Description of the supplies or services required, the estimated price/cost, and required delivery date.

A high resolution, relatively high frame rate fixed IR camera set is required for laboratory scale laser heating imaging set up with a dichroic mirror and aligned through a specific set of lenses. This solution requires a fixed scientific camera, not a handheld IR imaging solution. This also requires two separate cameras in order to calibrate measurements, one with a higher resolution and the other with a smaller form factor, but both using the same imaging software. The cameras must be able to connect to a computer for recording of heating dynamics. The temperature range of both cameras needs to be up to 1000 degrees Celsius and the primary camera needs to measure up to 2000 degrees Celsius. We require a high frame rate and spatial resolution to track the laser heating (as described in the accompanying document).

Most importantly, these cameras are designed as a direct replacement for a previous camera that is no longer available to the researcher, the previous camera was one from the same company, so we require that this camera fit in form, function, and software compatibility in the same way that the previous camera did.

Source Selection Information – See FAR 2.101 and 3.104

In conclusion, the requested supplies or services represent the minimum requirements of the government.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

This camera set must fit in the exact location designed for it in a complex optical configuration for confocal analysis of laser heating. The rig and alignment is already complete and was designed using essentially this camera (an older version with the same form, fit, and function, as well as software). This is essentially a direct replacement, though the reason for replacement is that the previous camera has become unavailable.

The system this is going into requires extremely precise placement and alignment of all of the optics around it so to use a different thermal imaging solution would require a complete redesign of a major measurement system. This is logistically prohibitive and would be a major issue and severely delay mission related research.

☐ A patent, copyright or proprietary data limits competition.

☐ These are "direct replacement" parts/components for existing equipment.

Other information to support a sole source action:

The major technical requirements are driven by the higher resolution camera in this camera set system, the A700. Based on our evaluation of systems on the open market, we have selected the FLIR Systems A700sc infrared camera system with the Research Studio Recording and Analysis software. The A700sc is the only system that meets all of our application requirements for accurate and quick thermal measurements and will save us significant person-hours in testing and reporting time. In addition, FLIR Systems is the leading manufacturer of infrared cameras in the world, and as a result, offers the long-term service, support, and training we will need.

The FLIR A700sc infrared camera system with the Research Studio Recording and Analysis software is the only COTS system that can meet all necessary requirements for the intended application.

FLIR A700sc Infrared Camera Features

640 x 480 Pixel Detector The A700sc has a 640x480 pixel infrared detector with 307,200 measurement pixels which results in better image quality and temperature measurement accuracy.

30mK NETD and Digital Image Enhancement function The A700sc is the most sensitive uncooled infrared camera on the market at this price. The A700sc has a Noise Equivalent Temperature Difference of less than 30 milliKelvin. This allows the camera to detect smaller temperature differences which are critical for our thermal testing.

Calibration up to 2000°C The A700sc comes standard with temperature calibration from -20°C to 2000°C allowing us to measure high temperature targets.

Connectivity

The A700sc incorporates RJ-45 Gigabit Ethernet connectivity yielding 14-bit 640 × 480 images at rates as high as 50 Hz.

Versatile/Compact Design The A700sc is rugged and lightweight with a simplistic mounting feature that permits quick installation and easy movement for new application requirements.

Plug & Play System Integrates with GigE Vision and GenICam protocols. The camera can be fully controlled from the PC allowing real time, full frame video collection.

Lens Recognition

The A700sc has automatic lens recognition that corrects for external lenses insuring proper measurement.

Lens Choices

The A700sc is compatible with the following lenses: 14°, 24°, 42°.

FLIR Research Studio Software Specifications:

• Connecting the camera to a PC via the camera USB digital port or GigE port provides analysis of fully temperature calibrated video using the software.

• The software must allow for the recording of static imagery or a collection of image sequences.

• The software must offer compatibility with the most common IR camera image formats: .img, .seq, radiometric jpeg (Agema & FLIR). Any software that cannot read and measure temperatures on all of these types of images is not acceptable since it will not allow us to use our archives of images.

• The software must be able to store images as IR images, standard jpeg, standard ASCII (comma separated values .csv) and sequences of images as sequence files (.seq) or as a series of jpegs or as a .avi movie.

• Analysis Functions – o Must include multiple spot meters, rectangles, circles, line profiles (straight and bendable), and isotherms o The temperature of each tool should be displayed on the image and in a results table and must update as the tool is moved around the image and as the sequence is played back. For area measurements the minimum, maximum, average and standard deviation of temperature should be displayed.

o A profile of temperature should be graphed for each line and update in real time

• Time vs. Temperature Plots – The software must provide time vs. temperature plots for each tool. This plot must be graphed and the data for the curve stored in a format that can be opened directly in MS Excel.

• The software must support acquisition to memory to allow for burst recording at the maximum frame rate of the camera as well as acquisition to disk for longer recording periods at slower frame rates.

• The software must be able to read out in degrees (C, F, K) or A/D counts.

• The software must support automatic gain control of linear or plateau equalization and shall scale off entire image, manual selection, or selected region of interest.

• The software must have built in camera command and control for a variety of cameras including FLIR

A, S and SC Series cameras.

• The software must be compatible with the camera’s ambient drift compensation feature for repeatable accurate temperature measurements.

Factory Training and Support:

FLIR Systems, through the Infrared Training Center (ITC), is the only infrared camera manufacturer to offer Thermographer certification and free eLearning classes. The ITC is the Global leader in IR Thermography Training.

Primary technical support and service is provided by FLIR Service in Nashua, NH.
