About this file

This is a Justification for Sole Source Procurement document (Purchase Request/Document Number 1301374296) submitted by NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Fleet Directorate for simplified procedures under the Micropurchase Threshold (MPT) to Simplified Acquisition Threshold (SAT).

The government is procuring parts and materials from Schottel, the original equipment manufacturer, to repair the propulsion tank system on the Offshore Supply Vessel Vindicator. The required items include an AC DC Converter ($1,313.50), Phase Control ($382.69), Ventilators with filters (2 units at $584.89 each = $1,169.78), Fan Exhaust Ducts (2 units at $110.13 each = $220.26), and Leacon Tanks (2 units at $29,612.34 each = $59,224.68), for a total estimated cost of $62,311.21. The Required Delivery Date is award plus two weeks. The justification for sole source procurement is based on: (1) compatibility requirements—Schottel is the OEM of the Schottel Combi Drive Model SRP 2020 Z-Drive propulsion system and SST-1001 dual steering controls originally installed by Eastern Shipbuilding; (2) proprietary data—the LEACON system is a patented, DNV-certified sealing system exclusive to Schottel with proprietary technical data and interface specifications; and (3) direct replacement parts designed specifically for the existing propulsion system. The parts are long lead-time items to be provided as Government Furnished Material (GFM) and installed by Schottel during the next Continuous Maintenance Availability (CMAV).

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.

Schottel’s LEACON system is their own proprietary in-house designed and engineered oil and seawater leakage detection and prevention system, designed for use specifically with our Z-drives, of which they are the original equipment manufacturers (OEM). Schottel possesses exclusive technical data, interface specifications, and engineering documentation necessary to provide and retrofit this system, including the capability to integrate condition monitoring, alarm functions, and data communication into our propulsion system. Our current LEACON systems are faulty and obsolete and were recommended for replacement by Schottel technicians during their last ship visit. These are long lead-time parts and will be installed by Schottel during the next Continuous Maintenance Availability (CMAV); we will be providing these parts as Government Furnished Material (GFM).

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, Source Selection Information – See FAR 2.101 and 3.104 connect, or interface with the existing system.

Schottel is the OEM of the Schottel Combi Drive Model SRP 2020 Z-Drive propulsion system along with the SST- 1001 dual steering controls used on the craft. Schottel was contracted by the original boatbuilder, Eastern Shipbuilding out of Panama City, FL to design and install the propulsion system for these Offshore Supply Vessels (OSVs). Schottel has retained all original build sheets and technical data dating back to 2014 when this hull was delivered. In addition to being the OEM, Schottel is the global leader in Rudder Propeller vessel propulsion systems.

They have several patents for design and installation standards in their respective industry that include the Schottel Leacon Tank system. Retrofitting a different system would incur additional costs to the government and unnecessary delays during the CMAV.

☒ A patent, copyright or proprietary data limits competition.

The SCHOTTEL LEACON is a patented, DNV-certified sealing system used in marine propulsion units (such as rudder propellers) to provide leakage-free protection against water pollution. The LEACON tank is a compact collection reservoir located in the engine room that safely stores any leaked gear oil or ingress seawater.

☒ These are "direct replacement" parts/components for existing equipment.

The Vindicator currently utilizes a Schottel Combi Drive Model SRP 2020 Z-Drive propulsion system along with the SST-1001 dual steering controls.
