About this file

This is a Justification for Sole Source Acquisition document for Purchase Request N3476B26RC00049. The Naval Chaplaincy School (NCS) at Naval Station Newport, Rhode Island, is procuring Curriculum Professionalization Services from McColm & Company LLC (CAGE Code 6X4T7) on a sole source basis. The requirement involves professionalizing, validating, implementing, and delivering a 21-hour Professional Development Training Course (PDTC) for Navy Chaplains and Religious Program Specialists across 12 CONUS and OCONUS locations. Services include standardizing presentations, formatting training products, and integrating course materials into a cohesive presentation format. The period of performance runs from September 2026 (as soon as possible) through 30 June 2027. No estimated total cost is provided in the document.

The justification cites "Unusual and Compelling Urgency" under FAR 6.103-2 as the basis for the sole source award, identifying the PDTC as a critical mental health effort supporting the Acting Secretary of the Navy's personnel care priority. McColm & Company LLC is selected as the only known company capable of meeting this requirement due to its specialized expertise in institutional ministry training and proven satisfactory performance under prior contract N0018923P0489. The requirement must remain compatible with existing NCS course materials and PDTC delivery from the predecessor contract. The document was certified by Kenneth G. Hollar from the Center for Service Support (Requiring Activity) on 9/2/26 and approved by Kelly L. Curriculum Professionalization Services

September 2026 (As soon as possible) – 30 June 2027

In conclusion, the requested services represent the minimum requirements of the Government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

The Naval Chaplaincy School (NCS) aboard Naval Station Newport, RI, requires Curriculum Professionalization Services to professionalize, validate, implement, and deliver a Professional Development Training Course (PDTC) for Navy Chaplains and Religious Program Specialists (RPs), with the course material and information provided by NCS. The services also involve standardizing presentations, formatting training products, and integrating them into a cohesive, consistent presentation across all training modules.

The vendor will then deliver the 21 instructional hours of the PDTC using the vendor-professionalized NCS-developed curriculum and training support materials across 12 CONUS and OCONUS locations.

The PDTC is a required, critical mechanism in preparing Navy Chaplains and RPs, personally and professionally, to provide, facilitate, and support religious ministry for Naval Service personnel. It provides training that is directly relevant to real world operational challenges that Chaplains and RPs face in the fleet right now. Chaplains and RPs will be able to directly apply what they learn from the training to better meet the needs of Naval Service personnel.

Source Selection Information – See FAR 2.101 and 3.104

This is an “Unusual and Compelling Urgency” (FAR 6.103-2) partial year follow-on to contract N0018923P0489. US Navy Chief of Chaplains has identified the requirement as a crucial mental health effort in support of the Acting Secretary of the Navy’s number one priority to take care of personnel. In order to effectively prepare the curriculum in time and ensure that the critical training is delivered when and where needed in support of Chief of Chaplain’s guidance, the partial year contract must start as soon as possible in Sept. 2026 and will be a follow-on with the vendor that performed contract N0018923P0489.

The Curriculum Professionalization Services require the support of highly specialized personnel with expertise and experience in institutional ministry training. McColm & Company LLC. has the highly specialized personnel in place from contract N0018923P0489 and has proven satisfactory performance supporting PDTC through this contract. McColm & Company LLC is the only known company to date that can successfully satisfy this Government need.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The urgent and compelling immediate nature of the requirement must be compatible with the current professionalization of the NCS course material and PDTC of contract N0018923P0489.
