About this file

This is a Justification for Sole Source document for a simplified acquisition procured by the Naval Leadership and Ethics Center (NLEC) at Naval Station Newport, Rhode Island, through NAVSUP Fleet Logistics Center Norfolk Contracting Department, Groton Office.

The acquisition covers 600 Leadership Practices Inventory (LPI) 360 report assessments and administration services from John Wiley & Sons Inc (CAGE Code 95543), located at 111 River Street, Suite 2000, Hoboken, New Jersey 07030. The LPI 360 product includes two ISBNs (9781118134733 and 9780787948528) and encompasses both the assessment instruments and full administrative support services including reminder notices, weekly progress reports, roster adjustments, technical support, and summary reporting through Wiley's proprietary online portal. The period of performance spans from March 1, 2026 through August 31, 2030, divided into five contract periods. The justification for sole source selection is based on two factors: patent/copyright protection, as John Wiley & Sons owns and maintains proprietary data for the LPI 360 assessment, and compatibility requirements, as the LPI product must maintain continuity with NLEC's ongoing Senior Leadership Course curriculum and ensure uniformity of PCO (Prospective Commanding Officer) and PXO (Prospective Executive Officer) training across the Navy fleet. The Navy's Inspector General Report on Detachments for Cause (2004) and OPNAV Instruction 1412.14 mandate 360-degree assessments for officers assuming command, making the LPI 360 assessment a curriculum requirement. The document was signed by N4 Department Head on January 27, 2026, and the Contracting Officer determination was dated January 28, 2026.

4. Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The Naval Leadership and Ethics Center (NLEC) aboard Naval Station Newport, RI, requires the procurement of 600 Each LPI 360 report assessments and administration in support of their curriculum. LPI 360 assessment illuminates the effectiveness of a leader by measuring the level of commitment, engagement, and satisfaction of the individuals they lead.

The Navy’s Inspector General Report on Detachments for Cause (DFC) of 2004 recommended the implementation of 360 degree reviews for Command Level leaders to aid in reducing DFC across the Navy. OPNAV Instruction 1412.14 requires 360 degree assessments for every officer prior to assuming command. LPI 360 assessment is a curriculum requirement for NLEC’s Senior Leadership Course (SLC). LPI 360 assessment is closely aligned with OPNAV Instruction

1412.14 requirement and includes; a written examination, 360 assessment and debriefing by a certified coach. Sustained continuity of the same leadership and assessment principles across the board is key to the consistency of professional development of senior enlisted leaders in the fleet.

Market research indicated that John Wiley & Sons, Inc is the original publisher and copyright holder LPI 360. Along with the LPI 360 assessments, Wiley also provides administration services for the LPI 360 assessments to include; reminder notices, weekly progress reports, adjustments to student rosters, all technical support, as well as summary reports. LPI 360 assessments are available only through their online portal and no other vendor can provide this package. All NLEC PCO and PXO courses are taught using the requested LPI product. No other similar products in the marketplace will satisfy this Government need.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

For continuity of ongoing curriculum aboard NLEC and for uniformity of PCO and PXO training across the fleet, only the requested LPI product can meet the customer’s needs.

A patent, copyright or proprietary data limits competition.

The proprietary data is owned and maintained by John Wiley & Sons, Inc.

These are "direct replacement" parts/components for existing equipment.
