About this file
This is a Justification for Urgent Acquisition submitted to the Contracting Officer at Fleet Logistics Center Norfolk for Procurement Request No. DUMMYPR26FACET. The requirement involves FACET computers and scanners needed to support mission-critical operations for an upcoming deployment. The requirement was first identified on 29 December 2025, submitted to the contracting department on 26 February 2026, with a required delivery date of 20 March 2026. The justification cites urgency based on the critically outdated installed FACET hardware, which is unreliable, lacks viable logistics support, and presents a single point of failure. Deployment without this equipment will immediately halt Financial Improvement and Audit Readiness program activities, place the command in non-compliant status, and create significant operational inefficiencies by preventing central archiving and historical data searches essential to CVN and external partners.
The contractor indicates the required materials are readily available and can be delivered within one month of contract award, aligning with the urgent deadline if processed immediately. No other firms were contacted to verify alternative sources, as the form indicates N/A across all three contact line items. The justification was submitted by Ziolyne Wilson on 26 February 2026, approved by Phung Duong (Technical/Equipment Specialist) on 2/26/26, and approved by Contracting Officer Joseph Lawrence French on 3 March 2026. The document certifies that the information provided is accurate and complete to the best of the submitter's knowledge and belief.

To: Contracting Officer, Fleet Logistics Center Norfolk Subj:
JUSTIFICATION FOR URGENT ACQUISITION
Ref: (a) Procurement Request No: DUMMYPR26FACET
(b) Federal Acquisition Regulation 12.102(a)
1. URGENCY: This justification is provided to support the processing of reference (a) on an urgent basis (i.e., more quickly than the routine cycle timeframes of 20 days for requirements less than $25,000 and 30 days for requirements greater than $25,000 but less than $350,000. Processing of a requirement on an urgent basis may allow the soliciting from a single source if Contracting Officer determines that the circumstances deem only one source reasonably available. This justification is based on the following facts:
29DEC25, date on which the requirement was first identified.
26FEB26, is the date on which the requirement was submitted to the contracting department.
20MAR26, is the required delivery date as indicated on the requisition.
A. Explanation of the special circumstances and conditions that exist validating the requirement as "urgent".
The installed FACET hardware is critically outdated and cannot support our mission requirements. The system is unreliable, and with no viable logistics support for repairs, it presents a single point of failure. For our upcoming deployment, functional FACET computers and scanners are not just an upgrade—they are a necessity for daily archiving and data retrieval tasks essential to both CVN and external partners.
B. How this requirement will impact your mission (i.e., the specific harm that would result) if you do not receive the material or service by the required delivery date. (Note: Delays in production schedules alone or failure to expend monies are not acceptable reasons for justifying urgency.)
Deployment without this equipment will immediately stop all Financial Improvement and Audit Readiness program activities, placing the command in a non-compliant status. The inability to perform central archiving and historical searches will create significant operational inefficiencies and delays.
C. Estimated production lead time for the item (how long will it take the contractor to produce the item or complete the service once the contract is awarded)
The required material is readily available from the contractor and can be delivered within one month of the contract award, aligning with our urgent deadline if this request is processed immediately.
The following firms were contacted and have indicated that they cannot provide an item that will meet the needs of the Government.
