DEPARTMENT OF THE NAVY

NAVSUP FLEET LOGISTICS CENTER NORFOLK

700 ROBBINS AVE, BLDG 2B

PHILADELPHIA, PA 19111-5083

IN REPLY REFER TO

LSJ# 20-065

LIMITED SOURCE JUSTIFICATION FOR FSS ORDER (above SAT)

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:

Requiring Activity: Commander, Navy Reserves Forces Command (CNRFC)

1915 Forrestal Drive, Bldg NH-32

Norfolk, VA 23551-4615

Contracting Activity: NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office, 700 Robbins Ave, Bldg 2B, Philadelphia, PA 19111-5083

2. NATURE/DESCRIPTION OF CONTRACT ACTION:

This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a follow on Federal Supply Schedule order to Capgemini Government Solutions (Capgemini-GS), under their General

Services Administration (GSA), Salesforce, Implementation, Integration, and Support Services (SIISS) Blanket

Purchase Agreement (BPA) (GSA Schedule: GS‐35F‐0601M) (SIISS BPA: GS00Q16AEA1002) IAW FAR 8.405-2 and 8.405-6. The placement of a firm, fixed price order (FFP) is anticipated.

3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES:

The proposed acquisition is to acquire continued software development services for the Reserve Relationship

Management (R2M) software pilot program begun under GSA SIISS BPA order N00189-19-F-Z977 with

Capgemini-GS in support of the Commander, Navy Forces Reserve Command (CNRFC) Navy Operations Support

Centers (NOSC), Naval Air Reserve Squadrons (NARS), and Navy Region Reserve Component Commands

(NRCCs). R2M utilizes the Salesforce Cloud-based, Software-as-a- Service (SaaS)/Platform-as-a-Service (PaaS) customer relationship management (CRM) environment for developing digitized versions of paper-based administrative processes and making those processes available via website and mobile applications. CNRFC is currently obtaining these Salesforce developmental services from Capgemini-GS (SIISS BPA: GS00Q16AEA1002) under GSA BPA order N00189-19-F-Z977, which was competitively awarded for CNRFC’s R2M technical development, operations and maintenance, and implementation strategy requirements for ten (10) administrative processes. These ten processes include Military Funeral Honors, Trouble Ticketing, Drill Weekend Tasking, Bonus/Incentive Pay, Line of Duty determination, Medical Retention Review, Special Request Chit Submission, Command Check-In/Check-Out (to include indoctrination and Navy Reserve Activity Transfer Gain/Loss processes), Reserve Component to Active Component conversion requirements, and System Management application.

Due to travel and work limitations caused by the COVID-19 pandemic, Capgemini-GS was unable to finalize development of the processes and CNRFC was unable to fully analyze and request improvements, as applicable, and deploy the R2M program. As such, the R2M initiative requires continued Salesforce software development, testing, data integration, and product/release management services by Capgemini-GS who has the Salesforce software development and Reserve Force structure expertise required to continue and build upon the work they begun under

N00189-19-F-Z977, which is set to expire on 29 September 2020. While substantial work has already been completed by Capgemini-GS under the incumbent order, CNRFC has identified the need to revise and update the original 10 processes to input, transmit and display data from CNRFC systems to render properly within the

Salesforce mobile application program. In addition, CNRFC has identified the need to safeguard Personal

Identifiable Information (PII) through a verification system for CNRFC personnel with the development and integration of an Identity, Credentialing, and Access Management (ICAM) solution, which was not included in the original order. The ICAT solution is critical to support the performance for CNRFC personal across the NOSC’s

NAR’s and NRCC’s once the R2M program is fully developed.

This proposed acquisition will be funded with annual appropriations (FY20 – Operation and Maintenance

Navy – O&MN).

The Period of Performance will be 30 September 2020 to 29 September 2021.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR DEMONSTRATION OF

CONTRACTOR’S UNIQUE QUALIFICATIONS:

The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in

FAR 8.405-1 or 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405-6(a)(1)(C) – Logical Follow-On.

