About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to procure fiber laser systems for the U.S. Naval Observatory (USNO). The USNO is seeking to purchase a total of 10 continuous wave (CW) visible fiber laser systems with a center wavelength of 780.24 nanometers and a linewidth of 3 milliwatts. The lasers must be compatible with and direct replacements for the existing fiber lasers used in the USNO's fountain clocks to maintain uniformity of operation. The period of performance is anticipated to be executed through fiscal year 2029, with deliveries in 2-unit increments over 5 annual ordering periods. No travel is required. The procurement will be conducted as a sole source acquisition with Lumibird Inc. under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation will be available on or about August 13, 2024 and responses are due by August 16, 2024.

Statement of Work
Fiber Laser System for Generating 780nm Light
Clock Development Division, Precise Time Department
U. S. Naval Observatory
BACKGROUND
The United States Naval Observatory (USNO) is the authoritative source of time for the
Department of Defense. For this purpose the USNO’s Precise Time Department maintains an ensemble of high-performing atomic clocks that is used to generate precise time. Because of the lack of commercial vendors for the highest performing clocks, stocking the clock ensemble with systems based on cutting-edge technology requires that these systems be designed and built in-house. Laser systems on these atomic clocks have been upgraded from semiconductor lasers to telecom-based systems, and the technology has proven superior in laser-source quality, output power, and stability over time. This contract is to procure additional units as spares, as the lasers do occasionally need maintenance and/or replacement.
SCOPE
This contract includes a total of five (5) and six (6) months ordering periods. Sources must provide brand name exact match only.

REQUIREMENTS
The USNO seeks to procure fiber laser systems with the following specifications:
1) Model must be drop-in replacement for the systems already in use. Item must be brand name exact match to the above mentioned item.
2) Center wavelength: 780.24 nanometers (nm)
3) Continuous wave (CW) laser linewidth: <250 kiloHertz (kHz)
4) CW power output up to 1 Watt (W), adjustable
5) Continuously tunable (mode-hop free) over at least 8 GigaHertz (GHz) (covers the Rb D2 transition manifold)
6) Wavelength-lock capability via external frequency-tuning input
7) Output coupled into a single-mode polarization-maintaining fiber with FC/APC coupler, yielding a linearly-polarized output
8) Separate monitor output, capable of providing >3 milliWatts (mW)
9) Fit into a 3U space in a standard equipment rack
10) Wall-plug power consumption < 250 W
11) System shall not employ 780 nm semiconductor components to generate the output
12) System shall operate continuously for years, without requiring any end-user alignment or adjustments
The laser systems must be compatible with and direct replacements of the existing fiber lasers already in use in the USNO’s fountain clocks in order to maintain uniformity of operation of these clocks. As noted, other options include semiconductor lasers but this system shall not employ 780 nm semiconductor components to generate the output because known issues with
780 nm semiconductor lasers prohibit long-term use without user intervention. Free-space (i.e.
not fiber-coupled) laser systems introduce losses that limit the clock performance.
FACILITIES, EQUIPMENT, AND TRAVEL:
Planning and support for the completion of these tasks will be coordinated with the technical
POCs listed below for the USNO. No travel is anticipated for this order.
PERIOD OF PERFORMANCE:
The period of performance is four (4) months or sooner for the delivery of components from award date. As noted above, the period of performance is anticipated to be executed through
FY29, depending on availability of funds per year and operational need.
POINTS OF CONTACT (POCs):
USNO’s Technical POCs for this order are:
