About this file
This is a Justification for Sole Source Procurement document (Purchase Request/Document number 1301351789) submitted by NAVSUP Fleet Logistics Center, Norfolk Contracting Department for a service contract with Dr. Ki Chon at the University of Connecticut (CAGE Code 01NY7). The procurement is justified under FAR 12.102(a) on a sole source basis with no competition, citing that no substitutes are available and that a patent, copyright, or proprietary data limits competition. All proprietary data is owned and maintained by the University of Connecticut.
The Naval Submarine Medical Research Laboratory (NSMRL) requires the contractor to apply analytical modeling techniques to de-identified electronic physiological data collected from submaximal treadmill exercise to exhaustion before and after five specific diving conditions: resting air dives at 1.35 atmospheres absolute (ATA), resting 100% oxygen dives at 1.35 ATA, resting 100% oxygen exposures at 1.35 ATA in a hyperbaric chamber, air dives with moderate physical activity, and 100% oxygen dives at 1.35 ATA with moderate physical activity. Deliverables include curating a compiled and integrated dataset, relating physiological parameters to performance outcomes following long-duration dives, and developing an initial predictive model for diver physiological readiness and mission performance. The period of performance begins the day after contract award. Market research was conducted against mandatory sources including UNICOR, AbilityOne, and GSA with negative results. Dr. Chon's unique mathematical techniques and novel methodology, which he developed, are cited as reasons only he and his group can perform this work, as his ability to apply these proprietary modeling applications cannot be replicated by other vendors.

JUSTIFICATION FOR < SOLE SOURCE >
(Simplified Procedures - MPT to < SAT)
Purchase Request/Document number: ____1301351789____________________
The supplies or services described herein are being solicited on a sole source basis and competition is precluded in accordance with FAR 12.102(a) for reasons indicated below. There are no substitutes available for the supplies or services.
Restricted to the following source. (Check One)

Description of the supplies or services required, the estimated price/cost, and required delivery date or period of performance.
The Naval Submarine Medical Research Laboratory (NSMRL) provides research solutions to the most medically challenging platform in the Navy, the US Submarine and their divers. NSMRL serves the submarine fleet and its divers by taking the lead in undersea human factors, sensory sciences, and operational medicine, delivering timely evidence-based healthcare solutions for the Navy. To accomplish its mission objectives, NSMRL relies on the accuracy, correctness and integrity of data collected for thorough and objective analysis.
NSMRL will provide the contractor with de-identified electronic data files that contain physiological features during submaximal treadmill exercise to exhaustion before and after the following conditions:
1. Resting air dives at 1.35 atmospheres absolute (ATA),
2. Resting 100% oxygen dives at 1.35 ATA,
3. Resting 100% oxygen exposures at 1.35 ATA in a hyperbaric chamber,
4. Air dives at ATA with moderate physical activity,
5. 100% oxygen dives at 1.35 ATA with moderate physical activity
The contractor will apply analytical modeling techniques (as described in references noted below) to the data described above to:
• Curate a compiled and integrated data set from multiple separate data files and tag for parameters of interest for modeling.
• Relate physiological parameters to performance outcomes following long-duration dives.
• Develop initial predictive model for diver physiological readiness and mission performance.
Period of Performance: Day after contract is awarded.
In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.
The Naval Submarine Medical Research Laboratory (NSMRL) has a requirement to understand the impact of long duration normoxic and hyperoxic dives on diver health, readiness, and performance. Special Operations Forces (SOF) divers are required to sustain peak readiness across extended and repeated underwater missions, yet current operational tools are limited to decompression and thermal models that do not account for physiological readiness or performance. Current generalized guidance severely limits mission capabilities, but biomedical modeling of diving effects and predictors would help to mollify current limits for planning purposes or during real-time operations. This information can also be used to aid biometric device instrumentation development, integration, and interpretation for operational purposes. Understanding the physiological mechanisms and predictors of reduced performance following normoxic and hyperoxic divers is required to develop operational risk management decisions and countermeasures to ensure long duration dive operational success.
The Biosignal Processing and Wearable Device Lab at the University of Connecticut is responsible for applying novel analysis to submaximal exercise response parameters previously collected on divers following single and repeated 6-hour dives. The deliverables for this task are a scientific abstract and draft manuscript/report ready for peer review that describes the analysis performed, the results of the analysis, and interpretation of the data to aid in understanding the interplay between water immersion, breathing gas, and underwater activity on submaximal exercise performance following water egress. The unique mathematical techniques developed by Dr. Chon now allow more accurate modeling of diving impact on physiological function and open the possibility of a better understanding of how submaximal exercise performance and prediction following long-duration dives. Given that Dr. Chon developed the modeling application, he and his group are uniquely qualified to apply the novel methodology to performance outcomes. Dr. Chon’s ability to break down each scenario on a scientific basis is pivotal and cannot be replicated by any other vendor.
Market Research was conducted against mandatory sources such as UNICOR, AbilityOne, and GSA which yielded negative results.
Dr. Ki Chon-University of Connecticut does not have any authorized resellers or subsidiaries capable of providing the requested services. There are no other known services available on the open market that meet the needs of the government
