet The United States Naval Academy Chemistry Department

High Performance Liquid Chromatography with attached MRT mass analyzer

1. Background. The United States Naval Academy request to purchase a liquid chromatography mass spectrometry unit, specifically a ultra high performance liquid chromatograph (UPLC) with a photodiode array (PDA) UV/Vis detector, coupled to a multi-reflecting time-of-flight (MRT) mass analyzer. This instrument builds research capacity broadly across the USNA Chemistry Department in the areas of analytical, synthetic, and biochemical research. Such research will support tenured and tenure track faculty to mentor and advise midshipmen future warfighters, both in and out of the classroom, in order to push the state of science forward, as well as to support the DOD mission of training combat-ready future naval and marine corps officers.

2. Objectives. The primary objective of this procurement effort is to purchase a new ultra high-performance liquid chromatograph (UPLC) with a photodiode array (PDA) UV/V is detector, coupled to a multi-reflecting time-of-flight (MRT) mass analyzer.

3. Scope. This procurement is exclusively limited to the purchase/installation of the UPLC with MRT mass analyzer. No longstanding/long-term maintenance contract is expected for this effort.

4. Requirements. The following requirements relate to this procurement effort:

a. The system must include ultra-high performance liquid chromatography with solvent blending capability (2 pumps, up to 4 solvents).

b. The system must include a multi-reflective time-of-flight (MRT) mass analyzer.

c. The system must include a mass analyzer with high throughput analysis with high data quality, delivering mass accuracy better than 500ppb.

d. The system must include a mass analyzer with high throughput analysis with high mass resolution, achieving mass resolution of 80,000 FWHM.

e. The system must include a photodiode array (PDA) UV/Vis detector

f. The system must include an UPLC pump flow settable from 0.001 - 2,000 μL/min, in 1 μL/min increments. The pump flow accuracy must be less than or equal to ± 1.0% at 0.5 to 2.0 mL/min using 100% Solvent A, and the pump flow precision must be ≤ 0.075% RSD or 0.01min SD, whichever is greater. The pump solvent composition must be settable from 0.0-100% in 0.1% increments within a single method.

g. The system must include an UPLC pump with optional external solvent select valve on one solvent line, to add an additional 5 solvents (a total of nine solvents).

h. The system must be procured from a vendor that is able to distribute the XEVO MRT Mass Spectrometer.

5. Deliverables. The deliverables for this procurement effort is for the UPLC with MRT mass analyzer. No longstanding/long-term maintenance contract is expected for this effort.
