Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The USNO Clock Development Division (within the Precise Time Department) maintains and advances an ensemble of high-performing rubidium fountain atomic clocks that are used to generate precise time. Due to the lack of commercial vendors capable of supplying for the highest performing clocks, stocking the clock ensemble with systems based on cutting-edge technology requires that these systems be designed and built in-house at the USNO. The required components are solely manufactured by Stanford Research Systems (SRS). SRS is the only vendor capable of providing the original components as there are no authorized dealers and the current rubidium fountain atomic clocks are designed and built by USNO engineers using SRS components. Attempting to use components from a different vendor would take additional research and development costing the Government additional unnecessary time and funding. In addition, using new components would not be in accordance with the design used in the original fountain builds.

The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The Clock Development Division (within the Precise Time Department) are building two (2) new atomic fountain clocks using the exact same design as used for six (6) previous builds. The required parts must be as identical as possible to the original fountain builds. SRS supplied the parts for the original clocks and can manufacture new parts according to the exact design previously used.
