About this file
This is a Justification for Sole Source procurement document for web support services to the U.S. Naval War College (NWC) Public Affairs Office. Purchase Request/Document Number N0012426PR08207 is being awarded to Saalex Corp. (CAGE Code 1T4Z9) on a sole source basis under simplified procedures with a total estimated cost not disclosed in the document. The period of performance spans four consecutive intervals from September 16, 2026 through November 15, 2027, totaling approximately 14 months.
The services required include web, database, portal, and digital publication maintenance and management; customer support; incident resolution; and web, application, and database administration for the NWC's externally facing, cloud-hosted websites. The requirement calls for a Web Developer and Web Content Manager to support the College's schools, colleges, centers, and departments. The justification establishes that only Saalex Corp. can fulfill these requirements based on their current performance under task order N00189-21-D-Z022/N0189-22-F-Z530, which is concluding on September 15, 2026. Saalex possesses exclusive technical expertise in the NWC's legacy systems, including the Cascade Content Management System, BePress Digital Commons Institutional Repository, and SolarWinds Service Desk platform. The contracting officer determined that transitioning to a new contractor would create unacceptable technical and programmatic risk due to loss of institutional knowledge, service disruptions, and transition costs. NAVSUP Fleet Logistics Center, Norfolk Contracting Department executed this procurement, and the justification was signed on August 12, 2026.

In conclusion, the requested services represent the minimum requirements of the Government.
Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.
The U.S. Naval War College (NWC) Public Affairs Office (PAO) requires Web Support Services to maintain and enhance its externally facing, cloud-hosted websites that support the College’s schools, colleges, centers, and departments. The required services are essential to sustaining an integrated, scalable, enterprise-wide web environment that showcases NWC’s research, scholarship, and engagement with its extended communities of interest (COIs). Required services include web, database, portal, and digital publication maintenance and management services in support of the U.S. NWC. Services also include customer support, incident resolution, and web, application, and database administration necessary to develop, maintain, and enhance the NWC’s external web presence. A Web Developer and a Web Content Manager are needed to fulfill the Web Support Services for this requirement.
The services are currently being provided by Saalex under task order N00189-21-D-Z022 / N0189-22-F-Z530.
The task order is in its third option year and the PoP ends on 09/15/2026. The ordering period of basic contract N00189-21-D-Z022 ended on 04/06/2026, therefore no additional task orders can be issued under the IDIQ. This will be a follow-on contract (total one year and two months) while NWC determines whether another IDIQ or a FFP contract with options would better suit their command needs.
Only Saalex Corp. can meet the Government’s minimum requirements as they possess exclusive technical capabilities and specialized knowledge of legacy systems. Saalex is uniquely qualified to continue providing Web Support Services to the U.S. NWC based on extensive specialized technical expertise and comprehensive understanding of the College's web environment, digital infrastructure, business processes, and mission requirements. Transitioning these services to a new contractor would result in the loss of critical institutional knowledge, increased operational risk, service disruptions, and significant transition costs.
Through performance of the current contract, Saalex has developed in-depth expertise administering and supporting the NWC’s enterprise web services program, including the Cascade Content Management System (CMS), the BePress Digital Commons Institutional Repository, and the SolarWinds Service Desk incident management platform. This experience encompasses system architecture, content governance, workflow automation, publishing processes, repository management, incident response procedures, and stakeholder coordination that cannot be readily replicated without a substantial learning curve.
In addition to its technical expertise, Saalex possesses extensive institutional knowledge of the NWC’s organizational structure, academic mission, operational processes, and customer requirements. Saalex has established effective working relationships with key stakeholders across the College, enabling efficient communication, rapid issue resolution, and responsive service delivery.
The NWC’s web services environment includes numerous customized workflows, legacy integrations, governance procedures, and operational practices that are not fully documented and have been developed through years of practical experience supporting daily operations. Replacing the incumbent would require significant time for knowledge transfer, system familiarization, security onboarding, and stakeholder relationship development, increasing the risk of service interruptions and reduced operational effectiveness.
Continued performance by Saalex provides the Government with the lowest technical and programmatic risk while ensuring uninterrupted support for mission-critical web services. The Saalex's demonstrated performance, specialized expertise, institutional knowledge, and established relationships uniquely position it to continue delivering efficient, reliable, and effective support to the NWC. Saalex Corp. is the only known company to date that can successfully satisfy this Government need.