Salesforce integration and development support services are only available through the GSA, Federal Acquisition

Service (FAS), Integrated Technology Services (ITS), Strategic Solutions Contract Operations Division portfolio of pre‐competed, Information Technology (IT) solutions- SIISS BPA established in accordance with FAR 8.405‐3.

Currently, an SIISS BPA holder utilizes the Salesforce Customer Relationship Management (CRM) software development platform, which was developed solely by Salesforce and approved for use by government agencies in accordance with Department of the Navy (DoN) and Department of Defense (DoD) Cloud Computing Services policy and regulations. Specific reasons that the Salesforce CRM was determined the only solution that met

CNRFC’s requirements are as follows:

DoD Chief Information Officer (CIO) requires that, if available, solutions must leverage cloud technology. Salesforce is the only cloud-based CRM that provides a highly secure environment that holds a Federal Risk and Authorization Management Program (FedRAMP) Moderate Authority to Operate

(ATO) for Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) cloud operating models. DoD

CIO requires that, if available, solutions must leverage cloud technology.

CNRFC requires that the CRM solution be capable of storing Personally Identifiable Information (PII) and Personal Health Information (PHI) for its Reserve Force. Salesforce is the only cloud-based CRM provider that possesses Provisional Authorizations (PA) from Defense Information Systems Agency

(DISA) at Impact Level 2 (IL2) and Impact Level 4 (IL4), which is based on DISA's Cloud Computing

Security Requirements Guide (SRG). FedRAMP guidelines require that cloud-based data systems containing PII and PHI possess IL4 certification.

DoD CIO policy requires that cloud services be accessed via DoD owned Cloud Access Points (CAPs).

Salesforce is the only cloud CRM vendor that has received permission to connect to DoD and Navy networks via the DISA and Department of the Navy (DoN) CAPs.

Several Navy entities utilize Salesforce in their application environment. CNRFC requires that its solution be able to interact with these other Navy application environments, and Salesforce is the only

CRM provider that does so organically.

GSA competitively awarded the SIISS BPAs in accordance with FAR 8.405‐3 to provide a streamlined method for

Government Agencies to procure high quality Salesforce implementation, integration and support services. The

SIISS is a unique BPA that provides agencies quicker, faster, and safer access to high quality, cost‐effective services for Salesforce, one of the industry‐leading SaaS and PaaS cloud providers. As noted earlier, CNRFC is currently obtaining Salesforce software development services from Capgemini-GS under GSA BPA order N00189-19-F-Z977

(SIISS BPA GS00Q16AEA1002). For the award of this incumbent order, the Contracting Office made the solicitation available to all GSA SIISS BPA holders for Salesforce and posted RFQ N00189-19-Q-Z521 (e-buy

#1396308) on GSA e-Buy. The SIISS BPA holders at the time were the following:

Contractor GSA Schedule GSA SIISS BPA

Accenture GS‐35F‐0371N GS00Q16AEA1000

Acumen (lead)

Excella Consulting

Carahsoft Technology

GS‐35F‐0287P

GS‐35F‐0115R

GS‐35F‐0119Y

GS00Q16AEA1001

Capgemini-GS GS‐35F‐0601M GS00Q16AEA1002

Deloitte GS‐35F‐0617L GS00Q16AEA1003

Phase One GS-35F-0130U GS00Q16AEA1004

PriceWaterhouseCorp (PwC) GS-35F-0263P GS00Q16AEA1005

Two responses to the RFQ were received on 25 September 2019 from Capgemini-GS and

. The contracting officer did not receive quotes from the remaining BPA holders and determined that, although reasonable efforts were made, no additional contractors could fulfill the work identified for this requirement. These reasonable efforts consisted of: (1) Posting the RFQ onto GSA E-buy offering all SIISS BPA holders the opportunity to quote on this solicitation IAW FAR 8.405-3(c)(2)(iii)(A)(1)(2) and (3); (2)

Allowing potential contractors the opportunity to ask questions until the close of the solicitation; and (3) Posting an amendment to answer industry questions and extending the solicitation closing date to 25 September 2019. In addition, the negotiator contacted each BPA holder individually to assess whether or not they had any intention of providing a quote for the solicitation. The negotiator discovered that was acquired by and was not a part of the GSA SIISS BPA. In addition, was not shown on the GSA SIISS BPA list within the GSA

EBUY portal and the negotiator made reasonable attempts to contact to confirm if they were an applicable

BPA holder. No response was received by the contracting office. Lastly, the contracting office contacted separately; however, both BPA holders provided confirmation that they would not be quoting on the requirement.

