About this file
This document is a Sole Source Justification that supports a federal contract opportunity for the procurement of perpetual access to Optica Scientific Journals.
The key details are: The government intends to solicit and negotiate a Firm Fixed Price contract on a sole source basis with Optica Publishing Group under the authority of FAR 13.501(a)(1)(i). This requirement is for the Nimitz Library at the United States Naval Academy to acquire a one-time backfile of archived journal titles from Optica, which is a copyrighted product solely owned and licensed by Optica. The Optica Centennial Archive is the only suitable alternative due to its compatibility with the library's existing Ex Libris software and discovery tools, as well as the reliance of midshipmen and faculty on this specific product. There are no "just as suitable" alternatives. The government will consider all bids, proposals, or quotations received by the closing response date.

Source Selection Information – See FAR 2.101 and 3.104
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
All products must be compatible with the Nimitz Library’s Ex Libris software and discovery tools. This is a contract purchase of a one-time backfile of archived journal titles; there are no “just as suitable” alternatives to replace Optica products due to the reliance Midshipmen and USNA faculty have on this exact product.
Additionally, the Optica Centennial Archive enables the Nimitz Library to replace deteriorating/damaged print bound journal volumes duplicating this content. This allows the Library to divert space to other mission aspects and requirements.
☒ A patent, copyright or proprietary data limits competition.
Optica’s Centennial Archive is a copyrighted product solely owned and licensed by Optica. This content is solely provided by Optica. Only Optica can be a bilateral signatory for this licensed content.
☒ These are "direct replacement" parts/components for existing equipment.
This purchase of Optica’s Centennial Archive directly interfaces with and provides content complementary to the Optica E-Combination 4, which is currently under contract.
Other information to support a sole source action:
The Content Provider must be able to be signatory on bilateral license and terms & conditions agreements.
