About this file

This is a Justification for Sole Source document under simplified procedures (MPT to < SAT) for Purchase Request/Document number 1301360915.

The U.S. Naval War College (NWC) is procuring a subscription to Kpler MarineTraffic maritime domain awareness and vessel-tracking services from KPLER Inc (CAGE Code 93YM4) on a sole source basis. The subscription will provide approximately 1–10 shared user licenses across the NWC research community and analytical stakeholders, including access to real-time and historical AIS vessel tracking data, voyage reconstruction tools, geospatial analytics, port-call monitoring, and maritime intelligence functions to support research, teaching, and operational analysis of global naval and commercial maritime activity. The contract period includes a base year from 5/30/2026 to 5/29/2027, with four optional years extending through 5/29/2031. The justification asserts that KPLER MarineTraffic is the only commercial vendor offering five years of track history on vessels of interest, with enterprise-grade capabilities including terrestrial, satellite, and roaming AIS data integration, historical playback, custom alerts, voyage-event detection, and API integration. The government conducted market research against mandatory sources (UNICOR, AbilityOne, GSA) with negative results and determined no other known services available on the open market meet requirements. KPLER holds proprietary data ownership that limits competition. The document is signed by the requiring activity and NAVSUP Fleet Logistics Center, Norfolk Contracting Department Regional Directorate.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

KPLER Marine Traffic is the only commercial vendor that enables users to obtain five years of track history on vessels of interest. Kpler MarineTraffic would provide CMSI, and NWC, with a powerful, enterprise-grade maritime intelligence capability that significantly enhances the institute’s ability to monitor, analyze, and assess global naval and commercial shipping activity in near real time. By integrating terrestrial, satellite, and roaming AIS data, Kpler tracks hundreds of thousands of vessels globally with very low latency and extensive historical archives, allowing researchers to reconstruct deployments, identify operational patterns, monitor port activity, and analyze long-term maritime trends. Beyond basic ship tracking, the platform links vessel movements to ownership data, cargo flows, sanctions risk, and predictive analytics, enabling deeper insight into Chinese maritime operations, logistics networks, overseas presence, and gray-zone activities. The system’s historical AIS playback, custom alerts, voyage-event detection, and API integration capabilities would directly support CMSI’s research mission by improving the rigor, speed, and evidentiary basis of maritime analysis products for

Navy, DoD, and interagency stakeholders. The mission will be carried out with integrity and effectiveness with the addition of KPLER MarineTraffic annual subscription to CMSI and NWC.

Market Research was conducted against mandatory sources such as UNICOR, Abilityone, and GSA which yielded negative results.

Further market research was conducted which revealed that KPLER does not have any authorized resellers or subsidiaries capable of providing the requested services. There are no other known services available on the open market that meet the needs of the government.