While there are multiple holders of a GSA SIISS BPA for Salesforce, awarding this follow on effort to any SIISS

BPA holder other than Capgemini-GS would negatively impact the continuity of the R2M pilot program and be both cost and time prohibitive creating unnecessary rework and causing significant delays to CNRFC in meeting their mission requirements. The delays that would be realized by awarding to a different SIISS BPA holder would include the time needed to onboard a new team and reverse-engineer the work already completed by Capgemini-GS in order to comprehend the administration processes already developed before proceeding with the additional tasks planned for the follow on effort of the R2M project. It is estimated this would take approximately 2-3 months and just to onboard a new team and reverse engineer the completed work before any new work could begin. Capgemini-GS is the only source with the knowledge and experience to complete the effort without risk to the CNRFC mission and without duplication of time and cost to the Government that is not expected to be recovered by awarding to another vendor.

5. DETERMINATION OF THE BEST VALUE:

GSA has determined the prices of fixed-price services of the schedule contracts to be fair and reasonable. Therefore, ordering activities are responsible to make a separate determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs. Per FAR 8.404 (d) DEVIATION, the NAVSUP Fleet Logistics Center

Norfolk Contracting Department, Philadelphia Office, Contracting Officer will determine, using the procedures in

FAR 15.404-1 that the prices are fair and reasonable and will document such determination with a level of detail commensurate with the complexity and circumstances of the order.

6. DESCRIPTION OF MARKET RESEARCH:

CNRFC and the contracting office conducted market research by reviewing the previous acquisition’s market research for the services under order N00189-19-F-Z977 and reviewing online information among the current GSA

SIISS BPA holders. For the award of the current order, the contracting office made the solicitation available to all

GSA SIISS BPA holders and posted RFQ N0018919QZ521 (e-buy# 1396308) onto GSA EBUY. As described in paragraph 4, only two vendors responded to the initial solicitation for the support and while there are multiple BPA holders of a GSA SIISS BPA for Salesforce, awarding the follow on effort to any other SIISS BPA holder other than

Capgemini-GS would negatively impact the continuity of the R2M pilot program. This impact will create unnecessary delays for the completion of the R2M development processes and its implementation to CNRFC operational support for the NOSC, NARS and NRCCs.

7. ANY OTHER SUPPORTING FACTS:

This procurement uses a GSA Schedule BPA and will be solicited and awarded in accordance with FAR Subpart

8.4. Salesforce CRM software is currently the only customer relationship management software product capable of meeting the Government’s minimum needs and the only product that is compatible with the OPNAV Manpower, Personnel, Training, and Education (MPT&E) transformation effort. The MPT&E team is utilizing the Salesforce

CRM platform as part of its Application Relationship Management (ARM) program for Navy Recruiting Command

(NRC). The OPNAV MPT&E CRM contract is NNG15SC03B, task order N00039-19-F-0107, awarded on

31 January 2019 by Commander Space and Naval Warfare Systems Command to Carahsoft Technology Corp.

Under a separate requirement being co-processed by NAVSUP FLC Philadelphia, CNRFC is obtaining the renewal of their Salesforce software licenses required to expand its own CRM system in coordination and collaboration with the OPNAV MPT&P efforts to allow the sharing of efforts between CNRFC and OPNAV MPT&E and switching to another solution, let alone another provider, would be both time and cost prohibitive and negatively impact

CNRFC’s ability to meet their mission requirements.

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION:

For the reasons set forth in Paragraph 4, CNRFC and NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia

Office have no plans at this time to compete future contracts for the types of services covered by this document since they do not anticipate the need for a follow on effort. However, should that need arise, CNRFC and NAVSUP

FLC Norfolk, Philadelphia Office will assess whether competition is feasible.

9. CONTRACTING POINT OF CONTACT:
