About this file

This document is a Justification for Brand Name (Simplified Acquisitions) for a replacement crane winch for the TSV4 Narragansett vessel. The Navy requires a specific Braden Paccar BRA06778 CH175B-22110-01-1 Winch for an Allied Systems deck crane, with an estimated cost of $28,550.00 and a required delivery date of 12 May 2025. The winch is a direct replacement for the currently installed winch, which has been taken out of service due to safety issues, rendering the vessel non-mission capable and unable to deploy rescue boats.

The justification emphasizes that Braden Paccar is the original equipment manufacturer (OEM), and using non-OEM equipment would cause safety issues, potential non-certification, increased equipment downtime, and mission degradation. The procurement is directly supporting a previous contract (N0018925P0065) for deck crane repair parts. The document is signed by a Logistics Management Specialist from CSG4 – TSVRON4 and is intended for processing through the NAVSUP Fleet Logistics Center, Norfolk Contracting Department, under the Federal Acquisition Regulation (FAR) guidelines for sole source procurement.

Description of the supplies or services required, the estimated price/cost, and required delivery date.

Replacement Crane Winch for TSV4 Narragansett’s Allied Systems deck crane to ensure the safety of operation.

The vessel needs a new Braden BRA06778 CH175B-22110-01-1 Winch for the increased weight and stresses of larger/heavier dynamic lifts.

Estimated Cost: $28,550.00 Required Delivery Date: 12 May 2025

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

Braden Paccar is the OEM of the currently installed winch for TSV4 Narragansett’s deck crane.

The replacement winch been procured are one-to-one replacement of the currently installed winch. The specific build out requirements are essential for the integration of the winch into the Allied Systems deck crane.

Use of non-OEM equipment would cause safety issues; resulting in non-certification of this essential piece of equipment.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The replacement winch been procured are one-to-one replacement of the currently installed winch.

Currently, the installed Allied Systems deck crane Model TB60-64 Serial Number 1712 has been taken out of service by the technical authority due to major safety issued due to damaged and degraded parts.

The vessel, TSV4 Narragansett, is non-mission capable without this deck crane being operational, and unable to put rescue boats into the water.

Several fleet training missions have had to be either canceled, rescheduled or shifted to other training vessels.

This request is in direct support and additional to contract # N0018925P0065 awarded 20DEC24, which was for TSV4 Narragansett’s deck crane repair parts; without which continues to keep the vessel out of service due to the crane being deemed unsafe for operation by the Technical Authority. It was not known at the time of getting contract # N0018925P0065 in p+lace that this essential piece of equipment also needed replacement.

☒ These are "direct replacement" parts/components for existing equipment.

Other information to support a Brand Name action:

Braden Paccar Winch is the OEM for the currently installed winch on the Allied Systems deck crane onboard TSV4 Narragansett.

Use of non-OEM parts/material would cause increased equipment downtime, requirements for ship/equipment alterations, increased material and labor costs, severe mission degradation and schedule impacts, as well as safety to personnel and equipment.
