About this file
This document is a Justification for Sole Source Acquisition for the United States Naval Observatory (USNO), seeking 13 Fiber Beam expanders for Magneto-Optical Trap (MOT) Collimators. The procurement is for two new atomic fountain clocks using the same design as six previous builds, requiring parts to be as identical as possible to the original design. After conducting market research and a Full and Open solicitation that received technically unacceptable quotes, the contracting office determined that the previous contractor who originally developed the design is the only source capable of meeting the government's minimum specifications. The total acquisition is for Fiber Beam expanders with specific requirements detailed in the Statement of Work, with the beam expanders needing to output from an optical fiber and collimate with a size of about 1" in a length no longer than 75mm.

Source Selection Information See FAR 2.101 and 3.104
The required Fiber Beam expanders will be used to build two (2) new atomic fountain clocks; using the same design as used on the six (6) previous builds.
To accomplish building the atomic fountain clocks, we require as many of the parts to be identical as possible with the previous design. By performing market research; the requiring activity (USNO) was able to determine that the previous contractors are still in business who built the initial design and previously used. The contracting office conducted market research as well and found the previous contract related to this requirement. Additional market research by the contracting office, confirmed that the previous contractor is still in business.
Other information to support a sole source action:
The contracting office considered the technological advancement of the commercial environment, which resulted in a Full and Open solicitation to invite all potential and capable businesses to meet the requirement.
Due to the specifications of the requirement, the contracting activity elected to add a question and answer portion as well, which allowed interested vendors to submit their inquiry
The initial solicitation received an inquiry from an interested vendor; then this was addressed by issuing an amendment When the initial solicitation closed, it resulted quote. The contracting office reviewed the quote and submitted it to the requiring activity for technical evaluation. The technical point of contact (TPOC) provided a technical evaluation determined the quote as technically unacceptable.
When the solicitation closed quotes and forwarded to the TPOC for technical evaluation. technically unacceptable, determined as technically unacceptable by the TPOC which resulted in technical unacceptable quotes. sole-source to the previous contractor who has the initial design and can meet the minimum specifications required by the Government.
